Adoption of agenda CULT_OJ (2013)0320_v02-00 The agenda was adopted in the form shown in these minutes. 2. Approval of minutes of the meetings of: 23 January 2013 PE 504.040v01-00 20-21 February 2013 PE 506.027v01-00 The minutes were approved. 3. Chair's announcements The Chair announced the arrival of a new administrator Mrs Malgorzata Szlendak. Mrs Pack gave a short feedback on trilogues on legislative dossiers: "YES Europe", "Creative Europe" and "Europe for Citizens". Lorenzo Fontana (Vice-Chair) took the chair at 10.10. Endangered European languages and linguistic diversity in the European Union CULT/7/11649 2013/2007(INI) Rapporteur: François Alfonsi (Verts/ALE) Responsible: CULT – Exchange of views with experts from UNESCO, the Council of Europe and the PV\931094EN.doc PE507.991v01-00 EN United in diversityEN Network to Promote Linguistic Diversity (NPLD) Mr Alfonsi outlined his thoughts on his report and responded to points made by Members. Four experts presented their views: Dr Christopher Moseley, Chief Editor of the World Atlas of Endangered Languages, UNESCO) Ms Adina Nichifor, Secretariat of the Charter on Regional or Minority Languages, Council of Europe Mr Vicent Climent-Ferrando, Brussels office of the Network to Promote Linguistic Diversity - NPLD Mr Meirion Pprys Jones, NPLD and author of a note on endangered languages commissioned by Policy Department B. Speakers: François Alfonsi, Piotr Borys, Santiago Fisas Ayxela, Petra Kammerevert, Seán Kelly, Marek Henryk Migalski, Doris Pack, László Tőkés, Christopher Moseley (Unesco), Adina Nichifor (Council of Europe), Meirion Prys Jones (NPLD), Vicent Climent-Ferrando (NPLD), Luca Tomasi (European Commission - DG EAC). 5. Exchange of views with Presseurop.eu Presseurop is a Paris-based news website publishing a daily selection of articles chosen from more than 200 international news titles, translated into ten languages (English, German, French, Spanish, Romanian, Italian, Portuguese, Dutch, Polish and Czech). It was established in 2009 by a consortium of four magazines specialising in international news: Courrier International (Paris), Courrier Internacional (Lisbon), Forum (Warsaw), and Internazionale (Rome). Although it receives financial support from the European Commission, it has editorial independence. Coordinators’ meeting The coordinators met in camera. Their decisions are recorded under point 11 of these minutes. Tackling youth unemployment: possible ways out CULT/7/12145 2013/2045(INI) Rapporteur Emilio Menéndez del Valle (S&D) for the opinion: Responsible: EMPL – Exchange of views Mr Emilio Menéndez del Valle outlined his initial thoughts on his opinion and responded to points made by Members. Union action for the 'European Capitals of Culture' for the years 2020 to 2033 CULT/7/10155 ***I 2012/0199(COD) COM(2012)0407 – C7-0198/2012 Rapporteur: Marco Scurria (PPE) PR – PE500.756v01-00 Responsible: CULT – Consideration of a draft report Deadline for tabling amendments: Thursday 18 April 2013, 12.00 Mr Scurria introduced his draft report and responded to points made by Members. The rapporteur's main additions to a generally satisfactory Commission proposal concern: highlighting the European dimension, involving local civil society more fully, sustainable impact, the importance of long-term and cross-party support for the initiative in cities awarded the title, inclusion in the selection panel of two observers from the relevant Member State(s), involvement of neighbouring areas, greater PV\931094EN.doc 3/9 PE507.991v01-00 EN visibility for the action, and the possibility to revise the act in the event of further enlargement of the EU. Members stressed particularly involvement of neighbouring areas and the 2+1 model, whereby acceding Member States could take part. Approval of the coordinators' decisions The coordinators' decisions were approved as follows: 1. Referrals A. Referrals Notification - Regulatory procedure with scrutiny 1) Amendment of Commission Regulation (EU) No 823/2010 of 17 September 2010 implementing Parliament and Council Regulation (EC) No 452/2008 concerning the production and development of statistics on education and lifelong learning, as regards statistics on the participation of adults in lifelong learning. Decision: The coordinators noted this PRAC and decided to take no further action. Non-legislative opinions 2) Green Paper: An integrated parcel delivery market for the growth of e-commerce in the EU COM (2012) 698 final Decision: No opinion. 