Abnormal State of Conditions when extreme loading exists on a part of the Operations railway system, such as could arise as a result of extended delays on one part of the service impinging on another, and Abnormal State shall be construed accordingly. CPFR The Crossrail Programme Functional Requirements, as defined in the Project Development Agreement. Crossrail Asset Any asset to be built or supplied as part of the Crossrail Project. Crossrail Line 2 The Chelsea - Hackney route. Crossrail Network The railway routes, depots and stations forming part of the Crossrail Project. Crossrail Services The passenger services or any component thereof which the Crossrail Project, following the Final Delivery Date, shall perform or be capable of performing (as the context requires). Crossrail Standard A standard produced by CRL pursuant to Paragraph 4.1.2. Degraded State of Operation A state when, after a failure of one or more elements of the railway system, trains on the Crossrail Network are operating generally in a restricted manner pending the reinstatement of a Normal State, and Degraded State and Degradation shall be construed accordingly. Design Capacity The capacity of the Crossrail Network and Rolling Stock necessary to satisfy the demands described as such [text redacted]. Emergency State of A state which exists after a current unforeseen or unplanned Operation event which has implications of threats to life or extreme loss 92 CROSSRAIL PROJECT SPONSORS' REQUIREMENTS requiring immediate attention, and before operations return to at least an Abnormal State, and Emergency State shall be construed accordingly. Enhanced State of A state when trains continue to run on the Crossrail Network Operation on a 24 hours per day basis so that there is uninterrupted service from the start of one day until the close of service on the following day, and Enhanced State shall be construed accordingly. HS1 The high speed railway between St. Pancras Station and the Channel Tunnel. Infrastructure or All physical assets and systems which form part of the Crossrail Infrastructure Crossrail Project and which are fixed to the ground, directly or indirectly. Paragraph A clause of the Sponsors' Requirements. Part of the Crossrail A section of the Crossrail Network which comprises either the Network Central Section or one of the two Surface Sections, or any combination of them, together with such associated elements of the NR Network as may be required for operational purposes. Part shall be construed accordingly. PASB Pre-Agreement Sponsor Board Peak Hours In relation to Crossrail Services operating Monday to Friday (except on Public Holidays) and scheduled to depart or arrive at Tottenham Court Road station: (a) between 07:00 and 09:59 ("the AM Peak"); and 93 CROSSRAIL PROJECT SPONSORS' REQUIREMENTS (b) between 16:00 and 18:59 ("the PM Peak"). PDA The Project Development Agreement between the Secretary of State for Transport (“SoS"), Transport for London (“TfL”) and Cross London Rail Links Ltd (“CRL”), to which these Sponsors' Requirements are a Schedule. PPM Public Performance Measure methodology in use on the NR Network in October 2008 SDO Selective Door Opening Surface Section A term used for operational purposes to describe a section of the Crossrail Network which lies between either the north- eastern extremity of the Central Section and Shenfield or between the western extremity thereof and Maidenhead/Heathrow. For the avoidance of doubt, TSIs are Applicable Standards. 94 CROSSRAIL PROJECT SPONSORS' REQUIREMENTS Crossrail will deliver a world-class, affordable railway, with a high frequency, convenient and accessible train service across the capital from 2017. 2. INTRODUCTION & BACKGROUND TO THE PROJECT 2.1 Purpose of this document 2.1.1 The purpose of this Sponsors’ Requirements document is to: ƒ establish and describe the Sponsors’ high-level requirements and objectives for the Crossrail Project to the extent practicable as at October 2008; ƒ provide for the Sponsors’ Affirmation of these Sponsors' Requirements in response to CRL’s proposals and for establishing a basis for CRL and the Sponsors to consider and resolve how developing, competing or subjective requirements are to be interpreted; ƒ set out the minimum requirements that the Crossrail Services must achieve at the Final Delivery Date; ƒ provide the basis for the Sponsor-level change control mechanism; and ƒ provide the basis for monitoring CRL's role as programme manager and integrator as defined in the PDA. 2.1.2 In accordance with clause 3.3 of the PDA, in the event of any inconsistency between these Sponsors’ Requirements and either the CPFR or the Delivery Strategy, then these Sponsors’ Requirements shall take precedence. 2.1.3 Notwithstanding any other provision of the PDA or these Sponsors’ Requirements, the Sponsors may Affirm proposals by CRL that would result in the Project delivering capacity [text redacted]. 2.1.4 There is a clear division of responsibility between sponsorship and delivery, with the ownership of these Sponsor Requirements sitting with the Sponsors and the CPFR residing with CRL. 2.1.5 CRL shall develop the CPFR, reference design and detailed designs and shall construct and commission the Crossrail Project in accordance with the principles established in these Sponsors’ Requirements. CRL shall demonstrate at agreed key project gateways that the requirements set out in this document are being met as part of the Assurance Process. 2.1.6 This document does not include the RS Commercial and Operational Requirements, which shall be developed in accordance with the PDA, resulting amongst other things in the Sponsors' approval of the RS Procurement Strategy, the RS Technical Specification and the Train Infrastructure Interface Specification. 95 CROSSRAIL PROJECT SPONSORS' REQUIREMENTS 2.1.7 This document does not include the Depot Commercial and Operational Requirements, which shall be developed in accordance with the PDA, resulting amongst other things in the Sponsors' approval of the Depot Procurement Strategy, the Depot Technical Specification and the Depot Interface Specification. 2.2 High-Level Objectives of the Crossrail Project 2.2.1 These Sponsors' Requirements include the following objectives for the Crossrail Project:
