The Red River Rebellion The Métis created a Provisional government and created the Métis Bill of Rights that stated that they wanted to protect their rights to the land and culture and be consulted when decision were made in government. John A MacDonald decided to listen to the request made by the Métis, and created Manitoba and the Manitoba Act. The Manitoba Act agreed to all the requests made in the Bill of Rights. However, this did not solve the conflict in Manitoba. The Métis continued to fear assimilation and felt ignored by the government. John A MacDonald agree to the terms of the Métis Bill of Rights because he wanted to avoid a conflict in the West that would interfere with the goal of National Policy; TO BUILD A STRONG CANADA.
