Combustion_Engineering_08.14_0001_a Minutes of the Community Relations Meeting for the FUSR.AP Characterization at the Combustion Engineering Site April 29 1998 meeting was held on April 29 1998 at the USACE New England Distnct NED office in Concord Massachusetts with representatives from the USACE NED The of Combustion Engineering CE and SAIC USACE NED subcontractor purpose the meeting was to discuss future plans for community relations CR activities for the FUSRAP characterization at the CE site and how these activities will be coordinated with CEs ongoing and planned activities for the Voluntary Corrective Action VGA program Attendees at the meeting were as follows Larry Rosenburg USACE-NED Beverly Lawrence USACE-NED Dennis Waskiewicz USACE-NED John Conant ABB-CE Frank Richters ABB-CE Keith Knauerhase ABB-CE Debbie Browning SAIC bulletized list of the meeting highlights plan of action and agreements reached for revisions to the USACE draft CR Plan are provided below Meeting Highlights Conant provided handouts Considerations and Elements for an Understanding of Cooperation see Attachment and Potential Community Relations Tools see Attachment Rosenburg stated that the items listed in the TMUnderstanding of Cooperation handout appear reasonable Rosenburg stated that the USACE is comfortable with CEs current CR effort As proactive measure CE is planning the first community out reach for the VCA program when they start characterization Regulations do not require the community out reach until initiation of the remediation Rosenburg stated that care should be taken in the CR activities to ensure that the stakeholders do not perceive that the USACE is involved in the VCA cleanup public repository which combines FUSRAP and VCA information should be established in the near future The USACE will also consider whether to establish Web Page for the CE FUSRAP activities The USACE needs to establish an Administrative Record for the FUSRAP activities at the CE site Plan of Action number of proposed USACE CR activities with tentative schedules were agreed upon for the near future May 23 1998 Contact stakeholders to inform them of upcoming meetings- USACE action June 9-12 1998 CE Environment Safety and Health days the media day should not be scheduled during this time Internal CE activity June 14 1998 Complete final USACE CR Plan prior to the media day SAIC action June 15 1998 Media day at CE with site tour and information presentations Coordinated action between USACE and CE June 22 1998 Public meeting or other initiative e.g site tour Coordinated action between USACE and CE After June 22 1998 Ongoing briefings for all stakeholders on to be defined frequency Coordinated action between USACE and CE Changes agreed on for USACE CR Plan SAIC will proceed to incorporate eartier comments and agreements reached in this meeting into Draft Final CR Plan The changes to the USACE CR Plan agreed upon in the meeting are provided below Some of these changes were recommended previously by CE in their comments on the draft CR Plan reference March 23 1998 correspondence Conant CE to Lawrence USACE The interviews will be conducted at later date The CE site will be referenced as encompassing 600 acres versus 1100 acres The site Will be referred to as the CE site versus the ABB-CE site general schedule for FUSRAP activities similar to that presented in the USACE 90 day Congressional report will be included The following revisions will be made to the Contact List SAIC will verify whether Lahs Durham Chermiak Coleman and WHTX-TV should remain on the Contact List or delete them from the list Individuals names should be deleted from the media contact list The plan should contain more inclusive media contact list simUar to the one provided by the USACE shown in Attachment The foUowing individuals should be added to the list Ruth Fahrbach Richters can suppy the address House of Representative District 61 Dwayne Gardner Bureau of Community Relations Considerations and Elements for an Understanding of Cooperation Under the assumption that community relations for FUSRAP and VCA would be best served by collaborative effort it is generally understood between USACE and CE that USACE is responsible to lead the FUSRAP community relations initiatives and efforts CE is responsible to lead the VCA community relations initiatives and efforts Both parties will cooperatively allow and promote opportunities to combine FUSRAP and VCA community relations Both parties will inform the other of planned community relations activities Both parties will share communication from the public media public officials and unless considered confidential political offices whether solicited or not ATTACHMENT Both parties will share relevant communication with other government agencies unless confidential Both parties will consider and discuss with the other the need or desire to involve SIC in each community relations activity Periodic community relations meetings will be held times per year between USACE and CE or as needed for FIJSRAP/VCA matters Both parties will maintain and inform the other of an appropriate point of contact to
