Resettlement Plan SMR – Social Monitoring Report S/S – Substation III 1.0 Introduction 1.1 Project Background and Description To improve the quality and reliability of service in the power distribution system networks in the State of Madhya Pradesh, the Government of Madhya Pradesh (GoMP) has taken initiatives to invest in the power sector availing financing assistance from the Asian Development Bank (ADB) as development partners. The investments involve expansion, upgrading and reconfiguration of the existing power distribution system improvement in central Madhya Pradesh (Figure: 1.1). Figure 1.1: MP DISCOM-Central Jurisdiction The proposed investments are necessary to: (i) facilitate increased power transfers to accommodate increased demand and economic growth; (ii) improve supply-side energy efficiency by system de-bottlenecking and reducing technical losses; (iii) reduce the intensity of greenhouse gas (GHG) and other emissions via improved system efficiency; (iv) support expanded private sector participation in distribution system operations and other energy services; and (v) facilitate poverty reduction via improved electricity services and economic growth. This social monitoring report provides information pertaining to the project for the period January to June 2018. The report is prepared by Environmental Planning and Coordination Organization [EPCO], Bhopal, Department of Environment, GoMP) for MP DISCOM-Central. 1 The project is categorized as “B” for Involuntary Resettlement (IR) and “C” for Indigenous Peoples as per the ADB’s SPS. The core principles are consistent with the standards of the original safeguards documents and loan covenants. The RP covers the involuntary resettlement impact caused by the project activity. The main features of the project of DISCOM – Central under this loan includes: Distribution system improvement (i) Construction of 88 new 33/11 KV substations; (ii) Installation of 473.52 km of 33 KV and 201.86 km of 11 KV distribution Lines; (iii) Installation of 331 No.s Capacitor Bank and (iv) Construction of 22 No.s Control Room buildings Capacity building for the executing agency staff It is being implemented by DISCOM-C Bhopal under ADB Loan no. 3066. 1.2 Purpose of the Report The report captures the overall social safeguards implementation progress in compliance to project’s Resettlement Framework and regulatory requirements. The various social safeguard related issues addressed during the reporting period has also been covered, with reference to the progress achieved and current status of reporting period. The current report covers the implementation progress of social safeguards during January to June 2018. 2.0 Project Resettlement Entitlement, Assistant & Benefits 2.1 Introduction In accordance with the R&R measures suggested for the project, all affected households and persons will be entitled to a combination of compensation packages and assistance depending on the nature of ownership rights on lost assets and scope of the impacts including socio- economic vulnerability of the affected persons and measures to support livelihood restoration if livelihood impacts are envisaged. The affected persons will be entitled to the following five types of compensation and assistance packages: i. Compensation for crops/ trees at their replacement cost; ii. Compensation for structures (residential/ commercial) and other immovable assets at their replacement cost, if any; iii. Assistance in lieu of the loss of business/ wage income and income restoration assistance; iv. Rebuilding and/ or restoration of community resources/facilities, if affected by the project. 2.2 Cut-off Date for Entitlements Affected persons meeting the cut-off date requirements will be entitled to a combination of compensation measures and assistance, depending on the nature of ownership rights of lost 2 assets and scope of the impact, including social and economic vulnerability of the affected persons.
