Minutes of the Follow-up meeting held on 28.06.2013 at 5.30 p.m. under the Chairmanship of Commissioner, Corporation of Chennai in his chambers to review the action taken on the observations made during the CUMTA Multi Modal Walk (20.04.2013) PRESENT: 1. Thiru Raj Cherubal, Chennai City Connect 1 The Commissioner, Corporation of Chennai welcomed the participants and explained that the Multi Modal Walk (MM Walk) undertaken on 20.04.2013 was a good exercise to get to know the travails of the travelling public. The Commissioner informed that the observations and suggestions that came out in the following stations and bus stops which were visited during the MM Walk will be reviewed in this meeting: Railway Stations: 1.Egmore Sub-urban 3.Park Town MRTS 5.ThiruvanmiyurMRTS 7.TirusulamSuburban 2.Park Sub-urban 4.Koturpuram MRTS 6.Guindy Sub-urban 8.MambalamSuburban Bus Stops: 1. Indra Nagar 2. GandhiMandapam 3. Guindy Station The various issues on which action is to be taken by the different implementing agencies, station-wise / bus stop-wise, have been tabulated in Annex – I and issues common for all stations have been given in Annex – II. 2 ANNEX - I I. EGMORE SUB-URBAN STATION: S. Observations / Status Agency No. Responsible 1. PHYSICAL INTEGRATION a) Internal Interface : Access control for entry / exit points to be introduced so as to ensure unidirectional flow of commuters i) The ADRM assured to provide barricades / separate gates ii) ITDP to give suggestions on designs for the interiors of the station after S. Rly. the model of Surat ITDP b) External Interface : i. Pedestrian access Walking to the Station on the Eastern side unpleasant due to the overflow from public toilet and haphazard parking of Auto rickshaws and lack of CoC FoB to cross the road. CCC The CoC assured to check the overflow from public toilet. Road improvement design has been submitted to CoC by Chennai City Connect (CCC) for all roads in this area. Hence the foot paths design and relaying will be covered under this. ii. Bicycle access Bicycle parking provided on the Northern side. Bicycle tracks to be provided. The CCC plan for this area will cover this CoC/CCC iii. IPT access (a)Northern side ample space, but, needs regulation. Commr., (b)Southern side requires strict regulation. Trpt./CTP iv. Bus bays Provided both Northern & Southern sides CCTP v. Distance to boarding / alighting point of bus / other modes Available at minimum distance MTC vi. Pvt. Vehicles drop off / pick up + parking Northern and Southern sides available. Needs regulation. S.Rly. ADRM , S.Rly. and D.C. Traffic assured to look into this CCTP vii. Connectivity to other modes and other platforms within the station : sub-way/FoB S.Rly Provided. ADRM, S.Rly. reported that as and when the funds are made CoC available to this particular station, the escalator will be installed. DoH 2. OPERATIONAL INTEGRATION i. Operating hours: The diff. transit modes should begin & end their services at the same time S.Rly. to suit the convenience of the travelling public The DM, MTC informed MTC that MTC services are being operated throughout the night since last month. On the northern side the bus frequency is every 15 minutes while on the southern side the frequency is lesser. 3 Frequency: ii. All modes should synchronise timings S. Rly. The DM, MTC reported that in Egmore, frequency of MTC buses is MTC available. However, the rail timings will be incorporated while scheduling buses via Egmore so as to synchronise with train timings. iii. Adherence to schedule: All modes need to adhere to specified timings S. Rly. Both ADRM, S.Rly. and DM, MTC assured to monitor this MTC iv. Ambience – Escalators /Elevators/Toilets/Ramps for phys. S. Rly. Challenged/ Brightness /Cleanliness/Seating/Interior MTC Décor/Landscaping Stations & Bus stops to provide appropriate/attractive interior / exterior spaces. ADRM, S.Rly. will look into this. ITDP to give suggestions on designs for the interiors of the station after the model of Surat II. PARK SUB-URBAN STATION: S.No. Observations / Status Agency Responsible 1. PHYSICAL INTEGRATION a) Internal Interface : waiting areas; b / a spaces; Ticket issuing point Access control for entry / exit points to be introduced so as to ensure S. Rly. unidirectional flow of commuters i) The ADRM assured to provide barricades / separate gates ii) ITDP may give suggestions on designs for the interiors of the station after the model of Surat b. External Interface : i. Pedestrian access Walking to