2. Delegations 2013 a) Inari - Finland, 1- 4 April The coordinators approved the final draft programme and list of participants. b) Zagreb - Croatia, 28-30 April The coordinators took note of the proposals from the groups about membership of the delegation and of the preliminary draft programme prepared by the secretariat. c) Košice - Slovakia, 15-19 July The coordinators took note of the proposals from the groups about membership of the delegation. d) Marseille - France, 28-31 October The coordinators took note of the proposals from the groups about membership of the delegation. e) Delegation to Internet Governance Forum, Bali, Indonesia, 22-25 October The coordinators noted that Mrs Verheyen will represent the Committee in the three- Member delegation to the next IGF. 3. Exchange of views with experts: "The European cultural and creative sectors as sources of economic growth and jobs" The coordinators approved the following list of experts for the structured exchange of views on this subject on 22 April, subject to any last-minute additional proposals from shadow rapporteurs. - Mrs Marija Popovic, Head of European Projects, European Design Centre PE507.991v01-00 4/9 PV\931094EN.doc EN - Mrs Pascale Thumerelle, Vice President for Sustainable Development, Vivendi - Mr Bernd Fesel, Deputy Director, ecce | European centre for creative economy - Mr Fabien MICLET, Project and Policy officer, European Music Office - Mrs Elisabeth Ponsolle des Portes, President and CEO of the Comité Colbert 4. Citizens' AGORA on Youth Unemployment, 6-8 November The coordinators: - took note of a letter from Mrs Durant to the Chair setting out further information about the planned AGORA; - decided that the Committee as such would not take part in the AGORA but that individual Members following youth issues will attend the plenary and the dinner (which should if possible be rearranged for Wednesday 6 November evening): groups were requested to send names of participating Members to the secretariat by the end of June. 5. Proposal from Mrs Kroes to hold a "public meeting" on convergence in the audiovisual sector The coordinators: - took note of a letter from Mrs Kroes, Commissioner for Digital Agenda, about possible parliamentary involvement in a meeting on convergence in the audiovisual sector, possibly in the margins of the Audiovisual Council meeting foreseen for 16-17 May; - decided that individual Members who wished to take part in such an event (which should preferably be held on 16 May) should indicate this to the Committee secretariat as soon as practicable. 6. Exchange of views with Belsat - and Radio Racyja? Coordinators: - recalled their decision of 20 February to invite Belsat to attend a forthcoming meeting for an exchange of views on media issues in Belarus; - decided to agree to Mr Migalski's request that, in addition to Belsat, Radio Racyja and Charter 97 also be invited to attend. 7. Wrestling as an Olympic sport Coordinators: - thanked Mrs Kammerevert for her work in preparing a possible draft resolution on the future of wrestling as an Olympic sport; - agreed that the groups should send their comments on this draft to her in writing as soon as is practicable; - agreed that the groups should try to table the resulting resolution as an item on the May Strasbourg plenary agenda and, to prepare this, should take this matter up with their group secretary-generals. 8. Quality of translations of CULT documents Coordinators: - raised with representatives of DG TRAD their concerns about recent shortcomings in the quality of translations of a number of the Committee's draft reports and opinions; - underlined the importance for their work of highly-quality translations which were accurate and consistent across different language versions; - instructed the secretariat to continue to liaise closely with DG TRAD, especially where texts concerning a large number of technical terms were concerned.
