Page 1 of 15 Existing Condition 1: Contaminants may be discharged into: a. the Tekapo Canal at or about map reference Topo50 NZTM BZ16:75850-1240; and/or b. the Ohau Canal at or about map reference Topo50 NZTM BZ15:6300-9580; and/or c. the Ohau B Canal at or about map reference Topo50 NZTM BZ15:6730-9180; and/or d. the Ohau C Tailrace at or about map reference Topo50 NZTM BZ16:7600-8600. Change to read: Contaminants may be discharged into a. the Tekapo Canal at or about map reference Topo50 NZTM BZ16:75850-1240; and/or b. the Ohau Canal at or about map reference Topo50 NZTM BZ15:6300-9580; and/or c. the Ohau B Canal at or about map reference Topo50 NZTM BZ15:6730-9180; and/or Insert: d. the Ohau C canal at or about map reference Topo50NZTM BZ15: 7183 8963 and/or Amend: d. to e. Explanation: d) provides the topo reference for the farm below the labyrinth weir. Existing Condition 3: 3 The rate at which contaminants are discharged into the Ohau Canal and Ohau C Tailrace shall not exceed a total from both sites of 822 kilograms per day. Change to read: 3 The rate at which contaminants are discharged into the Ohau canal shall not exceed a total of 25kg per day. Explanation: Only one broodstock raft will remain in the Ohau canal so a discharge can now be specified against this raft site. Insert: 5 The rate at which contaminants are discharged into the Ohau C canal below the labyrinth weir and/or the Ohau C Tailrace shall not exceed a total from both sites of 797 kilograms per day. Explanation: The balance of the existing Ohau-Tailrace discharge (total 822Kg per day) can now be specified against the farm sites below the weir and/or tailrace. Existing Condition 5 5. The contaminants in the discharge to the Tekapo, Ohau, Ohau B Canals and Ohau C Tailrace shall be only: a. fish food; b. fish excreta; and c. Chemicals used for fish disease control which are authorised for use in New Zealand and are approved by the salmon farming industry Insert: 5. The contaminants in the discharge to the Tekapo, Ohau, Ohau B and C Canals and/or Ohau C Tailrace shall be only: Explanation: Puts the Ohau C canal below weir site into the sentence. Existing Condition 8: At times when there is a discharge to the Ohau Canal, a monitoring programme shall be undertaken as follows: a. Samples of canal water shall be taken on two occasions each year, once during November and once during May. b. Samples shall be taken on both occasions at the following sites in the Ohau Canal: i. at 100 metres upstream of the discharge point, and ii. at a point immediately above the confluence of the Ohau and Pukaki Canals iii. at 50 metres upstream of the water supply abstraction points for the Ohau A power station. Insert iv at a point on the Pukaki canal 50m upstream of the confluence of the Ohau and Pukaki canals. Renumber: condition 8 as condition 9. Explanation: Page 3 of 15 Providing an additional sample point on the Pukaki Canal above the confluence clarifies the results which are measured at (iii) above Ohau A powerstation to which either the Ohau Canal, the Pukaki Canal or both may be contributing. The water source at Ohau A is determined by Meridian Energy canal operation. It can be solely Ohau canal water, Ohau and Pukaki Canal water, or only Pukaki Canal water. This additional sample point eliminates any influence water quality in the Pukaki Canal may be contributing to the overall monitoring or the consent. MCAS has been monitoring this site for several years on a voluntary basis. Existing Condition 9 At times when there is a discharge to the Ohau B Canal, a monitoring programme shall be undertaken as follows: a. Samples of canal water shall be taken at three monthly intervals. b. Samples shall be taken on each occasion at the following sites in the Ohau B Canal: (i) at 100 metres upstream of the discharge point on the true right bank, (ii) at the State Highway Bridge 20 metres from the true left bank, (iii) at the State Highway Bridge 20 metres from the true right bank, (iv) at 50 metres upstream of the water supply abstraction points for the Ohau B power station. c. Analyses of all samples taken shall be carried out for the following parameters by a laboratory accredited to ISO Guide 25 for those analyses. a. suspended solids b. ammonia nitrogen c. five day biochemical oxygen demand d. nitrate nitrogen e. nitrite nitrogen f. total Kjeldahl nitrogen g. total phosphorus h. total mercury d. Results of the above analyses shall be provided to the Canterbury Regional Council within 10 working days of completion of the analyses Renumber as Condition 10 NOTE: The condition shown above is as specified in the Ecan letter 21 March 2016 “Correction to Resource Consent Decision” and amended. ( attachment 1) Existing Condition 10 Renumber as Condition 12 Insert: New Condition 11: At times when there is a discharge to the Ohau C Canal, a monitoring programme shall be undertaken as follows: Page 4 of 15 a. Samples of canal water shall be taken on two occasions each year, once during November and once during May. b. Samples shall be taken on both occasions at the following sites in the Ohau Canal: i. at 100 metres upstream of the discharge point, and ii. at 200 metres downstream of the discharge point, and iii. at 50 metres upstream of the water supply abstraction points for the Ohau C power station Explanation: This condition is identical to the Tekapo and Ohau canal monitoring points and establish water quality above the farm, immediately below the farm and at the downstream powerstation. The Condition for Ohau B farm (true left) is also the same. Existing Condition 11: The discharge shall not result in the following water quality standards being exceeded in any of the Tekapo, Ohau and Ohau B Canals, and Lake Benmore: a. 0.1 grams per cubic metre ammonia nitrogen, b. two grams per cubic metre for five day biochemical oxygen demand. Change to read: The discharge shall not result in the following water quality standards being exceeded in any of the Tekapo, Ohau , Ohau B and Ohau C Canals, and Lake Benmore: a. 0.1 grams per cubic metre ammonia nitrogen, b. two grams per cubic metre for five day biochemical oxygen demand Renumber Existing Condition 11 to condition 13. Existing Condition 12: The discharge shall not result in the following water quality standards being exceeded in the Ohau, Tekapo and Ohau B Canals at points 50 metres upstream of the water supply abstraction points for the Ohau A, Tekapo B, and Ohau B power stations; and Lake Benmore: a. 11.3 grams per cubic metre nitrate nitrogen b. 0.002 grams per cubic metre total mercury Change to read: The discharge shall not result in the following water quality standards being exceeded in the Ohau, Tekapo and Ohau B Canals at points 50 metres upstream of the water supply abstraction points for the Ohau A, Tekapo B, Ohau B and Ohau C power stations; and Lake Benmore: a. 11.3 grams per cubic metre nitrate nitrogen b. 0.002 grams per cubic metre total mercury Renumber Existing Condition 12 to condition 14.
