H-1 Page 4 of 54 Introduction The Colorado Department of Education (CDE) School Transportation Unit has promulgated this resource guide to assist public school districts, charter schools, as well as Boards of Cooperative Educational Services (BOCES) with developing policies and procedures for the safe transportation of students. These guidelines provide manufacturer recommendations, industry standards and best practices which are consistent with the Colorado Minimum Standards Governing School Transportation Vehicles, 1 CCR 301-25 and the Colorado Rules for the Operation, Maintenance and Inspection of School Transportation Vehicles 1 CCR 301-26. This publication is intended to serve as a transportation provider resource toward compliance with legislation and regulations. The CDE Transportation Unit shall be responsible for administering and monitoring this inspection program to ensure compliance. This guide is structured to provide the information, form instruction, and criteria for operating a comprehensive Vehicle Inspection Program. Along with program requirements, this guide contains information for record keeping, forms for reporting and recording the inspections, and procedures for inspecting the various vehicle components/systems. This guide should clarify many of the gray areas that occur when operating a Vehicle Inspection Program. However, this guide will not answer all technical or interpretive questions nor will it eliminate the need for trained personnel to exercise professional judgment when performing vehicle inspections. The emphasis of ALL vehicle inspections is "SAFETY" and in every case, the districts, charter schools, certified outside inspection sites, and inspectors must exercise judgment to ensure the greatest degree of safety for vehicle operators, passengers, and other motorists.
