FOURTH SESSION RESUME OF BUSINESS TRANSACTED DURING THE FOURTH SESSION OF THE THIRTEENTH KERALA LEGISLATIVE ASSEMBLY The summons dated February 19, 2012 for the Fourth Session of the Thirteenth Kerala Legislative Assembly was issued to the Members on February 21, 2012. The session commenced at 9.00 a.m. on Thursday, March 1, 2012 and adjourned sine-die at 12.00 noon on Friday, March 23, 2012. The House met on the following days viz., March 1, 2, 5, 6, 8, 19, 20, 21, 22, 23 (10 days of sittings). The House transacted business for 57 hours and 8 minutes. Governor’s Address The Governor Shri H. R. Bharadwaj addressed the members of the Legislative Assembly at 9.00 a.m. on March 1, 2012. The discussion on the Motion of Thanks to the Governor’s Address commenced on March 5, 2012 with Shri T. A. Ahammed Kabeer moving the following motion: “2012 am¿®v 1˛mw XobXn Kh¿Æ¿ tIcf \nb-a-k-`mw-K-ß-tfmSv sNbvX {]kw-K-Øn\v \nb-a-k-`mw-K-߃ Kh¿Æ¿°v \µn tcJ-s∏-Sp-Øp-∂p.” The discussion on the Motion of Thanks lasted for 3 days, viz. March 5, 6 and 8, 2012. The motion was adopted on March 8, 2012. The House devoted 13 hours and 18 minutes for the discussion on the Motion of Thanks and 43 members including Ministers participated in the discussion. Obituary Reference On March 2, 2012, the Speaker made references on the demise of M.O.H. Farook, who died while holding the office of Governor. Shri Oommen Chandy, Chief Minister and Leaders of various parties associated themselves with the sentiments expressed by the Chair. As a mark of respect to the deceased, the members stood in silence for a while. The House adjourned for the day without transacting other business. On March 5, 2012, the Speaker made references on the demise of Eappen Varghese, P. Vijayadas, A. N. Yousuf, M. I. Markose and K. Sreedharan former members of the House. As a mark of respect to the deceased, the members stood in silence for a while. On March 6, 2012, the Speaker made references on the demise of Sukumar Azhikode, Orator and Writer and P. K. Narayana Panicker, President, Nair Service Society. As a mark of respect to the deceased the members stood in silence for a while. 2041/2012. 2 On March 23, 2012, the Speaker made references on the demise of M. Kunjukrishna Pillai and E. J. Lukose former members of the House. As a mark of respect to the deceased the members stood in silence for a while. Correction of answers to Unstarred Questions On 5th March 2012 corrected Answers to Unstarred Question No. 301 (a) dated 2-3-2010 of the Fourteenth Session of Twelfth Kerala Legislative Assembly and Unstarred Question No. 4502 (i) dated 20-10-2011 of the second session of Thirteenth Kerala Legislative Assembly were laid on the Table by Shri Oommen Chandy, Chief Minister. On 5th March 2012 Corrected Answer to Unstarred Question No. 1060 (b) dated 16-2-2011 of the Seventeenth Session of the Twelfth Kerala Legislative Assembly was laid on the Table by Shri K. Babu, Minister for Fisheries, Ports and Excise. On 20th March 2012 Corrected Answer to Unstarred Question No. 1677 (a) dated 10-3-2010 of the Fourteenth Session of the Twelfth Kerala Legislative Assembly was laid on the Table by Shri A. P. Anil Kumar, Minister for Welfare of Scheduled Castes and Backward Classes and Tourism. On 21st March 2012 Corrected Answer to Unstarred Question No. 2530 (b) dated 18-7-2011 of the First Session of the Thirteenth Kerala Legislative Assembly was laid on the Table by Shri K. P. Mohanan, Minister for Agriculture, Animal Husbandry, Printing and Stationery. On 22nd March 2012 Corrected Answer to Unstarred Question No. 3780 (d), (e), (f) dated 17-10-2011 of the Second Session of the Thirteenth Kerala Legislative Assembly was laid on the Table by Shri V. S. Sivakumar, Minister for Transport and Devaswom. 3 Adjournment Motion During the Session 7 notices of Adjournment Motion were received. None out of them was admitted. Details of adjournment motions in respect of which consent was withheld after hearing the views of Ministers concerned on the floor of the House are given in Appendix II. Calling Attention During the session 14 statements were made by Ministers under rule 62, details of which are given in Appendix III. The Report of Subject Committee III on the action 20-3-2012 taken by the Government on the Fifth Report of the Committee regarding the scrutiny of Demands for Grants for the year 2010-11. 5. First to Sixth Reports of Public Accounts Committee. 6. First Report of the Committee on the Welfare of Scheduled Castes and Scheduled Tribes. 4 7.
