Important Notice Regarding July 27, 2020 City Council Meeting

IMPORTANT NOTICE REGARDING JULY 27, 2020 CITY COUNCIL MEETING This meeting is being conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the public may only view the meeting online and not in the Council Chamber. Submission of Public Comments: For those wishing to make public comments at the July 27, 2020 Council meeting, please submit your comments via email to be read aloud at the meeting by the Deputy City Clerk. Email comments must be submitted to the Deputy City Clerk at [email protected]. Email comments on matters not on the agenda must be submitted prior to the time the Mayor calls the item for Public Comments. Email comments on agenda items must be submitted prior to the time the Mayor closes public comments on the agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting. Electronic comments on agenda items for the July 27, 2020 Council meeting may only be submitted via email. Those attending the Zoom meeting remotely may utilize the ‘raise hand’ feature to speak during public comment and individual discussion items. Reading of Public Comments: The Deputy City Clerk shall read all email comments, provided that the reading shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the time limit for speakers at a Council meeting. The email comments submitted shall become part of the record of the Council meeting. Mt. Approving Government Crime Policies for the Purpose of Bonding City Officers and Employees and Establishing Policy Limits, Resolution CCR-20-XX g. Public Hearing: Fire Equipment Special Assessment (Measure A) 45-100 Background: On June 7, 1994, the electorate of the City of Mt. Shasta voted in favor of a tax initiative setting a special assessment of $8.00 per year for unimproved parcels, $24.00 per year for improved parcels, and $36.00 per year for commercial parcels for the purpose of providing funding for Fire Department equipment acquisition. The Siskiyou County Auditor's Office requires that the Board of Directors of any special assessment district certify that the assessments are valid and authorized before they are placed on the tax roll each year. Report By: Muriel Howarth Terrell, Finance Director Recommended Council Action: Hold the required public hearing for the Fire Special Assessment. Page 6. Discussion and Possible Action: Active Transportation Program Grant Application 101-111 Background: The Active Transportation Committee (ATC) recommend moving forward with the Conceptual Midtown Trail Plan presented at the July 13, 2020 City Council meeting. The Committee recommends applying within the infrastructure application type to construct the concept plan. Staff will present their recommendation and report to Council for discussion. Report By: Juliana Lucchesi, City Planner Recommended Council Action: Staff recommends not moving forward with an ATP grant application at this time. CITY COUNCIL/STAFF REPORTING PERIOD 7.