the Station on the Northern side difficult due to the CoC overcrowding of vendors. CoC to provide segregated pedestrian pathways. ii. Bicycle access Bicycle parking provided on the Northern side. CoC to provide Bicycle CoC tracks iii. IPT access CCTP Northern side ample space, but, needs regulation. Commissioner, Commr., Transport and CCTP to look into this Trpt. iv. Bus bays CoC Provided on the Northern side MTC v. Distance to boarding / alighting point of bus / other modes Available at minimum distance MTC 4 vi. Pvt. Vehicles drop off / pick up + parking Northern side available. CCTP to regulate CCTP vii. Connectivity to other modes and other platforms within the station : sub-way/FoB Provided. However escalators may be installed. S.Rly W. r. t. installation of escalators within the station, ADRM, S.Rly. CoC reported that as and when the funds are made available to this particular DoH station, the escalator will be installed. CMRL W. r. t. connectivity to other modes: CCTP a) DoH is preparing an overall skywalk plan for this area. The G.O. CMDA according administrative sanction for the above work may be obtained from DoH by CMDA b) It was reported that there were barricades on the footpaths preventing the use of the foot paths. CMRL assured to remove this and make the foot paths accessible. c) In Pallavan Salai, barricades may be put up as a temporary measure for segregating bus and pedestrian traffic. 2. OPERATIONAL INTEGRATION i. Operating hours The different transit modes should begin & end their services at the same time to suit the convenience of the travelling public The DM, MTC S.Rly. informed that MTC services are being operated throughout the night MTC since last month. On the northern side the bus frequency is every 15 minutes. ii. Frequency All modes to synchronise timings The DM, MTC reported that in Park S. Rly. station frequency of MTC buses are available. However, the rail timings MTC will be incorporated while scheduling buses via Park station so as to synchronise with train timings. iii. Adherence to schedule All modes to adhere to specified timings Both ADRM, S.Rly. and DM, S. Rly. MTC assured to monitor this. MTC iv. Ambience – Escalators /Elevators/Toilets/Ramps for phys. Challenged/ Brightness /Cleanliness/Seating/Interior Décor/Landscaping Stations & Bus stops to provide appropriate/attractive interior / exterior S. Rly. spaces. ADRM, S.Rly. will look into this. ITDP to give suggestions on MTC designs for the interiors of the station after the model of Surat v. Commercial services Shopping facilities provided. Needs to be regulated on the northern side S. Rly./ MTC 5 III. PARK TOWN MRTS STATION: S.No. Observations / Status Agency Responsible 1. PHYSICAL INTEGRATION a. Internal Interface : waiting areas; boarding / alighting spaces; Ticket issuing point Access control for entry / exit points to be introduced so as to ensure unidirectional flow of commuters S. Rly. i) CE,MTP(R) assured to provide barricades / separate gates ii) ITDP to give suggestions on designs for the interiors of the station after the model of Surat. b. External Interface : i. Pedestrian access Walking to the Station difficult; lack of FoB to cross the road S. Rly. 1) The access to the main road beneath Stanley via-duct needs to CoC provided with proper security and good lighting arrangements. DoH 2) DoH is preparing an overall skywalk plan for this area. The G.O. according administrative sanction for the above work may be obtained from DoH. ii. Bicycle access Needs to be provided. CoC to provide bicycle tracks CoC iii. IPT access CCTP Needs to be provided CCTP & Commissioner, Transport to look into Trpt. Commr. this iv. Bus bays MTC Not available M TC to make necessary arrangements v. Distance to boarding / alighting point of bus / other modes MTC Not Available at minimum distance vi. Pvt. Vehicles drop off / pick up + parking CoC Needs to be provided CoC and CCTP to look into this CCTP vii. Connectivity to other modes and other platforms within the station : sub-way / FoB Not Provided. S.Rly. To provide direct connectivity to the concourse of the Central Station MTP(R) As two underground stations for the Chennai Metro Rail project are also DoH proposed close by, there must be an integrated pedestrian movement CMRL area interlinking all the rail terminals W.r.t. installation of escalators within the station, ADRM, S.Rly. reported that as and when the funds are made available to this particular station, the escalator will be installed.
