Introduction 1.1 Background for the creation of the software The transition from analogue to digital terrestrial television is probably the most significant revolution in broadcasting technology since the introduction of the terrestrial video broadcasting. Introduction of DVB-T brings some genuine benefits such as enhanced picture quality and the portable reception. Besides, the digital television will free us from some of the constraints associated with the analogue systems, such as the lack of the spectrum capacity and high demands for protection against interference. Many important questions, such as migration strategy, optimal network planning methodology and spectrum management in the mixed analogue/digital environment, still have to be answered. This is particularly important in the light of the ITU Regional Radiocommunications Conference (RRC04/06) for planning of the digital terrestrial broadcasting service in the frequency bands 174-230 and 470-962 MHz. It is very important for all data used in the planning process to be accurate, up to date and available at the foreseen dates, according to the timetable agreed at the RRC-04 (Resolution COM5/1). Administrations have a task to update their entries in the ST61 and Ge89 Plans as well as in MIFR, and to create requirements for digital broadcasting. 1.2 Update of entries in St61 and Ge89 Information on analogue assignments to be protected during the planning process (if any) or to be protected during the transition period will be taken by the ITU-BR from the updated ST61 and Ge89 plans. Assignments that are not recorded in either of the plans will not get any protection, regardless of that station may be in operation for years based on a bilateral or multilateral agreements. It is important that administrations start as soon as possible with the process of updating their assignments in the plans. The update involves addition or modification of assignments and also the deletion of obsolete records. 1.3 Main principles of the software In CEPT the most accurate and up to date information about the analogue television assignments exists in the form of TVA files that have been collected by ERO in the process of implementation of Chester ’97 Agreement. In order to make possible to use the TVA files in the process of updating ST61 entries, the following software tools are necessary: • software to extract records from BRIFIC CD-ROM (MS Access data format); • software to compare and identify differences between the TVA records and ST61 assignments; • software for review and possibly modify data to be submitted to the update of ST61 procedure; • software to generate new record based on TVA files to update ST61 plan; • software to generate an electronic notice (XML format described in ITU CR/120). The validation of the electronic form may then be done by using TeRaNV developed by the BR. This software is available on the itu website (www.itu.int) when installing BRIFIC. The TerRaNV software is included with BR IFIC (Terrestrial services). Administrations can use it to check their electronic notices prior to submitting them to BR. 4 1.4 About this user manual This User Manual covers the following points: • Background on ST61 notice • Explanation of general principles and architecture of the software, • A simple example of setting up and running the software; • Explanation of all input parameters of the software in detail and their function; 2. Background on ST61 notice VHF/UHF broadcasting sound and television stations shall be notified by administrations according to the format defined in Circular Letter 120 (CR/120). This Circular letter may be found using the link: http://www.itu.int/md/meetingdoc.asp?lang=e&parent=R00-CA-CIR-0120&type=sitems The Circular Letter provides information on the meaning of each of the fields contained in the notice for VHF sound broadcasting station“T01 notice” and for television broadcasting station “T02 notice”. 3. Setting up and running the tool This section provides information to set up and on data used to run the software. 3.1 Installing and maintaining the tool The software is executable file distributed free of charge by the ERO and may be downloaded from the ERO Website at: http://www.ero.dk/sw/st61-tva-comp In case of problems with downloading a file of such size, please contact the ERO for assistance. The tool must be downloaded from the ero server and copy on the hard disk. It can be run directly without any further installation. The User may need to change his “Regional Parameter” to ensure compatibility with the number format used in the BRIFIC database. 5 Figure 1: Regional Parameters Some “DLL” may be missing on the computer’s user; in this case, it is necessary to update the relevant program by using the installation program Figure 2: Installation Program to update “dll” 6 Figure 3: Installation Program 3.2 Setting up The tool provides results of comparison based on the data available within ITU-R and on the ERO web site (TVA files). 3.2.1 BRIFIC The tool uses some data bases provided in the ITU-R data bases and called BRIFIC (BR International Frequency Information Circular). BRIFIC is a service document in CD-ROM format, published once every two weeks by the Radiocommunication Bureau in accordance with provision Nos. RR20.2 to RR20.6 and No. RR20.15 of the Radio Regulations (see publication notice 282-04) . The BR IFIC (Terrestrial Services) consists the following: • The database TerRaSys, composed of: – the Master International Frequency Register – the assignment/allotment plans for terrestrial services – notices undergoing RR Article 11 processing – notices undergoing processing pursuant to a regional agreement. • The characteristics provided with notices submitted pursuant to RR Article 9 (these notices are not processed in TerRaSys). • The TerRaQ program for querying the published information. • The TerRaNV program for checking electronic notices. • The BR IFIC preface. This data bases may be obtained by administrations from the ITU-R (www.itu.int). The user has to install BRIFIC before starting to use the ERO tool. 3.2.2 TVA files The tool uses TVA files that can be downloaded from the ERO server using EDSB (European Database System for Broadcasting).
