DELEGATIONS 4.1 Aspen View Public Schools: Tom Mykytiuk, Trustee and Neil O'Shea, Superintendent MOTION: 310-2020 MOVED by Councillor Kotylak that Town of Smoky Lake accept the oral report presented by Tom Mykytiuk, Trustee and Neil O'Shea, Superintendent, Aspen View Public Schools regarding the new H.A. Kostash School Replacement Project as follows: • The design team visited Ashmont, Leduc, Calmar and Bawlf Schools to explore the school layouts/designs. • The new school will have a capacity of 375 students with 4 additional portables that will hold a total of 475 students. • The Request for Proposal (RFP) for an Architect has been advertised. • The Request for Proposal (RFP) for a Geo-technician has been hired to perform soil samples, measuring water table (etc.) • Aspen View Public Schools have been working on the website for updates on the new school project. (https://hak.aspenview.org) CARRIED 4.2 Eddie Shepel - Spectre Systems Ltd. MOTION: 311-2020 MOVED by Councillor Makowichuk that Town of Smoky Lake accept the oral report presented by Eddie Shepel, from Spectre Systems regarding the paving schedule to begin middle of June, weather permitting, for the upcoming approved paving projects in the Town of Smoky Lake. CARRIED MOTION: 312-2020 MOVED by Councillor Morton that Town of Smoky Lake approve Spectre Systems contract #20-01-2511, Item 2.0 8., paving intersection at 45A Ave and East Railway Drive, in the amount of $15,150.00; and be included in the Town of Smoky Lake's 2020 Capital Budget. CARRIED 9.2 Commercial Vehicle Speeding Concern - Highway 855 South of Town (Addition by Councillor Makowichuk) MOTION: 316-2020 MOVED by Councillor Makowichuk that Town of Smoky Lake write a letter to Alberta Transportation to address concerns of speeding vehicles on Highway 855, south of the 4-way stop and discuss options on how to enforce the speed limit of 50 km/hr.; and Administration provide costs for an electronic radar speed sign to present at a future meeting of Council. CARRIED 9.3 Town of Smoky Lake Broadband Project re: Support Letters MOTION: 317-2020 MOVED by Councillor Morton that Town of Smoky Lake acknowledge receipt of the support letters for the Town of Smoky Lake's Broadband Fund Application to the Canadian Radio-television and Telecommunications Commission (CRTC) from Noel Simpson, President of the Smoky Lake Chamber of Commerce, dated May 27, 2020; Michelle Wright, Secretary-Treasurer of Pappy's Parcel Pitstop, dated May 27, 2020; Juanita Marois, Executive Director of Metis Crossing, dated May 26, 2020; Dr. Daryl Chomay of Chomay Dental, dated May 28, 2020; and Cory Ollikka, Chief Administrative Officer of Smoky Lake County, dated May 28, 2020. CARRIED 9.5 HA Kostash School Replacement Project Funding of $240.000.00 MOTION: 319-2020 MOVED by Mayor Holowaychuk that Town of Smoky Lake approve the HA Kostash School Replacement Project Funding in the amount of $240,000.00 of the total cost of $600,000.00 (funding cost share: County 60% and Town 40%) for the purpose of a community daycare in the new school, to the Town's 2021 Capital Budget; and be funded by a loan debenture through Alberta Capital Finance Authority for a 20 year term commencing in 2021; in reference to Joint Town/County motion J175-20: Joint Council as community stakeholders be mutual third-party funding partners to contribute funding in the amount of $600,000.00 based on a funding formula of 60% County and 40% Town, for the purpose of incorporating a community daycare facility into the H.
