(Photo: The Irrawaddy) Saw Lah Pwe told The Irrawaddy on Friday that he signed a ceasefire agreement with a Burmese delegation on Thursday. He said that fighting had stopped and some government troops that previously were deployed on the frontlines had begun to withdraw from areas controlled by DKBA Brigade 5. “I think they really want to make a ceasefire with us at this moment. Some of the representatives are Burmese officials from Naypyidaw,” said Saw Lah Pwe. Page 1 of 19 He said that the official statement about the ceasefire agreement with the Burmese authorities will be announced on Nov. 6 and DKBA Brigade 5 will reopen its headquarters in Sone Seen Myaing, Myawaddy Township. DKBA Brigade 5, which has an estimated 1,500 troops, split with the DKBA, which has an estimated 6,000 troops, and restarted armed conflict with government troops in 2010 when the Burmese military attempted to force the DKBA to join its Border Guard Force. Then on Nov 7, 2010, DKBA Brigade 5 temporarily took control of several government buildings in the town of Myawaddy on the Thai border and the fighting that followed forced over 20,000 people to flee to Thailand. The renewed hostilities between DKBA Brigade 5 and government troops broke a 15-year-old ceasefire agreement between the DKBA and Burma’s previous military regime, which was signed in 1995. The DKBA, with the exception of Brigade 5, previously agreed to join the BGF. However, despite the ceasefire, Brigade 5 is no longer being asked to join. The ceasefire agreement between DKBA Brigade 5 and the Naypyidaw delegation was reached after several previous meetings failed to produce an agreement. Meanwhile, other government delegations have separately approached other ethnic armed groups such as the Karen National Union, Shan State Army – South and New Mon State Party for peace talks. Some of them have met with the government delegations, but no agreements have been reached thus far. http://www.irrawaddy.org/article.php?art_id=22390 ------------------------------------------ DKBA အပစ္ရပ္ၿပီ By featured, သန္းထိုက္ဦး on November 4, 2011 4:23 pm အစိုးရႏွင့္ တိုးတက္ေသာ ဗုဒၶဘာသာ ကရင္အမ်ဳိးသား တပ္မေတာ္ (DKBA) အဖြဲ႔ ကုိယ္စားလွယ္မ်ား အပစ္အခတ္ရပ္စဲေရး အတြက္ ထပ္မံေတြ႕ဆံုေဆြးေႏြးခဲ့ရာ ယမန္ေန႔က သေဘာတူ လက္မွတ္ ေရးထိုးလိုက္ေၾကာင္း DKBA တပ္မဟာ ၅ ၏ စစ္ဦးစီးခ်ဳပ္ ဗိုလ္ခ်ဳပ္ ေစာလားပြယ္က ဧရာ၀တီသို႔ ေျပာသည္။ DKBA ႏွင့္ အစိုးရ ယမန္ေန႔က အပစ္အခတ္ ရပ္စဲေရး သေဘာတူ လက္မွတ္ထိုး (ဓာတ္ပံု - ဧရာဝတီ) လက္ရွိ အစိုးရက အမွန္တကယ္ အပစ္အခတ္ရပ္စဲေရးလုပ္မည္ဟု ထင္ေသာေၾကာင့္ သေဘာတူ လက္မွတ္ေရးထိုးခဲ့ျခင္း ျဖစ္ ၿပီး ႏို၀င္ဘာ ၆ ရက္ေန႔တြင္ ထုတ္ျပန္ေၾကညာမည္ဟု ၎က ဆိုသည္။ ၿပီးခဲ့သည့္လ ၂၆ ရက္ေန႔က ပထမအႀကိမ္ ေဆြးေႏြးပဲြ ျပဳလုပ္သည့္ ကရင္ျပည္နယ္ ဘားအံၿမိဳ႕တြင္ပင္ ယခု ဒုတိယ အႀကိမ္ ေတြ႔ ဆုံျခငး္ ျဖစ္သည္။ ေဆြးေႏြးပြဲတြင္ အစိုးရဘက္မွ တိုင္းရင္းသားေရးရာႏွင့္ ျပည္တြင္းၿငိမ္းခ်မ္းေရး ေဖာ္ေဆာင္မႈ ေကာ္မတီ ဥကၠဌ ဦးသိန္းေဇာ္ ဦးေဆာင္ၿပီး DKBA ကုိယ္စားလွယ္ အဖြဲ႔ကုိ ဒု စစ္ဦးစီးခ်ဳပ္ ဗိုလ္မႉးႀကီး မိုေရွး ဦးေဆာင္သည္ဟု သိရသည္။ အပစ္အခတ္ရပ္စဲေရး ႏွစ္ဘက္ သေဘာတူလက္မွတ္ထိုးၿပီးေနာက္ ဘားအံ အေျခစိုက ္ တပ္မ ၂၂ လက္ေအာက္ခံ တပ္ရင္း တခ်ဳိ႕ျပန္ ဆုတ္သြားေၾကာင္း၊ ျမ၀တီၿမိဳ႕နယ္အတြင္းရွိ ဆံုဆည္းၿမိဳင္ ေဒသတြင္ DKBA ဌာနခ်ဳပ္ သတ္မွတ္ရန္ အစိုးရကစီစဥ္ ထားေၾကာင္း ေစာလားပြယ္က ဆက္ေျပာသည္။ Page 2 of 19 DKBA အဖြဲ႔သည္ ကရင္အမ်ိဳးသား အစည္းအရံုး (KNU) ႏွင့္ ပူးေပါင္းၿပီး မဟာမိတ္အျဖစ္ ရပ္တည္ခဲ့ေသာ္လည္း အစိုးရကိုယ္ စားလွယ္မ်ားႏွင့္ သြားေရာက္ေဆြးေႏြးမႈႏွင့္ ပတ္သက္၍ KNUကုိ အသိေပးျခင္း မရွိေၾကာင္း သိရသည္။ ဤအေတာအတြင္း KNU၊ မြန္ျပည္သစ္ပါတီ (NMSP)၊ ရွမ္းျပည္ တပ္ေတာ္ ေျမာက္ပုိင္း (SSA-N)၊ ကခ်င္လြတ္လပ္ေရး တပ္မ ေတာ္(KIA) တု႔ကိ ုိလည္း အစိုးရက ၿငိမ္းခ်မ္းေရးကမ္းလွမ္းလ်က္ရွိသည္။ ယခင္ စစ္အစိုးရ လက္ထက္တြင္ ကမ္းလွမ္းခဲ့ေသာ နယ္ျခားေစာင့္တပ္ အသြင္ကူးေျပာင္းေရးကုိ DKBA တပ္ဖြဲ႔၀င္အမ်ားစုက ၿပီး ခဲ့သည့္ႏွစ္ ဇူလိုင္လကုန္ပုိင္းက လက္ခံခဲ့ၾကေသာ္လည္း ဗိုလ္ခ်ဳပ္ ေစာလားပြယ္(ေခၚ) ဗိုလ္ႏႈတ္ခမ္းေမြးက ယင္းအစီ အစဥ္ ကုိ သေဘာမတူေသာေၾကာင့္ ခြဲထြက္ခဲျခင့ ္း ျဖစ္သည္။ ယင္းသို႔ ခြဲထြက္ခဲ့ၿပီးေနာက္ပိုင္း DKBA တပ္ဖြဲ႔၀င္မ်ားသည္ ျမ၀တီၿမိဳ႕ ၾကာအင္းဆိပ္ႀကီး ၿမိဳ႕နယ္တို႔တြင္ KNU တပ္ဖြဲ႔မ်ားႏွင့္ ပူးေပါင္း၍ ျပန္လည္လႈပ္ရွားခဲ့သည္။ ထို႔အျပင္ နယ္ျခားေစာင့္တပ္ ဖြဲ႕စည္းေရးကို လက္မခံဘဲ ေ႐ြးေကာက္ပြဲ က်င္းပသည့္ ၂၀၁၀ ႏုိ၀င္ဘာ ၇ ရက္ႏွင့္ ၈ ရက္ေန႔ မ်ားမွ စတင္၍ ကရင္ျပညနယ္ ္ အတြင္းရွိ အစိုးရတပ္မ်ားကုိ တိုက္ပြဲမ်ား ဆင္ႏႊဲေနခဲ့သည္။ DKBA သည္ ၁၉၉၄ ခုႏွစ္တြင္ KNU မွ ခြဲထြက္၍ ယခင္ စစ္အစိုးရႏွင့္ ၿငိမ္းခ်မ္းေရး ယူခဲ့ေသာ တိုင္းရင္းသား လက္နက္ကိုင္ အဖြဲ႔ ျဖစ္သည္။ လတ္တေလာတြင္ ကခ်င္ျပည္နယ္ႏွင့္ ရွမ္းျပည္နယ္အတြင္း၌လည္း တိုက္ပြဲမ်ားျဖစ္ပြားေနၿပီး ရာႏွင့္ခ်ီေသာ ေဒသခံမ်ား ထြက္ ေျပး တိမ္းေရွာင္ေနၾကရသည္။ ျမန္မာႏုိင္ငံတြင္ ၁၉၄၈ ခုႏွစ္ လြတ္လပ္ေရးရၿပီးခ်ိန္မွစ၍ လက္နက္ကုိင္အဖဲြ႔မ်ား ေပၚေပါက္လာၿပီး ျပည္တြင္းစစ္ ျဖစ္ပြားခ့ဲ သည္။ ၁၉၈၈ ေနာက္ပုိင္းတြင္ အစုိးရက လက္နက္ကုိင္အဖဲြ႔အမ်ားအျပားႏွင့္ အပစ္အခတ္ရပ္စဲေရး လုပ္ေဆာင္ႏုိင္ခ့ဲေသာ္လည္း ယေန႔ အခ်ိန္အထိ တည္ၿငိမ္ေအးခ်မ္းမႈ မရိွေသးေပ။ ကခ်င္ျပည္နယ္၊ ရွမ္းျပည္နယ္ႏွင့္ ကယားျပည္နယ္ရွိ စသည့္ တုိင္းရင္း သားေဒသမ်ားတြင္ တုိက္ပဲြမ်ား ျဖစ္ပြားေနၾကသည္။ http://burma.irrawaddy.org/archives/1956 ------------------------------------------- Karen rebels, govt agree ceasefire By NAW NOREEN Published: 4 November 2011 Following intensive negotiations in the Karen state capital of Hpa-an yesterday, the opposition Democratic Karen Buddhist Army (DKBA) and the Burmese government have agreed to a ceasefire that will see both sides lay down arms on the eve of the anniversary of their conflict. The head of the DKBA, Na Kham Mwe, told DVB last night that the truce would be rolled out among forces across Karen state on 6 November, but that fighting