The Commission renews the broadcasting licences for the programming undertakings set out in appendix I to this decision from 1 September 2010 to 31 March 2011 and from 1 September 2010 to 31 August 2011 for those listed in Appendix II, subject to the terms and conditions in effect under the current licences. 2. This decision does not dispose of any substantive issues that may exist with respect to the renewal of these licences and interested parties will have an opportunity to comment at the appropriate time. 3. The Commission notes that it does not intend to renew authorizations for full-power analog transmitters operating in the mandatory markets or on channels 52 to 69 outside the mandatory markets beyond 31 August 2011. The Commission, when renewing licences beyond 31 August 2011, expects licensees, by that time, to have the necessary authority to broadcast in digital. In addition, the Commission intends to impose the following condition on affected licensees: Unless otherwise authorized by the Commission, the licensee shall not transmit analog television signals after 31 August 2011. 4. As stated in Issues related to the digital television transition, Broadcasting Regulatory Policy CRTC 2010-485, 16 July 2010, the Commission is of the view that the conversion of one or more trial market(s) for digital television conversion would be beneficial. However, the Commission considered it was inappropriate to establish trial market(s) in the absence of clarity concerning the timing and scope of a national coordinated consumer education campaign and given the lack of agreement among broadcasters regarding which market(s) would be the most appropriate for the trial. Pending the selection of the most appropriate trial market(s), the Commission renews the broadcasting licences set out in appendix I to this decision from 1 September 2010 to 31 March 2011. The Commission intends to administratively renew the licences of undertakings not operating in the trial market(s) to 31 August 2011 following the designation of the trial market(s). 5. The Commission notes that it does not intend to renew the licences for the transitional digital television services listed in this decision, beyond 31 August 2011.
