ADOPTION OF 89 01 12 Regular Council Meeting MINUTES 103/89 Moved by W. Tweedle that the minutes of the 89 01 12 Regular Council Meeting be adopted as presented. CARRIED. John Andrew, Area Planner, Yellowhead Regional Planning Commission attended the meeting at 9:30 a.m. GENERAL Mr. Andrew informed Council as to what the current status MUNICIPAL is of the General Municipal Plan. Mr. Andrew reviewed PLAN the draft General Municipal Plan with Council and requested feedback. 104/89 Moved by B. Booth that the information provided by John Andrew, Area Planner, regarding the draft General Municipal Plan, be received for information. CARRIED. BIRCHKOOD Mr. Stan Bucar, representing Birchwood Village Greens VILLAGE attended the meeting at 9:40 a.m. GREENS Mr. Bucar presented Council with a pamphlet regarding Birchwood Village Greens. He indicated that Phase One should be completed by September and that construction of Phase Three is planned at that time. .../2 Pf COUNCIL MINUTES - 2 - 89 01 26 Mr. Bucar requested tax concessions on the unsold parcels of land as well as on the Club House. Mr. Eriksson requested that Mr. Bucar make this request in writing in order that Council may further review this request. 105/89 Moved by W. Tweedle that the presentation made by Mr. Stan Bucar, Birchwood Village Greens, be received for information. CARRIED. Mr. Bucar left the meeting at 10:00 a.m. Mr. A. Hodgson, Subdivision Applicant, attended the meeting at 10:07 a.m. Mr. B. Hodgson, Hodgson Sand & Gravel Ltd., attended the meeting at 10:12 a.m. BUCK CREEK By-Law No. 32-89 - To Authorize the Municipal Council LANDFILL SITE of the Municipal District of Brazeau No. 77 to enter into agreements with her majesty the Queen in the Right of Alberta (Represented by the Minister of Environment). 106/89 Moved by N. Norton that first reading of By-Law No. 32-99 be given. CARRIED. 107/89 Moved by J. Coombes that second reading of By-Law No. 32-89 be given. CARRIED. 1 108/89 Moved by B. Booth that unanimous consent be given to proceed with third reading of By-Law No. 32-89. CARRIED UNANIMOUSLY. 109/89 Moved by W. Tweedle that third reading of By-Law No. 32-89 be given. 1 CARRIED. S.R. 620 Additional Passing Lanes Discussion was held regarding additional passing lanes on S.R. 620. Mr. Rondeau indicated that a meeting will* be held on February 1 at 7:00 p.m. at the Violet Grove Hall and shared with members of Council concerns received from ratepayers. 110/89 Moved by W. Tweedle that the information provided by Mr. Rondeau regarding S.R. 620 be received for information. CARRIED. ROAD NAMING Breton and District Historical Society 111/89 Moved by J. Coombes that the Breton and District Historical Society be contacted in order to find out what roads are to be named and that Administration include these signs in the 1989 budget. CARRIED. ../3 1 COUNCIL MINUTES - 3 - 89 01 26 (P SUBDIVISION N 1/2 33-48-7 W5M - Albert Hodgson APPLICATION Mr. Wardlow summarized the report as presented to Council. Mr. Andrew indicated that a waiver may be required as this proposed subdivision is within the five-mile limit of Drayton Valley. He also indicated that he would have PI no difficulty in recommending this subdivision for approval. Mr. Hodgson indicated that he has spoken to Alberta pi Transportation and a resolution is forthcoming. 112/89 Moved by N. Norton that the subdivision of the N 1/2 33-48-7 W5M - Albert Hodgson - be approved SI subject to the following conditions: 1) Taxes to be paid. 2) Access to all parcels to be to the satisfaction of the Director of Public Works (without the requirement of a deposit) and Alberta Transportation and Utilities. 3) Direct Highway 22 access to the existing isolated parcel A as per requirements of Alberta Transportation. 4) Cash in lieu of Municipal Reserve to be paid on the created Parcel A and deferred to the remaining two (2) parcels. 'PI 5) A waiver be obtained of subdivision regulations 20, 22 and 23. CARRIED. HODGSON SAND Pt. of Sec. 25625 - 47-8 W5M - Mr. B. Hodgson AND GRAVEL Lease Application Mr. Wardlow discussed the lease application with Council. 113/89 Moved by W. Tweedle that with regards to the lease application - Pt. of Sec. 25625 - 47-8 W5M - PI B. Hodgson: 1) The applicant obtain all necessary permits from Public Lands, Water Resources, and Environment as deemed necessary. 2) The applicant obtain and adhere to the development permit from the Municipal Planning Commission. CARRIED. Petition for Road Access p Mr. Eriksson summarized the petition for road access with Council and indicated that the road would have to be brought up to the municipality's standards at the petitioner's expense as required under the Petition •pi and Municipal Government Act. Mr. Hodgson indicated that the petition was not intended for road construction. 114/89 Moved by N. Norton that the petition for road access through portions of the South East quarter of Section 25 and North West quarter of Section 24, both in Township 47, Range 8, West of the Fifth Meridian be denied. CARRIED. Mr. A. Hodgson and Mr. B. Hodgson left the meeting at 10:40 a.m. .../4 COUNCIL MINUTES - 4 - 89 01 26 ] BRETON FIRE Capital Contribution HALL Mr. Eriksson summarized a report as well as correspondence regarding the Breton Fire Hall. 115/89 Moved by B. Booth that a contribution of $12,208.00 be made to the Breton and Rural Fire Protection Association for the construction* of a fire hall upon signing of a capital contribution agreement.