would cease in some areas beginning 5 November. The government will reportedly begin to withdraw troops from DKBA territory tomorrow. Na Kham Mwe said some had already been pulled out of the Kawkareit region. Prior negotiations between the government and the DKBA had failed to end in agreement. Few details of yesterday’s talk have not been revealed, nor the conditions attached to the ceasefire. A DKBA soldier carries a rocket launcher in the army's territory inside Karen state (Francis Wade) Page 3 of 19 The DKBA’s Major San Aung said only that the two sides had agreed to set up a liaison office in the border town of Myawaddy, and “to pass through one another’s territory whilst carrying arms, providing there is prior permission”. The two sides have been embroiled in a bitter conflict since DKBA troops attacked government positions in Myawaddy on 7 November last year, the day of Burma’s first elections in 20 years. Na Kham Mwe’s troops defected from the pro-government faction of the DKBA in August last year after he refused to transform into a Naypyidaw-controlled Border Guard Force. Similar refusals among other ethnic armies in Burma have sparked widespread fighting this year. The government held talks with the Karen National Liberation Army (KNLA) last month, but they quickly broke down. Shortly after its defection, DKBA troops began fighting alongside the KNLA, whose 60-year war with the Burmese government is thought to be the world’s longest-running. The DKBA was formed in the mid-1990s after a faction split off from the KNLA and sided with the government. The remaining DKBA troops who did not defect with Na Kham Mwe last year are now part of the Naypyidaw- controlled Border Guard Force. http://www.dvb.no/news/karen-rebels-govt-agree-ceasefire/18541 ------------------------------------------------ ဒီေကဘီေအႏွင့္အစုိးရ နုိ၀င္ဘာ ၆ ရက္ေန့ တရား၀င္ အပစ္အခတ္ ရပ္စဲမည္ Published on November 4, 2011 by ဒီဗြီဘီ ဒီ ေကဘီေအ – တိုးတက္ေသာ ကရင္အမ်ိဳးသား ဗုဒၶဘာသာတပ္မေတာ္ နဲ့ အစိုးရတို့ အပစ္အခတ္ ရပ္စဲေရး သေဘာတူညီခ်က္ ရရွိသြားၿပီျဖစ္ပါတယ္။ ဘားအံၿမို့ ကို မေန့က သြားေရာက္ခဲ့တဲ့ ဒီေကဘီေအ ကိုယ္စားလွယ္ အဖြဲ့ဝင္ ၇ ဦးဟာ အစိုးရကိုယ္စားလွယ္ေတြနဲ့ ေတြ႕ဆံုၿပီးေနာက္ ဒီလ နိုဝင္ဘာ ၅ ရက္ေန့မွာ အပစ္အခတ္ရပ္စဲ ေရး ေၾကညာၿပီး ၆ ရက္ေန့မွာ ကရင္ျပည္နယ္တခုလံုးမွာ အပစ္အခတ္ရပ္စဲသြားဖို့ သေဘာတူလိုက္ၾကတယ္လို့ ဒီေကဘီေအေခါင္းေဆာင္ ဗိုလ္ခ်ုပ္ေစာလဲဘြဲ ေခၚ ဗိုလ္ခ်ုပ္နႈတ္ခမ္းေမြးက ဒီဗြီဘီကို ေျပာၾကားပါတယ္။ က်န္ ေနာက္ဆက္တြဲကိစၥေတြကိုေတာ့ ေရွ့ဆက္ေဆြးေနြးၾကမယ္လို့လည္း သိရပါတယ္။ နယ္ျခား ေစာင့္တပ္ကို အသြင္ေျပာင္းဖို့ ျငင္းဆန္ၿပီး မႏွစ္က နုဝငိ ္ဘာ ေရြးေကာက္ပြဲေန့က စၿပီး အစိုးရတပ္ကို စတင္တိုက္ခိုက္ခဲ့ တဲ့ ဗိုလ္ခ်ုပ္နႈတ္ခမ္းေမြး ဦးေဆာင္တဲ့ ဒီေကဘီေအ ဗုဒၶဘာသာတပ္မေတာ္တပ္ဖြဲ့က အပစ္အခတ္ရပ္စဲေရးနဲ့ ပတ္သက္လို့ အစိုး
