Wes Chesbro, First District representative and chairman of the Budget and Fiscal Review Committee. Chesbro, serving in his fourth and last year as chairman of the committee, is pleased with the budget. “I’m going out on a positive note because the economy has recovered to a point where we can begin to restore programs,” Chesbro said. He noted that the previous three years had been some of the “most difficult times the state government has faced.” With an unexpected $7.5 billion from tax revenues and the state’s spending deficit at a low $3.3 billion compared to what it was four years ago, Chesbro said the state has made substantial progress. “If the economy and state continue to improve, I’m optimistic the structur- al deficit will be completely eliminat- ed,” he said. The budget included $4.9 billion to pay down debt and build up the state’s reserves.
