COLDEN COMMON PARISH COUNCIL MINUTES OF THE PLANNING COMMITTEE VIRTUAL MEETING HELD ON WEDNESDAY, 17th JUNE 2020 AT 10.30AM Due to the current Coronavirus pandemic, the Parish Council met virtually via Zoom Present Cllr Alex Loughran Cllr Joanna Battle Cllr Pam Glasspool Cllr Maggie Hill (Chair) Cllr John Boyes Cllr Richard Izard (at item 37/20) Apologies In attendance Debbie Harding (Clerk) 4 members of the public P27/20 APOLOGIES FOR ABSENCE Apologies were given as listed above P28/20 TO RECEIVE ANY COUNCILLOR DECLARATIONS OF PECUNIARY OR NON-PECUNIARY INTERESTS, IN RELATION TO ANY ITEMS ON THE AGENDA No declarations of interests were made. P29/20 TO APPROVE AND SIGN THE MINUTES OF THE MEETING OF THE PLANNING COMMITTEE HELD ON 20th MAY 2020 It was resolved to approve the minutes of the meeting held on the 20th May 2020 were confirmed and accepted as a true record of the meeting, proposed by Cllr John Boyes seconded by Cllr Joanna Battle and carried. P30/20 TO RECEIVE QUESTIONS FROM MEMBERS OF THE PUBLIC This meeting was advertised as a virtual meeting with the details of how the public could participate on the agenda. No questions were asked. P31/20 TO RECEIVE ANY UPDATES REGARDING ACTIONS FROM THE LAST MEETING OR ANY OTHER GENERAL UPDATES FOR INFORMATION ONLY The replacement light in Valley Close has been installed. The requested shield is not Clerk in place and the electrical safety certificate has not yet been received. This light needs to be added to the HCC inventory list and management contract. The Community Centre Car park has been fitted and is currently on a timer to turn off at 10.15pm. Conversations continue with the freeholder of the Co-operative store about the two Clerk lights at the front of the shop which do not work. The Clerk has been approached regarding the area of the land to the rear of Clerk Blackthorn Green and St Vigor Way in regard to dumping of foliage. The Clerk has submitted a series of applications for approval of works to Parish Council owned trees under tree preservation orders. Page 1 of 8 A request has been made from a resident requested that the Parish Council ask Winchester City Council to place a tree preservation order on the trees in gardens at the end of Vears Lane from 1 Dove Cottages to Bramblewood. Clerk Parish Councillor supported the Parish Council writing to Winchester City Council to ask them to protect this area of land with tree preservations orders. If an order is considered, a full public consultation period will take place as part of the process. Knights Brown the contractor working on the school, has written to give an update on the school development. Unfortunately, due to the current pandemic the site had to close for short period of time, we are now back on site & working towards completion of mid July 2020. P32/20 TO RECEIVE A 3-MINUTE PRESENTATION FROM KATE CHAPMAN, SENIOR PLANNER, GILLINGS PLANNING ON PROPOSALS TO REPLACE THE QUEENS HEAD PUBLIC HOUSE WITH A CARE HOME Kate Chapman talked the Parish Council through the live pre-application that is taking place with Winchester City Council regarding change of use of the Queens Head pub on Portsmouth Road to a 60-bed care home. Pre application talks with Winchester City Council have indicated that a change of use in principle is acceptable. Kate talked to the Parish Council about how the proposed design had evolved. The team will now be working toward a high-quality design and it is hoped that an application will be submitted later in the year. A member of Frontier estates team highlighted that the Queens Head has struggled with viability and finds it hard to compete with the next door Fishers Pond which benefits from the lake aspect to the rear of the building. Cllr Hill has been registered to speak. P35/20 TO NOTE ANY PLANNING APPEALS, SUBMITTED OR DETERMINED SINCE THE LAST MEETING AND RESOLVE TO SUBMIT ANY ADDITIONAL COMMENTS OR REFER TO THE FULL PARISH COUNCIL. No appeals have been submitted nor waiting to be determined. P36/20 TO CONSIDER THE REPRESENTATION ON THE FOLLOWING PLANNING APPLICATIONS AND ANY OTHERS WHICH MAY BE RECEIVED AFTER THE AGENDA IS PUBLISHED 20/01087/TPO Trellissick Upper Moors Road SO50 6HW, Light crown raise The committee agreed that as the tree on Upper Moors Road is highly visible and has high amenity value. The committee asked the Clerk to e-mail the tree officer in relation to the proposed re-trenching to understand what this means. The Clerk to feedback any comment from the tree officer prior to a representation. The Committee has no concern over the proposals to the tree in the rear garden as the final wounds of the tree are small at 150mm, proposed by Cllr Glasspool and carried. 