O4, Ordinance Amending the Official Zoning Map for Rio Rancho Estates Unit 10 21 Block 24 Lot 73 from R-1:Single-Family Residential District to R-2: Single-Family 22 Residential District; Providing for Severability and Effective Date 23 24 Ms. Rincon presented this item. The applicant, is requesting a zone map amendment to 25 change the zoning from R- 1: Single-Family Residential to R-2: Single-Family 26 Residential on the property legally described as Rio Rancho Estates Unit 10 Block 24 27 Lot 73, addressed as 1013 22nd Ave SE. The subject property is located to the 28 northwest of the intersection of 10th St. SE and 22nd Ave. SE. A zone map amendment 29 for the 12 neighboring lots in Block 24, was submitted earlier this year and rezoned. 30 One condition of approval is the applicant will need to unify the lots before they move 31 forward on a development plan. Staff recommends approval. 32 33 Jim Owen moved to approve O4. Seconded by Daniel Stoddard. 34 35 The following individuals spoke under this item: 36 37 Teresa Merkley 38 John Pearse 39 Donnelle 40 41 Mr. Balmer Agent spoke briefly on this item. This is the final culmination of this process 42 for lots for future subdivision. Over the last couple years there have been some zone 43 changes. 44 45 Councilor Tyler asked for a brief overview of the lot size for an R-4 compared to R-2. He 46 believes the R-2 is a good compromise. 2 1 Mr. Balmer stated an R-2 lot is 5500 square feet, whereas R-1 lot is 7,000 square feet. 2 The difference is 1500 square feet within the lot. The average lot size in this subdivision 3 will be approximately 6,000 to 6,200 square feet. There are some lots that are R-1 in 4 size because they will accommodate a three car garage. 5 6 Councilor Wymer voiced concern with leaving the R-1. This is a single lot that has 7 created a doughnut hole from previous rezoning. He understand the concerns of 8 citizens regarding the school level crowding and density. He is in support of the change 9 as he believes is a good compromise. 10 11 Councilor Owen stated years ago when the city was being developed a decision was 12 made to take all the lots and make them R-1, as a beginning point. 13 14 Mayor Hull thanked the applicant for working with the last property owner to avoid a 15 doughnut hole community with one parcel being left out. They worked diligently to bring 16 this lot into the fold. As the city continues to grow it is essential to make sure we have 17 quality planning in the neighborhoods. 18 19 The motion carried by a vote of 6 FOR and 0 AGAINST. 20 YES: Jim Owen, Jeremy Lenentine, Bob Tyler, Paul Wymer, Karissa Culbreath, 21 Daniel Stoddard 22 NO: None 23 24 9.) The applicant, is requesting a zone map amendment 35 for Los Diamantes Tract 3, which is currently zoned BP: Business Park District, 36 consisting of approximately 24.09 acres and also amending the zoning of Unit 10, Block 37 64, Lot 15 which is currently zoned R- 1: Single-Family Residential, by Ordinance No.
