11, 2019 The Honorable Jeffrey E Turner, Chairman Members of the Clayton County Board of Commissioners and Citizens of Clayton County </p><p>Ladies and Gentlemen: The Comprehensive Annual Financial Report of Clayton County, Georgia, for the Fiscal Year ended June 30, 2018, is submitted herewith. This report consists of management’s representations concerning the finances of Clayton County, Georgia.&nbsp;Responsibility for both the accuracy of the data and the completeness and fairness of presentation, including all disclosures, rests with the management of the County. To the best of our knowledge and belief, the enclosed data are accurate in all material respects and are reported in a manner that presents fairly the financial position and results of operations of the County. All&nbsp;disclosures necessary to enable interested citizens to gain a reasonable understanding of the County's financial affairs are included. </p><p>To provide a reasonable basis for making its representations, management has established a framework of internal controls surrounding the accounting system and consideration is given to the adequacy of those internal accounting controls. Internal accounting controls are designed to provide reasonable, but not absolute, assurance regarding: (1) the safeguarding of assets against loss from unauthorized use or disposition; and (2) the reliability of financial records for preparing financial statements and maintaining accountability for assets. </p><p>The concept of reasonable assurance recognizes that: (1) the cost of control should not exceed the benefits likely to be derived; and (2) the evaluation of costs and benefits requires estimates and judgments by management.&nbsp;All internal control evaluations occur within the above framework.&nbsp;We believe that the County's internal accounting controls adequately safeguard assets and provide reasonable assurance of proper recording of financial transactions. </p><p>In compliance with State laws requiring that an annual audit of the books of account, financial records, and transactions of all administrative departments of the County be conducted by independent certified public accountants selected by the Clayton County Board of Commissioners, the basic financial statements for the fiscal year ended June 30, 2018, were audited by Mauldin &amp; Jenkins, LLC, a firm of licensed certified public accountants. The goal of an independent audit is to provide reasonable assurance that the financial statements are free of material misstatements. The audit involved examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management of the County, and evaluating the overall financial statement presentation.&nbsp;Mauldin &amp; Jenkins’ unmodified opinion has been included in this report.&nbsp;Their audit was conducted in accordance with auditing standards generally accepted in the United States of America and with <em>Government Auditing Standards </em>issued by the Comptroller of the United States of America.&nbsp;An unmodified opinion indicates that the audit did not disclose any conditions that would cause the basic financial statements not to be fairly presented in all material respects. </p>
