BRINGING THE LIGHT OF SCIENCE INTO POLITICS Dr Bevan Morns Party Chair August 31.1992 ™ ^•^ Office of General Counsel I Federal Election Commission ~~ 999 E Street, NW -.-= Washington, DC 20463 Attention Mr N Bradley Litchfield lARD Associate General Counsel /iDlX Dear Mr Litchfield Enclosed please find a second supplement of information in support of the request of the Natural Law Party of the United States of America for an advisory opinion confirming that it is a "national committee" of a political party for purposes of the Federal Election Campaign Act of 1971, as amended, and that its affiliated state party committees are "state party committees" under the Act This submission covers the progress of the Party and its candidates from the date of our first supplemental submission filed on July 30,1992, through this date Please consider it together with the information provided in the first supplemental submission as well as in our initial letter of June 20,1992, requesting an advisory opinion Ballot Access We would like to inform the Commission that, as of this date, the Natural Law Party or Natural Law Party candidates have met the ballot access requirements in 26 states and ihc District of Columbia. The Party has met ballot access requirements as a party in Alaska, Connecticut, Illinois, Michigan, New Mexico, Vermont, Washington, and Wisconsin Presidential candidate Dr John Hagekn and Vice Presidential candidate Dr Mike Tompkins, endorsed by the Party's Executive Committee and seeking nomination by the Party at our national convention on September 26th and 27th, have now met ballot access requirements as independent candidates in an additional 17 states and the District of Columbia. Of these states, Drs Hagelin and Tompkins will appear on the ballot with the Natural Law Paity designation in Alabama, Arkansas, Colorado, the District of Columbia, Iowa, Louisiana, Massachusetts, Minnesota, Nebraska, New Hampshire, New Jersey, South Dakota, and Utah Drs Hagelin and Tompkins will appear on the ballot simply as independent candidates in Kentucky, Mississippi, New York, Ohio, and Tennessee As set forth in our first supplemental submission, ballot access has also been obtained in Hawaii for three National Headquarters: 51 West Washington Avenue, Fairfield, Iowa 52556 • Telephone 515-472-2040 Federal Election Commission August 31,1992 Page 2 Congressional candidates who will appear on the ballot with a single letter identifying the candidates' affiliatioirwith the Natural Law Party At present 69 candidates for the United States Congress are seeking election as Natural Law Party candidates in 24 states. Ballot access requirements for Congressional candidates have already been met in 14 states These include Connecticut, Hawaii, Illinois, Iowa, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, South Dakota, and Washington, where the candidates will appear with the Natural Law Party designation Natural Law Party candidates will also appear on the ballot simply as independent candidates in New York, Pennsylvania, and Tennessee For the states not listed above, the Presidential, Vice Presidential, and Congressional candidates are still in the process of gathering signatures for ballot access, or, with respect to remaining states where the deadlines for filing have passed, they are planning to seek election as wnte-in candidates where permitted by state law In California, Kansas, and Nevada, lawsuits challenging state ballot access deadlines have been filed, and the Party is hopeful that, as a result, its candidates will be on the general election ballots in these states For your information, in addition to the candidates whose names appear in the ballot access chart in our July 30th submission, federal candidates include the following Iowa Larry Chroman House Officially Verified Jerry Yellin House Officially Verified Stuart Zimmerman Senate Officially Verified Michigan. In addition, a brochure outlining the Party's positions on key issues has been printed to be distributed nationwide Furthermore, the national party staff has prepared descriptive materials about the Party's platform and its candidates for use in official state election pamphlets, including those of Alaska, Illinois, and Washington. Federal Election Commission August 31,1992 Page 4 Press Coverage - The Natural Law Party and Party candidates have appeared in hundreds of press reports, radio shows, and TV spots to date. Dr Hagelin and Dr Tompkins have been giving between three and six press interviews on a typical weekday In addition, press releases by the Party's Publicity Department are issued daily and faxed to the top 90 media around the country Press coverage of the Natural Law Party last week included ainng by C-Span of a press conference in Washington, D C, during which Drs Hagelin and Tompkins spoke about the Party's innovative solutions to our national problems C-Span also hosted a call-in television show with Dr Hagelin during which callers expressed their appreciation with C- Span for presenting to the public an alternative to the major party candidates This past week also brought national media coverage by the Associated Press, National Public Radio, United Press International, and ABC and CBS national radio news Meetings. Conventions, and Candidate Appearances As of this date, Presidential Candidate Dr Hagelin, Vice Presidential Candidate Dr Tompkins, or I have spoken to supporters and potential supporters in almost every state in the nation Dr Hagelin has made campaign swings through Texas, California, the Northeast, and the Midwest He and Dr Tompkins are just completing another campaign tour of the East Coast which includes press conferences and interviews, and meetings with VIP's and other voters Recent appearances in California include addresses to two groups of former Perot supporters A tour of Western states is scheduled for mid-September, with additional focus on appearances at large public events, including student rallies at some of the major universities, and visits to schools, factories, environmental organizations, health agencies, and the like More appearances are being planned daily For example, on September 13th, Dr Hagelm is scheduled to address 17,000 Native Americans in North Dakota Dunng Jl of these appearances, voters and the press are introduced to the Natural Law Party and encouraged to support its goals, policies, and programs Dr Hagelin is also seeking to participate in the upcoming Presidential debates to present to the voters the policies and programs of the Natural Law Party In this regard, letters have been sent on his behalf to die Commission on Presidential Debates and the heads of the major television networks in an attempt to secure a place for him on the podium. Furthermore, Natural Law Party candidates are pursuing the opportunity to participate in debates sponsored by the League of Women Voters in states where Party candidates are on the ballot.
