We have no Capital expenses at this time. 3. Grants: a. We are waiting on several closeout letters on grants. Most of these have been slowed because of the sequestration and federal shut down. b. The big news is the that FEMA Assistance to Firefighters Grant program period that was due to open in April was finally announced and will open in November. We have three proposed grants to submit for this cycle. 4. Emergency Calls: a. October, with 506 emergency calls, was a big jump in call volume over the month of September at nearly 15%. However, compared to October of 2012 we were up only slightly at 2%. This is the beginning of our seasonal shift in call volume. 5. Special Events: a. Staff participated in numerous school fall festivals, a fire safety event at Home Depot, lectured for Government Week in schools, helped with the High School Homecoming, served lunch at the schools during School Lunch Week, and several other activities. b. North Port Fire Rescue members also competed in the annual Morton’s Firefighter Chili Cook-off taking first place in the Judges Choice and the Peoples’ Choice. 6. Training: a. Fire Training this month included a study of response to hybrid vehicle fires and crashes as well as several practical sessions on basic firefighting practices. b. EMS Training was focused on Pediatric patient care and the practical skill was Intraosseous Infusion (IV infusion directly into the bone marrow). North Port Fire Rescue October 2013 Monthly Report 7. Emergency Management/ Logistics: a. Logistics has embraced our initiative to move to a paper reduced department by creating computer based daily vehicle inventory check forms. These forms report to software that can track the changes to the inventory so we can better account for our equipment and supplies. 8. Fire Life Safety Prevention: a. October is Fire Prevention Month and as always was extremely busy. Staff taught safety programs in the schools to over 1,500 children as well as teaching fire extinguisher class to CERT and some businesses. b. Fire Inspections of schools took place this month, consisting of 70 buildings. Additionally 20 business annual inspections and 22 re-inspections were conducted. These inspections resulted in 192 code violations being cited for correction. North Port Fire Rescue October 2013 Monthly Report PROGRAMS/ISSUES UPDATES Emergency Operations 1. As the Fall season has started the ground moisture has already begun to dry out and lower. This leads to the late winter and early spring Fire season. 2. We are currently advertising for a vacant FF/PM position. We anticipate filling that position through the holiday season. 3. Negotiations for a new Collective Bargaining Agreement with the IAFF 2546 continue. A meeting is scheduled for the beginning of November as both sides continue to negotiate their position. 4. The Halloween event at City Hall was an extreme success. Special thanks to our Fire Marshal and Life Safety Inspectors who kept everyone safe as almost three thousand people went through City Hall in three hours. North Port Fire Rescue October 2013 Monthly Report PROGRAMS/ISSUES UPDATES Emergency Management Division 1. Grants a. FY2010 FEMA Assistance to Firefighters’ Grant (AFG) – The final programmatic narrative and expenditure data has been submitted in the close-out report. We are waiting for their review and close-out letter. b. FY2012 Florida Bureau of Emergency Medical Services County Grant -The final request for reimbursement has been received. Close-out letter from the County should be sent in November. c. FY2013 FEMA Assistance to Firefighters’ Grant (AFG) – The FY2013 AFG application period will open early November. We are planning to submit a regional application for self-contained breathing apparatus and a local application for traffic pre-emption devices and a firefighter wellness program. d. FY2013 Florida Bureau of Emergency Medical Services County Grant – The new cycle for the County pass-through grant will begin by the beginning of the new calendar year. We have provided Sarasota County Fire Department our EMS incident responses for them to determine a distribution among the eligible agencies within the County. This funding is used for the procurement of items which would enhance our EMS training or operations. 2. Logistics a. Personnel are using the new truck check sheets in Acrobat format for completion electronically. Daily check sheets for the ambulances have been created in OperativeIQ (our EMS inventory system) and a training presentation prepared. Training on that system will be conducted in November. Implementation of both systems will lead us to the goal of a paper-reduced work environment. All Disaster Role Registration updates have been received. An analysis to identify Incident Command System training needs has been completed. Meetings with department directors will be scheduled in early November. For those individuals who need ICS-300 and 400, Sarasota County Emergency Management is sponsoring classes in December and February (respectively). b. On October 14th, City Commission adopted the Comprehensive Emergency Management Plan as the formal guide for the City of North Port’s Emergency Management Activities. The CEMP addresses all four phases of emergency management: mitigation, preparedness, response, and recovery. The City of North Port CEMP also describes how resources from local, State, Federal and other sources will be coordinated to supplement City resources for disaster response. In accordance with State standards, the City’s Comprehensive Emergency Management Plan (CEMP) was updated in 2012. Staff has researched the Statutory and Administrative requirements for adoption. To be consistent with the Florida Administrative Code, the CEMP was reviewed and approved by our County’s emergency management. Late last year the CEMP was submitted to Sarasota County Emergency Management for review. Comments received were incorporated into the draft document. Florida Statutes then requires adoption by resolution of the governing body of the jurisdiction. The document will be in-place for four years then reviewed and updated. The Plan will be distributed to City offices, the Red Cross, County emergency management and the North Port Library. North Port Fire Rescue October 2013 Monthly Report FINANCIAL OVERVIEW 1. EMS a. Revenues: Minimum revenues have been received for October due to the first posting of revenues for EMS transports (ambulance billing) normally comes in the second week of the month and will reflect in November’s report. b. Expenses: Personnel expenses are at 7.8%, Operations are slightly higher at 9.8% due to encumbrances that are issued for annual purchaser orders for products and services. We have no Capital expenses at this time. 2. Fire Rescue District a. Revenues: Minimum revenues have been received for October; however as the Assessment notices get mailed from the Tax Collector’s Office we should see increased revenues over the next few months as citizens receive a discount for early payment. b. Expenses: Personnel expenses are at 8%, Operations are slightly higher at 10.8% due to encumbrances that are issued for annual purchase orders for products and services. We have no Capital expenses at this time. 3. Impact Fees a. Revenue: Residential fees are at 13% collected for October. The H.T.E. report only reflects 11% due to the miss posting of permit # 13-998 in the amount of $206.55 which Finance is making the correction. We responded to a total of 506 incidents during the month of October 2013. 2. Alarm Stats are listed by National Fire Protection Association category. The report is provided and run through National Fire Incident Reporting System (NFiRS). 3. October emergency alarm responses (506) have increased 1.81% over the same reporting period for 2012 (October 2012- 497 Alarms). 4. October emergency alarm responses (506) have increased approximately 14.74% from last month’s total alarms (September- 441 Alarms). 5. Station 82 was the busiest station this month with 38.53% of the emergency alarm responses in the District. Station 81 was the second busiest house with 23.51% of the calls and Station 84 was third with 23.32% of the calls. 6. The following graphs below illustrate the above statements and show types of alarms by percentage for a specific reporting period and then, they also show the actual value for the types of alarms indicating to how many of each type of incident we responded.
