Clerk's Report for the meeting on 27 June 2019. Chinley, Buxworth and Brownside Parish Council Minutes of the Parish Council Meeting held on Thursday 27 June 2019, 7.30pm at the Parish Room, 3 Lower Lane, Chinley Present: Councillors G Hewitt (Chairman), M Walton (Vice Chairman), A Knox, P Wilson, W Smith, Mrs C Howe, Mrs C Rofer and D Fannon. In Attendance: Clerk Mrs G Cooper, High Peak Borough Councillor E Burton and one member of the public. 19/06/36 Apologies for Absence Apologies were received and noted from Councillors M Travis and R Drabble. Also noted were apologies from Derbyshire County Councillor A Fox. 19/06/37 Registration/Declaration of Members Interests It was noted that, further to the May 2019 elections, a Register of Interest Form has been received from Councillor Mrs C Rofer. The following declarations of interest were made: Member Agenda Item Interest Councillor Graham 8(a) Accounts for Wife cleans Parish Hewitt payment Room. 19/06/38 Community Police PCSO Karen Green was not present. No update had been provided. 19/06/39 Borough Councillors High Peak Borough Councillor Eve Burton attended and raised concerns about disabled parking at the Community Centre in Chinley. It was agreed to include this on the agenda for the parish council meeting in July. She further advised on an additional request she has made for double yellow lines on Cracken Close in Chinley. 19/06/40 County Councillor Derbyshire County Councillor Alison Fox was not present. No update had been provided. 19/06/41 Open Forum One member of the public attended to give their thoughts on the revisions to planning application HPK/2019/0018. 27 June 2019 (Unapproved) 1140 19/06/42 Change to the Order of Business RESOLVED: To bring forward agenda item 7, Planning Applications, since an interested person was present to observe the discussion, prior to other business being transacted. 19/06/43 Planning Applications RESOLVED: The following applications were received and comments approved: (a) HPK/2019/0018 – Consultation on revisions to Proposed change of use of existing Grade II listed dwelling to create Bed and Breakfast accommodation, erect events Marquee on the rear garden lawn and convert the existing barn to provide smaller events accommodation. White Hall, Unnamed Road From Tramway Track To Whitehough Head Lane, Whitehough, SK23 6EJ. Chinley, Buxworth & Brownside Parish Council maintain their support for the principles of the proposed development but are very concerned that the proposed revisions are a retrograde step, in particular: - the change of location of the marquee will bring it closer to additional residential properties and will exacerbate the legitimate concerns of a number of local residents about noise from weddings and other events - setting back the wall, widening the track and cutting down trees to improve access to/from Lower Lane would have a severe impact on the character of this part of Chinley, the conservation area and the setting of the listed building and is completely unnecessary. Whilst the access may not be not ideal it is not dangerous and the proposed changes simply do not justify the environmental damage that would be caused. It is clear from local consultation and from comments received by the Parish Council that noise impact is the main concern surrounding the overall plans. We are not convinced about the robustness of the acoustic feasibility study and believe that an objective assessment of noise impact should also be undertaken in other parts of the village, including the Derwent Drive and Lower Lane areas. We request that not only are appropriate noise mitigation measures taken and conditions attached to the permission but that they are effectively monitored and enforced. Furthermore, we would recommend a condition be attached to limit the number of functions held per year, particularly during the summer months, to reduce the impact of noise on residential amenity. (b) HPK/2019/0252 – Complete refurbishment of existing building internally and externally, small extension to side for storage room and resurface of existing car park. Community Centre, 21 Lower Lane, Chinley, SK23 6BE. Chinley, Buxworth & Brownside Parish Council and the community 27 June 2019 (Unapproved) 1141 fully support this application. The community centre is the hub of the village where many community activities, serving all age groups and a whole range of interests, take place. The Parish Council were effectively forced into taking over the community centre from Derbyshire County Council in a very advanced state of decay and without these proposed refurbishment and improvement works there is a real danger the facility will be lost as the building is falling apart. Plans for a new purpose-built and designed community centre remain a strong community aspiration but, at present, there is no prospect of raising sufficient funds to bring that to fruition. Meanwhile, it is important to move ahead with a cost-effective solution that will extend the life of the current building for at least another decade or so. These plans will ensure reasonably low future maintenance costs whilst also respecting the community centre's location within the Conservation Area. 19/06/44 Minutes of the Annual Parish Council Meeting held on 23 May 2019 RESOLVED: That the minutes of the Annual Parish Council Meeting held on Thursday 23 May 2019 be approved for signature by the Chairman as a true and correct record. 