National Anthem The National Anthem was played. 2. Silence To mark the solemn occasion of the first sitting of the Sixteenth Lok Sabha, members stood in silence for a short while. 3. List of Members elected to Lok Sabha Secretary-General laid on the Table a list (Hindi and English versions), containing the names of members elected to the Sixteenth Lok Sabha at the General Elections of 2014, submitted to the Speaker by the Election Commission of India. 11.04 A.M. 4. Observation by the Speaker Pro-tem The Speaker Pro-tem made the following observation :- "In view of the sad demise of Shri Gopinath Rao Mundeji, we will take up Item No. 3 in the List of Business regarding Oath/Affirmation tomorrow, if the House agrees." The House agreed. 11.05 A.M. 5. Obituary Reference The Speaker Prot-tem made reference to the passing away of Shri Gopinath Rao Munde, a member elected to Sixteenth Lok Sabha, member of the Fifteenth Lok Sabha and Minister of Rural Development, Panchayati Raj and Drinking Water & Sanitation. As a mark of respect to the memory of the departed, members stood in silence for a short while and thereafter the House was adjourned for the day. 11.08 A.M. Announcement by the Speaker Pro tem The Speaker Pro tem made the following announcement:- "It gives me great pleasure to welcome all the Members who have been elected to this Sixteenth Lok Sabha, I also specially welcome the Members from Andhra Pradesh and Telangana. I am sure you will all help the Chair in maintaining the high traditions of this House and thereby strengthening the roots of parliamentary democracy in our country. I wish you all success in your endeavours." 2. Panel of Chairmen The Speaker Pro tem announced that the Hon’ble President has nominated the following members on the Panel of Chairmen:- (1) Shri Arjun Charan Sethi (2) Shri P.A. Sangma (3) Shri Biren Singh Engti 3. Resignation from Membership of Lok Sabha The Speaker Pro tem informed the House that the Speaker had received two letters dated 26 May, 2014 from Sarvashri Mulayam Singh Yadav and K. Chandra Sekhar Rao and one letter dated 29 May, 2014 from Shri Narendra Modi, elected members respectively from Mainpuri, Medak and Vadodara Parliamentary Constituencies of Uttar Pradesh, Telangana and Gujarat, resigning from the membership of Lok Sabha and their resignations had been accepted by her with effect from 29 May, 2014. 11.03 A.M. 4. Announcement by the Speaker Pro tem The Speaker Pro tem made the following announcement:- "Hon'ble members, the names of Members will now be called by the Secretary-General for the purpose of making and subscribing an oath or affirmation. The Prime Minister will be called first. Thereafter, Shri L.K. Advani and Smt. Sonia Gandhi will be called followed by the Member of the Panel of Chairmen, Minsters of Cabinet rank and Ministers of State. Thereafter, the names of other members will be called, State/Union Territory wise, beginning with Andaman and Nicobar Islands, Andhra Pradesh and so on. Insofar as Andhra Pradesh is concerned as you are well aware the State of Telangana has now come into existence with effect from 2 June, 2014. Consequently out of 42 parliamentary constituencies in the State of Andhra Pradesh 17 constituencies now come under the State of Telangana. As I am calling names of members for taking oath or making affirmation state-wise, the names of members from the State of Telangana will be called at the appropriate stage when the turn of the State of Telangana will come. The names of members who are not able to take the oath or make the affirmation at the first call will be called again at the end. If the name of any member is not pronounced correctly, it may kindly be excused." 11.05 A.M. 5. Oath or Affirmation The Speaker pro tem Shri Kamal Nath having already taken oath on 4.06.2014 before the President, signed the Roll of Members at the commencement of the sitting and took his seat in the House.
