The ever increasing complexity of our programs and the heightened demands from our stakeholders were matched with the DOLE-X staff’s steadfast capacity to absorb and cope with the exigencies of public service and customer satisfaction. The staffs’ abilities to adjust to circumstances, commitment, and perseverance to perform are substantiated with the institutional support the leadership has extended. We focused our accomplishments and best practices on five (5) Major Final Outputs of our Office Performance Commitment and Review which are Employment Facilitation and Manpower Development, Employment Relations, Standard Enforcement and Protection, Employment Enhancement, Empowerment and Welfare, as well as Social Partnership Promotion, and Institutional Support. For in the midst of limited resources, unbeatable deadlines, hectic schedules, and everything that goes with the attainment of our goals, we have surmounted these encounters and achieved more than what was expected of us. Even our five-month journey towards ISO 9001:2008 has encouraged us to go the extra mile in accomplishing our targets and ended the year with a bang through our ISO 9001:2008 Attestation. These feat were realized through the efforts of my DOLE-X regional and provincial teams particularly the unwavering support and commitment of our partners and stakeholders, like the LGUs, NGAs, private/business sector, Labor and People’s Organizations. Our convergence made a difference in the lives of the people of Northern Mindanao. The Single Entry Approach collaboration with the Regional Coordinating Committee added meaning to teamwork, and synergy. I and my staff are always grateful to the Central Leadership for motivating us to exceed our objectives in the name of public service. MACARAYA, CEO III Regional Director 1 MFO 1. EMPLOYMENT FACILITATION AND MANPOWER DEVELOPMENT The Department, through DOLE-X Regional Office, centers on inclusive growth of the Phil. Dev’t. Plan 2011 to 2016 and it is anchored on sustained growth and massive employment creation. At the same tome, increase the levels of opportunities for and access to decent and productive employment. From the PESO data, there are more vacancies than applicants registered, reaching a 92% placement rate. Job Vacancies Solicited increased b y 1 4 4 % Thus, the increased number of vacancies solicited in the region is a result of effective networking with the PESO and private companies in promoting employment generation. 2 DOLE - 10 Annual Report 2013 Applicants placed in- The number of advocacies conducted creased by 41% on Jobsfit and Labor Market Information is effective in increasing the placement rate by 41%. Strategies effected were due to the strong linkage and partnership with the PESO, Guidance Counselors, and other stakeholders. TARGET ACCOMPLIS RATE (%) HMENT 75,000 89,987 119% More than half or 59% of the applicants were hired in Private companies Region 10 is continually moving as the fastest growing economy in Mindanao with an average Gross Domestic Product (GDP) of 4.3% annually. This figure has given confidence to more businessmen investing in the region and promoting gainful employment to 59% of the applicants in the private sector. TARGET ACCOMPLIS RATE (%) HMENT 20,000 27,632 138% In Region 10, 579 establishments registered in the Phil-jobnet System posting 37,281 vacancies Number of advocacies conducted, as well as strengthened partnership with stakeholders, and provision of 42 computers up to the municipal/city level paved the way for the increase of registrants in the Phil-Jobnet System by 345% (from 135 in CY 2012 to 579 in CY 2013). 4 DOLE - 10 Annual Report 2013 In Region 10, HIRED ON THE SPOT (HOTS) reached 29% - 8% higher that what it used to be in 2012. Hired on the Spot (HOTS) in RO-10 TARGET ACCOMPLI RATE SHMENT region 10 reached 29%, surpassing the national target JOB FAIR 21 34 133% of 15% and comparing with HOTS 2,934 5,579 190% only 8% accomplishment of CY 2012. This could mean that more jobs and skills match in the event of Job Fairs conducted with the functional Skills Registry System and the number of graduates reached for career guidance. The increase could also be manifested with the 20,987 High School students oriented with LMI, In-demand skills and Courses from the 149 schools and institutions. 