19/06/45 Chair’s Update The Chairman advised that he had attended the recent annual picnic hosted by Friends of Chinley Park in Chinley Park Nature Reserve. He noted it was well attended and there was much enthusiasm and interest for the park. 19/06/46 Clerk’s Report The Clerk’s report was received and noted. 19/06/47 Chinley Community Centre Project It was noted that the planning application for the project was now live reference HPK/2019/0252. The architect has forwarded the plans to a number of building contractors but no quotes have been received to date. It was noted that we would await quotes before the project group agree next steps. Further, Phil Manford had advised that the floor at the exterior entrance to the changing rooms was rotten and would require immediate attention. A quote to be obtained for approval. 19/06/48 Playground Inspection Reports The playground inspection reports were received. In Chinley a number of branches overhanging the Skatepark were reported. On Squirrel Green a rotten branch had fallen off one tree and had been removed. In Buxworth it was noted that the gate springs needed attention on all three gates. In addition a quote was presented for fence repairs noted at the previous meeting as well as for works to rectify the issues with the gate springs and for works to secure one gate post identified in the RoSPA inspection carried out in May 2019. 27 June 2019 (Unapproved) 1142 RESOLVED: Cllr Knox to trim back overhanging branches at Chinley Skatepark. RESOLVED: To approve the quote from Mark Lomas to carry out fence repairs, replace three gate springs and re-cement one gate post at Buxworth Playground at a total cost of £420. 19/06/49 Annual Playground Inspections A summary of findings from the Annual RoSPA Playground Inspections for Chinley and Buxworth Playgrounds and Chinley Skatepark had been circulated and the issues raised were discussed. RESOLVED: The following actions were agreed: Location Item Action Buxworth Playground Gate - latch post loose Re-cement post in place Buxworth Playground Swing – timber crack Monitor and contact in post top to bottom Kompan (supplier) for advice Buxworth Playground Goal posts – uneven Monitor surface in surface weekly inspections Chinley Playground Junior Multiplay – Contact HAGS unable to inspect (supplier) for advice on chains due to covers inspecting chains Chinley Skatepark Knee rail fencing – Continue to monitor decay to timber but it was noted that a components number of loose posts had been re-cemented and a number of rotten top rails had been replaced in September 2018. 19/06/50 Buxworth Car Park Quotes were presented to carry out works to lay a tarmac speed bump to divert rainwater away from the top of the track going down to the allotments at Buxworth Recreation Ground as well as to tidy and level the track with additional road planings. Road planings to be supplied and delivered by DCC at no cost subject to availability. RESOLVED: To approve the quote from David Hancock Tarmacing Ltd to lay a tarmac speed bump and tarmac to end of existing at a cost of £480 plus VAT. RESOLVED: To approve the quote from Mark Lomas to carry out repairs to level the track down to the allotments at a cost of £430. 27 June 2019 (Unapproved) 1143 RESOLVED: To get a quote for a “No Cars Beyond this Point” sign to be sited at the top of the track down to the allotments. 19/06/51 PDNPA Parish Statement The draft parish statement written by Peak District National Park Authority was discussed. RESOLVED: Cllr Wilson and the Clerk to meet to write comments for approval at a future meeting and to request an extension to the deadline if necessary. 19/06/52 Seating/benches in the parish The annual audit of seating/benches in the parish had not been completed. RESOLVED: To consider this business at a future meeting. 19/06/53 VE Day 75 The national plans for VE Day 75 on 8 May 2020 were discussed. RESOLVED: To participate in the VE Day 75 celebrations in some way yet to be decided. To establish what is being planned for Buxworth and look at whether a joint parish-wide event could be considered.
