The TIA has been prepared to support the Environmental Impact Statement (EIS) being prepared for the project. The proposed development (the Project) would see an increase in the throughput of the Facility from the approved 500ML per annum up to 1,010ML per annum. This report provides an assessment of the impact on the surrounding road network during construction and at full capacity operation. The TIA includes: - An assessment of the existing and future road conditions, in particular at the Industrial Drive/Ingall Street intersection that provides access to the site; - An evaluation of potential impacts to the intersection, associated with the Project’s construction and full capacity operation; and - Consideration of measures to mitigate traffic impacts, if required. The TIA has only assessed impacts on the road network in the morning and evening peak hours of a typical weekday. No rail movements are proposed as part of the Project. Shipping movement impacts have not been assessed as part of this TIA. As the Facility is being developed as part of the Port Terminal Facilities Mayfield Concept Plan, consistency of the Project with the Concept Plan and its conditions of consent (with regard to traffic) have also been assessed. 1.2 Director-General Requirements In preparing this TIA, consideration has been given to the NSW Planning and Environment (P&E) Secretary’s Environmental Assessment Requirements (SEARs) issued for the Project (SSD-6664) on 19 September 2014. The key matters raised by the Secretary, and where this report addresses them, are outlined in Table 1.