20,987 highschool students were oriented with LMI, In- demand skills and Courses TARGET ACCOMPLISHMENT RATE Region X 130 187 143% Career Guidance Advocacy : 187 Students/ Parents : 20,987 Schools/University : 149 DOLE - 10 5 Annual Report 2013 6 DOLE - 10 Annual Report 2013 19 SKILLS REGISTRY SYSTEM were implemented in 19 LGUs In Region 10 REGIONAL PERFORMANCE TARGET ACCOMPLISHMENT (%) OF ACCOMPLISHMENT 19 19 100% As of December 2013, 42 SRS computers were released with an additional of nineteen (19) sets of computers to the five (5) provinces of the region distributed on 15 November 2013, to the Local Government Units (LGUs) of Lanao del Norte in Linamon, Bacolod, Kapatagan, and Kauswagan; the LGUs of Western Misamis Oriental in El Salvador City, Naawan, Manticao, and Alubijid; the LGUs of Eastern Misamis Oriental in Sugbongcogon, Claveria, Magsaysay, and Talisayan; the LGUs of Bukindon in Impasug-ong, Cabanglasan, Maramag, Dangcagan, and Kibawe; and the LGUs of Misamis Occidental in Plaridel and Tudela. Priority for the distribution are the LGUs who have institutionalized their PESOs and this will serve as a challenge for those who still has not. DOLE - 10 7 Annual Report 2013 Top 3 in the Total number of SRS Registrants — National Level With the increased number of SRS computers released for CY 2013, it follows in the increased number of registrants enrolled, totalling 65,115, making the region a number 3 rank in the total number of SRS registrants in the national level. 8 DOLE - 10 Annual Report 2013 In Region 10, Eleven (11) Public Employment Services Offices were Institutionalized in 2013. REGIONAL PERFORMANCE TARGET ACCOMPLISHMENT (%) OF ACCOMPLISHMENT 9 11 122% In Region 10, Eleven (11) Public Employment Service Offices were Institutionalized in CY 2013 as a result of the provincial level’s improved camaraderie and partnership with the respective Local Chief Executives and the Sanggunian. Targets Accomplished (%) REGION 10 16 23 143% With the recent national and barangay elections for the year, 23 PESO Managers and Staff have undergone Basic Employment Services Training and 25 for Basic Management Course Training in Region 10 for the upkeep of the effective employment facilitation in their respective localities. Targets Accomplished (%) REGION 10 13 25 192% DOLE - 10 11 Annual Report 2013 Achieving inclusive growth through decent work calls for the promotion and protection of the rights of workers. Thus, this Regional Office centers on strengthened compliance of the constitutionally protected rights of workers. The new Labor Law Compliance System (LLCO) that took effect on August. 22, 2013, inculcates a shift to a developmental culture of compliance of Labor Standards. At the same time, this strengthens tripartism and speedy settlement in all labor cases. 89% of the total Request for Assistance (RFAs) were settled under Single Entry Approach (SENA) Program TARGET ACCOMPLIS Single Entry Approach or SEnA in SETTLEMENT HMENT region 10 has a lowered filing of RATE (%) labor cases endorsed to the National Labor Relations Commission (NLRC 73% 89% from 28% in CY 2012 to only 10% for this year). Likewise, SENA requests for assistance increased to 94% in TOTAL RFAs HANDLED 516 the same period. Instead of starting Settled RFAs 463 out as a labor case, a worker requests for the conduct of SETTLEMENT RATE 89% conciliation-mediation under the Withdrawn RFAs 4 SENA to assist the parties to arrive at a settlement agreement, saving Referred to NLRC 52 costs for litigation fees. With this initiative of the 34 Department, DOLE-X accomplished 89% from the total Requests for Workers covered by the 1,463 Assistance for the year, with monetary benefits monetary benefits of Php 48,779,737.34, benefiting 1,463 Average Days to Settle 10 Days workers and an average of 10 days to settle. 12 DOLE - 10 Annual Report 2013 Likewise, with the increased SENA settlement rate, one of our SEADOs, Ms. Ebba Borbon-Acosta received her National Award as 2013 Best SEADO, under the Group 2 Category (for Regional Offices I, V, X, XI, and XII) on December 9, 2013, awarded by the Honorable Secretary Rosalinda Dimapilis-Baldoz at the Ichikawa Hall, Occupational Safety and Health Center, Quezon City.
