203 LEGISLATIVE ASSEMBLY 2019 FIRST SESSION OF THE FIFTY-SEVENTH PARLIAMENT VOTES AND PROCEEDINGS No. 13 TUESDAY 30 JULY 2019 1 MEETING OF THE HOUSE The House met at 12.00 noon pursuant to adjournment. The Speaker resumed the Chair at 2.15 pm. 5 SPEAKER'S STATEMENT—DEATH OF TERRY PARKER The Speaker made a statement in relation to the death, on June 2019, of Terry Parker, former Senior Chamber Attendant 204 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Tuesday 30 July 2019 6 MINISTERIAL ARRANGEMENT Mr Andrew Constance, on behalf of Ms Gladys Berejiklian, informed the House that the Minister for Planning and Public Spaces would answer questions today in the absence of the Minister for Local Government. 7 DEATH OF BRUCE LAURENCE WEBSTER, A FORMER MEMBER OF THE LEGISLATIVE ASSEMBLY The Speaker informed the House of the death, on 25 July 2019, of Bruce Laurence Webster, a former Member of the Legislative Assembly, and that on behalf of the House, he extended to the family the deep sympathy of the Legislative Assembly in the loss sustained. Members and officers stood as a mark of respect. 8 SPEAKER'S STATEMENT—SEATING DURING DIVISIONS The Speaker made a statement in relation to seating during the conduct of divisions. 9 OPPOSITION ANNOUNCEMENTS Ms Jodi McKay informed the House of the election on 29 June 2019 of herself as Leader of the Opposition, and of the election on 2 July 2019 of Yasmin Maree Catley as Deputy Leader of the Opposition and of Anna Watson as Opposition Whip. 10 MESSAGES FROM THE GOVERNOR The Speaker reported messages from Her Excellency the Governor assenting to the following bills: 25 June 2019 Act No. 3 Appropriation Bill 2019 Act No. 4 Appropriation (Parliament) Bill 2019 Act No. 5 Crimes (Administration of Sentences) Amendment (Inmate Behaviour) Bill 2019 Act No. 6 Local Government Amendment Bill 2019 Act No. 7 Ageing and Disability Commissioner Bill 2019 1 July 2019 Act No. 8 State Revenue and Other Legislation Amendment Bill 2019. 11 JUDICIAL COMMISSION CONDUCT DIVISION Mr Mark Speakman moved, by leave, That, pursuant to clause 4 of Schedule 2A of the Judicial Officers Act 1986: (1) This House nominates Mr Kenneth Edward Moroney AO APM and Professor Nailini Joshi AO as community representatives for appointment to a panel of the Conduct Division of the Judicial Commission of New South Wales. (2) A message be sent requesting the Legislative Council's concurrence in the nominations. Debate ensued. Ordered to be printed. 17 NSW CHILD DEATH REVIEW TEAM (1) The Speaker, in accordance with section 43 of the Community Services (Complaints, Reviews and Monitoring) Act 1993, announced receipt of the report of the NSW Child Death Review Team entitled 206 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Tuesday 30 July 2019 'Biennial report of the deaths of children in New South Wales: 2016 and 2017, incorporating reviewable deaths of children', dated 25 June 2019 (received 25 June 2019). 'Ensuring contract management capability in government - Department of Education', dated 28 June 2019 (received 28 June 2019). 21 LEGISLATIVE ASSEMBLY COMMITTEE ON ENVIRONMENT AND PLANNING Mr Alex Greenwich, Chair, in accordance with standing order 299 (1), informed the House that the Legislative Assembly Committee on Environment and Planning had resolved to conduct an inquiry into the sustainability of energy supply and resources in New South Wales, the full details of which were available on the Committee's home page. 22 PARLIAMENTARY COMMITTEES The Speaker, in accordance with standing order 282 (2), advised the House that: (1) On 19 June 2019, Gregory Michael Piper was elected Chair and Tanya Davies was elected Deputy Chair of the Public Accounts Committee. 207 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Tuesday 30 July 2019 (2) On 20 June 2019: (a) The Honourable Matthew Ryan Mason-Cox MLC was elected Chair and Felicity Lesley Wilson was elected Deputy Chair of the Committee on Children and Young People. (b) Tanya Davies was elected Chair and the Honourable Taylor Mitchell Martin MLC was elected Deputy Chair of the Committee on the Independent Commission Against Corruption. (c) Dugald William Saunders was elected Chair and the Honourable Niall Mark Blair MLC was elected Deputy Chair of the Committee on the Ombudsman, the Law Enforcement Conduct Commission and the Crime Commission. (d) The Honourable Lou Amato MLC was elected Chair and Robyn Anne Preston was elected Deputy Chair of the Joint Standing Committee on Road Safety.
