REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UKRAINE ROAD SECTOR DEVELOPMENT PROJECT Loan No.: 8549-UA Assignment Title: Consultancy Services for design and bidding documents elaboration for repair (rehabilitation) of the road R-66 KPP “Demyno-Oleksandrivka”-Svatove-Lysychansk-Luhansk sections km 30+000 – km 86+600, km 93+400 – km 145+075 and the road N-26 Chuguyiv-Milove section: km 136+000 – km 148+000 and T-13-02 KPP “Tanyushivka”-Starobilsk-Bahmut section km 76+000 – km 121+400. Reference No.: CS-23 BACKGROUND The State Road Agency of Ukraine (Ukravtodor) has received financing from the World Bank (“Bank”) toward the cost of the Road Sector Development Project and intends to apply part of the proceeds for consulting services. PURPOSE OF ASSIGNMENT The key objective is to undertake engineering surveys, design, preparation of bidding documents and cost estimate for repair (rehabilitation) of the road R-66 KPP “Demyno-Oleksandrivka”-Svatove- Lysychansk-Luhansk sections km 30+000 – km 86+600 (56.6 km in length), km 93+400 – km 145+075 (51.7 km in length) and the road N-26 Chuguyiv-Milove section: km 136+000 – km 148+000 (12 km in length) and T-13-02 KPP “Tanyushivka”-Starobilsk-Bahmut section km 76+000 – km 121+400 (45.4 km in length). The main tasks are divided into phases with the continuation of the Consultant’s appointment to carry out a subsequent phase is dependent on the Consultant’s satisfactory performance in carrying out the services under the previous phase/s. • Phase I: development of the design for the Works including carrying out all required field investigations and surveys and providing support to the Employer on the State Expertise approval of this design; • Phase II: preparation of the bidding documents using the IBRD Standard bidding documents for Works and ensuring the World Bank’s no-objection to them; assistance and advice to the Employer in order to ensure the timely and effective contracting of works in compliance with the latest World Bank Guidelines for Procurement of Goods Works and Non-Consulting Services (Guidelines). The Consultant shall bear in mind that the project is governed by the Bank’s Guidelines rather than Ukrainian legislation on procurement. SERVICES DURATION The assignment will last for approximately 10 months, including the time for obtaining approval from State Expertise. ELIGIBILITY The Ukravtodor now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Selection criteria: - General experience, technical and managerial capability of the firm, including qualifications of the company personnel; - Proven experience in elaboration of design for rehabilitation and improvement, subject to international and current Ukrainian standards; - At least 5-year experience in ensuring design of I-b road category state authorization procedures according to the regulatory acts of Ukraine. Proven experience in preparation of bidding documents subject to FIDIC contract conditions and successful cooperation with IFIs (IBRD, EBRD, EIB, etc.) would be considered as an advantage. To define the capabilities and experience of consultancy firms wishing to be shortlisted, the following information should be included in the expression of interest: Description of the company, its organization and personnel; Description of experience in the execution of similar tasks over the last five years, including locations of their execution. The information provided for each project should include at least: Project title; Role of the firm in the contract; Presence of affiliated or parent firms and their respective roles; Location of services, commencement date and completion of services; Cost of services; Client’s name; Source of funding, objectives and brief description of the project; Performed functions and tasks; A statement of compliance with state and / or international laws and standards, and certification. The Consultants may associate with other companies in the form of a joint enterprise or sub- consultancy for the purpose of meeting the qualifications criteria. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” etc. may not be considered for shortlisting. Ukravtodor will request the shortlisted companies to submit their Proposals either for Lot 1 (road R-66 KPP “Demyno-Oleksandrivka”-Svatove-Lysychansk-Luhansk section km 30+000 – km 86+600), or for Lot 2 (road R-66 KPP “Demyno-Oleksandrivka”-Svatove-Lysychansk- Luhansk section km 93+400 – km 145+075), or for Lot 3 (road N-26 Chuguyiv-Milove section km 136+000 – km 148+000 and T-13-02 KPP “Tanyushivka”-Starobilsk-Bahmut section km 76+000 – km 121+400) only.
