Clean existing scum, filth and slummy environment of the temple area. 2. Remove and rehabilitate existing street vendors and street stalls. 3. Remove and rehabilitate stalls directly attached to the inside and outside of the temple compound walls and areas. Temple footprint should be free of any obstruction. Fresh paint on temple structure needed. 4. Incorporate spiritual AXES, NUMBERS and DIAGRAMS in new configuration of design elements brought into the proposed scheme. 5. Use pure forms and forms reminiscent of the main temple roof in new design elements as much as possible. 6. Create a SENSE OF PILGRIMAGE in the area. 7. Use Kali Temple Road as the MAIN AXIS to approach the temple. 8. Build FOUR gates on four perimeter roads of the ward. Main Gate across Kali Temple Road. 9. Partially hide existing Kali Temple Road facades of existing houses by erecting IVY SCREEN WALLS along temple approach. MCPL IFSD STATEMENT OF INTENT (CONTD….) 10. Turn Kali Temple Road going west from Sadananda Road mainly pedestrain. 11. Develop additional program for building for hotels, parkings, stores, security facilities, prasad preparation and distributing area, ablution, cleaning, rest areas, landscapings, info office etc. and locate them appropriately. 12. Consider NIGHT AESTHETIC as important design element. 13. Use limited materials for new structures : concrete, brick, red sandstone and marble. 14. Use limited colours : black, red, white and saffron. 15. Main Courtyard of the Temple needs to be redesigned. 16. WEST ENTRANCE into the Temple should be cleaned up and redesigned. 17. Use of fountains, seating areas, washroom and ablution facilities should be part of comprehensive landscaping, including planting of more trees along both sides of major streets, lighting system reminiscent of old gaslight design in Kolkata of old days etc. should be considered in new design. Use of a red vertical shaft of LASER BEAM emanating from the main Temple area should be seriously considered to visually announce the Temple’s location visible from any part of Kolkata against the night sky. 20. A bridge across Adi Ganga should be placed near the existing ghat. The Boston Pledge shall undertake the marketing of the Kalighat Redevelopment Project amongst NRIs, Overseas Corporate Bodies and International Financial Institutions. Department of Tourism, Government of West Bengal shall function as Nodal Department and will co-ordinate for obtaining clearances / approvals with State and Central Government Departments and parastatals like Department of Land and Land Reform District / Police Administrations, Kolkata Municipal Corporation, Kolkata Metropolitan Development Authority, Kolkata Municipal Water & Sanitation Authority, Irrigation Department, State Surface Transport Department, Department of Urban Development & Municipal Affairs, Kolkata Port Trust, West Bengal Industrial Development Corporation Ltd. , etc. Department of Tourism shall also liaison with State and Central Government to obtain necessary Grant-in-aid and incentives / benefits against National Policy on Tourism. MCPL IFSD PROJECT IMPLEMENTATION METHODOLOGY Modular Consultants (P) Ltd. shall function as Prime Consultants and shall be responsible for co-ordinating the technical, architectural, engineering and project management services with team of overseas & Indian Architects & Engineers. Anupam Banerji, Prof. of School of Architecture & Planning, University of Waterloo, Canada, has been providing guidance in preparation of the Master Plan & Architectural Design of the project since 16th August, 2002. Prof. Banerji is recognized as an International expert on religious architecture. MCPL IFSD PROJECT FINANCIAL LAYOUT Estimated investment / cost on Kalighat Redevelopment Project is Rs. 65.34 Cr. The project will be funded through services, donation, loan and Grant-in-aid from State, Central & local Government Departments, Municipal Authorities, Non-resident Indians, Resident Indians, Private individuals, Corporate Bodies, UNDP, World Bank / IFC, Financial Institutions and other interested organizations. So far, all expenses & planning cost in India & abroad have been borne by IFSD & MCPL MCPL IFSD PRESENT STATUS ON WORK PROGRESS Concept scheme and designed completed approved by State Government in principle. Consultant team identified and appointed. Topographic survey in the Kali Temple Project Area has commenced. Interaction with State and Central Government assistance and participation has already been initiated and in progress.
