CALL TO ORDER Anne Payne called the meeting to order at 1:00 p.m. at the SolTrans Operations & Maintenance Facility Conference Room in Vallejo. APPROVAL OF AGENDA With a motion by Rachel Ford and a second by Richard Burnett, the PCC approved the agenda. (8 Ayes) 5. OPPORTUNITY FOR PUBLIC COMMENT Jimmie Dee, a SolTrans paratransit rider commented that the SolTrans drivers are wonderful and caring. 6. COMMENTS FROM STAFF AND REPRESENTATIVES FROM THE PARATRANSIT COORDINATING COUNCIL 1. Richard Burnett, MTC/PAC Representative provided an update to the committee members regarding various updates at the Metropolitan Transportation Commission (MTC). 2. Lisa Hooks, Seniors & People with Disabilities TAC Representative. Lisa Hooks stated that currently there is not a meeting scheduled for the Solano Seniors and People Disabilities TAC to meet but that STA staff is taking comments or concerns regarding transportation access at [email protected]. 3. Debbie McQuilkin, Consolidated Transportation Services Agency Advisory Committee (CTSA-AC) Representative, announced that the next CTSA-AC meeting will be held Thursday, February 22, 2018 at the County Events Center, located at 601 Texas Street in Fairfield. The group discussed the upcoming Solano County Social Services Mobility Summit to be held on Tuesday, December 5, 2017. 7. PRESENTATIONS A. SolTrans Route 78 Update/Operator Update 4. Mandi Renshaw provided a presentation on the SolTrans route 78. She explained the current services and outlined the proposed changes. She cited the route map and discussed the adopted phase 1 SolanoExpress transit network. Ms. Renshaw outlined the recommendations from the STA on reducing stops in Vallejo, Benicia and Contra Costa County. She reviewed the public comments and a summary of the surveys collected from riders regarding their final destinations and ways to increase ridership. Ms. Renshaw concluded her presentation with SolTran’s holiday promotion and services. Rachel Ford suggested increasing service on 78 to get to Diablo Valley College (DVC). Mandi Renshaw stated that she will send the Route 78 Survey link to appropriate STA staff following the meeting. B. Discuss Your Transportation Challenges Elizabeth Richards and the group discussed transportation challenges. Jimmie Dee Romaine suggested there be more SolTrans dispatchers and drivers. She added that often times nobody is in the dispatch center to answer the telephones. Judy Nash concurred. 6 Cynthia Tanksley explained that there is no paratransit service on Saturdays. She added that only certain SolTrans dispatchers have the knowledge to help with regional trip scheduling. Veronica Jones commented that seniors and people with disabilities are finding it difficult to get around in Benicia due to steep hills. She requested to increase SolTrans paratransit services for Saturday for recreational and other functions. Rachel Ford requested to increase SolTrans fixed route service countywide during the evenings and weekends. She added that there is not adequate lighting at bus stops or ADA curb cuts closer to the stops. Cindy Hayes also requested to increase SolTrans fixed and local route services countywide during the evenings and weekends. She added that bus stops should have seating with an overhead for adequate shelter during harsh weather conditions. Anne Payne concurred. Lisa Hooks requested adding later night service for swing shifts. She also addressed long waiting times for SolTrans paratransit pickups in Benicia. Jimmie Dee Romaine requested that SolTrans develop a paratransit emergency telephone line service for riders that have unexpected emergencies and need to get picked back up. Judy Nash addressed scheduling and dispatching issues with SolTrans paratransit. She added that paratransit riders get dropped off at Solano Community College but sometimes they do not get picked up. James Williams commented that rural communities can get transportation notifications through mailers from the Solano Irrigation District (SID). Richard Burnett suggested having one dispatcher that works solely with ADA riders. Liz Niedziela introduced Ron Grassi as STA’s new Director of Programs. 8. CONSENT CALENDAR A.
