The Report recommends the following: Construction Phase: o Avoid the Angler Internment Camp; . Prohibit use of ATV trail west of the existing Hydro One transmission corridor as a temporary access road. o If this section of trail must be used as an access road, the following actions should be prohibited: . Improvements beyond basic re-surfacing; . Excavation; and . Removing existing access road infrastructure. o If cultural material such as artifacts are found while making improvements to the trail or during use of the temporary access route, implement the Project Discovery of Heritage or Archaeological Resources Contingency Plan. o Site plan control and communication; o The Angler Internment Camp site should be clearly marked on project mapping and communicated to all project personnel for avoidance during construction phases of the Project. The activities will be implemented in the event previously unidentified cultural heritage resources are suspected or encountered. Based on the information contained in the Report, the Ministry is satisfied that the heritage assessment process and reporting are consistent with the applicable heritage assessment requirements. Please note that the Ministry makes no representation or warranty as to the completeness, accuracy or quality of the heritage assessment report (please see Note 1). This letter does not waive any requirements under the Ontario Heritage Act. This letter does not constitute approval of the project. Approvals or licences for the project may be required under other statutes and regulations. Please ensure that you obtain all required approvals and/or licences. If new information or substantive project changes arise after issuance of this letter, additional assessment or reporting may be required. If additional reporting or revisions are required, they should be submitted to the Ministry for review. Upon completion of that review, the Ministry will determine if any revisions to the content of this letter are required. All activities impacting archaeological resources must cease immediately, and a licensed archaeologist is required to carry out an archaeological assessment in accordance with the Ontario Heritage Act and the Standards and Guidelines for Consultant Archaeologists. If human remains are encountered, all activities must cease immediately and the local police as well as the Cemeteries Regulation Unit of the Ministry of Government and Consumer Services must be contacted. In situations where human remains are associated with archaeological resources, MTCS should also be notified to ensure that the site is not subject to unlicensed alterations which would be a contravention of the Ontario Heritage Act. Note 1: In no way will the Ministry be liable for any harm, damages, costs, expenses, losses, claims or actions that may result: (a) if the Report or its recommendations are discovered to be inaccurate, incomplete, misleading or fraudulent; or (b) from the issuance of this letter. In December 2015, NextBridge Infrastructure LP retained Golder Associates Ltd. (Golder) to provide a number of services for an Environmental Assessment (EA) of the East-West Tie Transmission Project, a proposed 450-km long double-circuit 230 kV transmission line in northwestern Ontario between the Lakehead Transformer Station in the Municipality of Shuniah, near the City of Thunder Bay, to the Wawa Transformer Station located east of the Municipality of Wawa. To address potential impacts to cultural heritage resources, Golder provided a preliminary screening and assessment of the effects for the Environmental Assessment Report for the East-West Tie Transmission Project (Section 16: Cultural Heritage Resources), then conducted a Heritage Impact Assessment (HIA) for cultural heritage resources identified during the preliminary screening. During the preliminary screening, seven potential cultural heritage sites were identified to be at risk of direct impact. These included six mines and quarries, and an internment camp for Japanese-Canadians and German Prisoners of War established during the Second World War known as the ‘Angler Internment Camp’. During preparation of this HIA, an eighth cultural heritage resource was identified —the Aguasabon River and Hays Lake near the community of Terrace Bay. Evaluation of these sites using the criteria prescribed in Ontario Regulation 9/06 determined that: The Gananoque Vein Gold Mine and Halonen Fluorite Mine could not be evaluated since the sites could not be found within the Project Local Study Area. It is possible the sites are not in the LSA and/or the sites have been reclaimed by the forest. The Molybdenite Lake Prospect and Bishop Lead Occurrence mine sites are not of cultural heritage value or interest since they do not meet any criteria of O. Reg. 9/06; The Angler/Petrunka and Mackenzie Quarry sites are not of cultural heritage value or interest since they do not meet any criteria of O. Reg. 9/06; The Angler Internment Camp is of cultural heritage value or interest since it meets six criteria of O. Reg. 9/06; and The Aguasabon River and Hays Lake is of cultural heritage value or interest since it meets two criteria of O. Reg. 9/06. ii July 13, 2018 1536607-2000-R01 Golder determined that the Project will not have an adverse direct or indirect impact on the cultural heritage value of the Aguasabon River and Hays Lake. However, this HIA also determined that, without mitigation measures the Angler Internment Camp is at risk of direct adverse impact from the Project. Golder therefore recommends the following actions prior to and during construction. Avoidance: Project operations should avoid the Angler Internment Camp; Site plan control and communication: The Angler Internment Camp should be clearly marked on project mapping and communicated to all project personnel for avoidance during construction; and, Monitoring and contingency planning: Periodic monitoring should be conducted during construction to ensure that the Angler Internment Camp is being avoided, and the ‘Discovery of Heritage or Archaeological Resources Contingency Plan’
