Ferris Grant I Page 146 of 268 Ferris and Aaron Grant I June 52017 Dear Kirstin Maxwell Please bring this letter to the attention of the Lake of Bays Township, Lake of Bays Heritage Foundation (LBHF), Lake of Bays Association (LOBA) and the Town of Huntsville. objection to rezoning Faliview Island from I would like to formally express my Residential to Commercial. A commercial designation will set a dangerous precedent for this part of the lake that has been a quiet and peaceful part of Lake of Bays. This designation of commercial and the plans to put a large and very active corporate retreat on this Island poses numerous issues. This would be environmentally unsound with plans for elaborate hydro resulting in light pollution and a huge septic bed; all this on an Island that previously has had outhouses and solar panels, this would be a huge step back in our collective efforts to be more environmentally sound. My family owns the property that has a legal right of way connected to Fairview that will Island and I would like to ask those of you who can make decision profoundly impact myself and my family to ensure that there is transparency and clarity regarding this development. The words of the developers (the Konrad family) and what is written in their building proposal are not consistent with claims of garbage storage and by-law altering numbers of parking spots (50) on Nithgrove Road. While the applicants claim they do not need any changes to the Nithgrove Road property it is however mentioned extensively in their planning proposal. I propose that any mention of Nithgrove Road and proposed changes need to be removed from the planning report until such a time as these changes can be reviewed by the LOB township and evaluated by the appropriate district representatives. Huntsville should not be making decisions for land that is in Lake of Bays Township. while respect the Township of Huntsville’s need to expend commercial In addition I opportunities for the area this project is likely to upset a huge number of individuals surrounding the Island for many years to come and by the admission of the applicants themselves will not be an opportunity to employ any significant number of local individuals or bolster the local economy significantly. In fact by their own admission this would be a terrible business investment. I am entreating you not to be deceived into thinking this commercial designation will benefit the Town of Page 147 ci 268 Huntsville or it’s residents in any appreciable financial way. In fact approving this would demonstrate a clear choice to favour these developers over a very concerned and upset group of constituents. A commercial designation would make sense potentially if this proposal would benefit the whole community however as described by the developers themselves the only impact on us will be negative. If you are not ready to reject this proposal to rezone the Island outright (which would preferable) would ask delay approval until all relevant be I that you at least stakeholders are given a chance to weigh-in (specifically LOB township). I am have been a permanent resident on my 200 acre property on for the past 40 years. In I that time sadly I’ve witnessed the decline of many species of wildlife frequenting my property. I hope to provide a sanctuary for the wildlife that still lives in Muskoka by leaving to my children land that will NOT be “developed’ in any way. They will inherit stewardship of the land. The small lakeshore access at the foot of is stipulated in the deed to my property as “a right of way in perpetuity”. This right of way used to be a small foot path affording my family access to swim and launch our canoe. It was an undisturbed piece of natural shoreline that has now been “developed” into a parking pad. I’m hearing horror stories regarding the possibilities of garbage storage on that tiny strip of land. People love Muskoka not for the asphalt roads and multi storey buildings, but the natural flora and fauna and pristine wilderness. Let us strive to protect what is the best of Muskoka. I Lake of Bays every Spring, Summer and early Fall past 33 years and continue to appreciate the unique residential and secluded atmosphere of the lake throughout these seasons as well as spending extended periods enjoying my family’s annual vacations on Lake of Bays. The cottage faces Fairview was interested Island so I to learn about the planned proposal in April. It was immediately concerning to leam that Fairview Island was under conditional sale based on a rezoning to a commercial classification and its establishment as an institutional tourist establishment. After learning more about the rezoning proposal I understand it will provide the new owners the opportunity to create a rental enterprise on FaiMew Island resulting in many concerns for Lake of Bays area including environmental concerns, issues of scale for this development and the opening of a door to never ending rezoning requests for commercial enterprises from future developers. From an environmental perspective it seems that no thought was given to how the increased visitors, boat traffic, building development and maintenance (sewage etc.) of the build and ongoing intensified use of Fairview island will affect the lake and its existing residents, animal and human. No publicly available environmental assessment was available at the time this letter was written. This is troubling as problems stemming from mismanagement on this front could put added pressure on local wildlife, the water environment and greatly diminish the lake’s attractiveness for prospective visitors and the existing residents of the lake and the township in general. The scale of the desired development seems to be inconsistent in their proposal versus the talk of a “family feel” in the recent Town Hall meetings hosted by the Konrads. Much of the emphasis of the planning report is leveraging the Official Plans of Huntsville and Muskoka and the desire to drive “new Tourist Commercial uses” (page 8 Marie Poirier Planning Report). The desire to rezone to Institutional Camp (CS3) is much more of an aggressive rezoning than is required from what I understood the land would be used for, essentially a family compound with a main lodge and occasional corporate guests, as per the meeting the Konrads held on June 3rd. The proposal outlines increased residences on the island and various means of supporting travelers to the area; float plane docks, the potential for a helipad and the need for many additional parking spaces on Lake of Page 150 of 268 Bays mainland shores for island access. The existing character of Lake of Bays will be under threat with the potential to reflect negatively on the Huntsville area and the tranquility it is known for. The commercial rezoning would open up the potential for much greater development on Fairview Island in the future, far beyond this initial institutional camp proposal. It could also set the table for many other development groups to use this rezoning as a precedent to aggressively seek rezoning around Lake of Bays and other regional lakes, further disturbing the natural character of the region and creating additional pressures on the environment. If this group is earnest in their desire for family dwellings it seems a commercial rezoning is not required and suffice for their would welcome the Konrads as residential the existing residential classifleation will needs. I business needs, landowners but I think their proposal for commercial rezoning is strictly for their short term unnecessary if they are true to their word of wanting to establish a family presence on the lake, and potentially harmful for the Lake of Bays environment and overall character. A commercial zoning would create troubling development intensification on Lake of Bays, added stress on the environment and the erosion of the established character of the lake and region so this application should be denied.
