III MESSAGE FROM THE INSPECTOR GENERAL OF POLICE I am thankful to Allah Almighty who gave me the honor of commanding the largest police force in Pakistan. First of all, I would like to pay tribute to the martyrs of Punjab Police who sacrificed their precious lives in the line of duty; I would like to assure families of these martyrs that their problems are my personal problems which will be solved at the earliest. I believe that only through professionalism ensuring rule of law, hard work and adherence to merit we can restore dignity of this force. Therefore, steps shall be taken to enhance, the professionalism and efficiency of Punjab Police. Easy access for the public and changing the attitude of the police at police station level is one of my top priorities. Along with handling external challenges, the system of recruitment, training and merit based investigation shall be modernized as well as the process of accountability and transparency shall be ensured. Corruption will not be tolerated in any form. Punjab Police shall encourage the best performers at all levels, while no concessions will be made for corrupt and irresponsible elements. I want to state-loud & clear-that now onwards the FIR shall be registered without difficulty or delay and those causing hurdles shall be dealt with strictly. I would like to point out that while it is my responsibility to pave way for a transparent, fair and equitable delivery of policing services to people, it is also my duty, as the commander, to ensure justice and facilitate resolution of problems of my force. All the officers and personnel of Punjab Police are like a family to me and injustice to them in any respect is not acceptable. All possible steps shall be taken for their welfare. Punjab Police officers and personnel, including Civilian staff have always performed their duties with professionalism, courage and resolve. I believe that growing trust between the people and the police shall help us in eradicating crimes like terrorism, sectarianism and extremism. We shall involve communities in maintaining law and order and eradicating crime, as well as bringing criminal elements to justice. I hope Punjab Police and the people of the province will support each other to make Punjab a safe, tolerant and happy society. I also hope that by observing high levels of public service, following glorious traditions of protecting life, honour & property and by developing professionalism in the force, I will be able to take the Punjab Police to new heights and higher levels of service delivery. U/S Upper Subordinates *********** VII EXECUTIVE SUMMARY Statutory Annual Report 2019-20 is an important document of the year. It comprehends the objectives, activities carried out, tasks accomplished and new initiatives taken by the Police Department. This report is compiled from 1st July 2019 to 30th June 2020. It comprehensively elucidates the services rendered by Punjab Police in safeguarding the lives of the citizens. The report consists of 32 Chapters which separately explain the performance of branches, units and other field formations of the Punjab Police. It begins with a comprehensive introduction of the organization in Chapter 1. Chapters 2 to 13 deal with the branches which are part of the Central Police Office. Chapters 14 to 22 relate to the units which are working independently like Special Branch, Counter Terrorism Department, Punjab Constabulary, Patrolling and Highway Police and Elite Police Force etc. Chapters 23 to 32 deal with the field formations in Punjab. Some of the qualitative achievements have been highlighted below. Chapter 2 titled as “DIG/Headquarters” explains the main objectives achieved during the year regarding discipline matters, award and cash reward, completion of dossiers/synopsis for promotion cases, promotion and decisions on appeals/representation and transfer/postings of gazetted officers. In this regard, eighty-One (81) regular disciplinary enquiries and sixty-nine (69) Show Cause Notices were processed and decided. An amount of Rs.1,27,92,000/- was distributed amongst those police officers who performed well during the year. Furthermore, Punjab Police Executive Management System (PPEMS) – established during the previous year for automation of the record of gazetted police officers – has been upgraded this year and complete data of punishments awarded to the police officers during the period from 2008 to 2019 has been entered in the software. Chapter 3 “Operations Branch” deals primarily with the operational matters and instructions issued periodically regarding Intelligence based operations and combing operations by law enforcement agencies. It also highlights various actions taken by the police department to control crime in the province. It also issued instructions for the police officers as the first responders during COVID-19 pandemic. Besides, the verifications addressed to IGP are also entertained by operations wing. More than twenty thousand verifications have been completed during the year 2019-2020. Police Khidmat Markaz (PKM) Global Portal has been launched for early disposal of National Status verifications of Overseas Pakistanis. Furthermore, RPOs Conferences are being arranged by the Operations Wing from time to time