20/00960/HOU 22 Oak Tree Close 5m Single storey extension The Committee noted the potential impact to the rear garden and how this application may affect the neighbouring properties. The Clerk to drop letter to the neighbours to ask for any comments and feedback to the Planning Committee prior to a representation. Proposed by Cllr Hill, seconded by Cllr Glasspool and carried. Comments close on the 6th July. 20/00829/HOU 18 Hack Drive Amended plans The amended plan shows an increase in the height of the rear fence. Neighbours will be notified about the proposed fence height and will have the opportunity to comment, therefore the Committees previous comment remains unchanged. Proposed by Cllr Maggie Hill, seconded by Cllr John Boyes and carried. The following applications have been submitted by Colden Common Parish Council 20/01154/TPO Street Record St Vigor Way Tree works as listed in the attached tree survey and in addition removing branches at least 1 metre from 30 Vears Lane. 20/01150/TPO North Pond, Colden Common, Tree works as per tree survey 20/01145/TPO Street Record St Vigor Way, Lift crown over pavements 20/01147/TPO Vears Lane East and Lime Close, Tree works as per tree survey As the Parish Council is the applicant, these applications were not commented on. Page 3 of 8 P37/20 TO PROVIDE ANY UPDATE AFTER THE PARISH COUNCILS DECISION TO NOT ACCEPT THE TERMS OFFERED BY TAYLOR WIMPEY TO ACCEPT OWNERSHIP OF STRATTON’S COPSE Cllr Jackie Porter, Winchester City Council Councillor has had a virtual meeting with representatives from Taylor Wimpey. Cllr’s Izard, Hill and Veck received an update from Cllr Porter via Zoom. Taylor Wimpey’s have indicated that they would be willing to remove the Ash trees from the woodland prior to the land transfer if terms of a transfer can be agreed. The Parish Council indicated that they wanted a guarantee income to take on the woodland. The mast income has been reduced due to Taylor Wimpey renegotiating the lease for the mast in the development due to the additional houses built in this area. Taylor Wimpey indicated that the Parish Council did not object to the additional houses which they do not, but the Parish had no indication that this would affect the mast income or prior notice that this change in the lease agreement would affect potential revenue. The Parish Council had received in writing confirmation from Stuart Dunbar-Dempsey that public open space of this size would normally attract a commuted sum of £256,000, but WCC considered that management of a woodland would reduce this figure to £137,500. This was fed back to Cllr Porter. Taylor Wimpey have indicated that as the Parish Councils preferred supplier of the boardwalk is £30,000 more than the original supplier. As such Taylor Wimpey expected any negotiated commuted sum to be reduced by £30,000. The Parish Council stated that they would not agree to a reduced sum on this basis, as the boardwalk originally offered was not fit for purpose in the council’s opinion. As management of the woodland is not within the scope of the pre-existing management company, Taylor Wimpey do not have a desire to set up a new agreement to manage the woodland. The Council reiterated that financial agreement was not the only matter to be resolved and other matters specifically detailed in the S106 have not been agreed such as the access, fencing and concerns over water from the site draining in the ditches and then overflowing into the SINC woodland. Cllr Porter will continue discussions with Taylor Wimpey P38/20 TO UPDATE ON THE PRE-SUBMISSION CONSULTATION ON THE VILLAGE DESIGN STATEMENT The Clerk has only received 5 replies to the pre-submission consultation of the village design statement.
