PROJECT CONTEXT AND DEVELOPMENT OBJECTIVES A. CONTEXT AT APPRAISAL Context 1. Country context. China’s cities have grown at a rate and scale never seen before in human history. About 380 million people have moved from rural to urban areas over the last two decades, and another 300 million people are expected to migrate by 2025. While the rapid urbanization at appraisal (and still today) has been a driver of economic growth and has helped raise living standards, it has also brought significant environmental problems, destruction of natural resources and ecosystems, and increased energy demands.
