Construction In July 2016, LTA began construction of the 2.2-km Downtown Line 3 Extension (DTL3e) and the East Coast Integrated Depot. In March 2016, LTA began construction of the Canberra MRT station along the North-South Line. In July 2016, LTA and Mastercard signed an agreement to launch a pilot for account-based ticketing system by end-2016. The system will enable commuters to pay fares on the metro and bus using contactless debit or credit cards. In March 2016, LTA, Infocomm Development Authority of Singapore (IDA), and EZ-Link concluded a trial for the use of mobile phones equipped with NFC technology for public transport payments. Fare system The system allows payments on MRT, LRT and public buses; more than 30,000 EZ-link acceptance points for retail, food and beverage purchases; and taxis. The users can also check their account balance, transaction history, and top-up value using the EZ-Link mobile application. Netherlands- based Gemalto will supply the UpTeq Multi-Tenant NFC SIMs for the rollout of the service. In March 2016, LTA invited bids for appointment of a consultant to conduct a feasibility study for the account-based ticketing system on a broader scale in the second quarter of 2016. In July 2016, LTA signed an agreement with the concessionaire SMRT to implement the New Rail Financing Framework (NRFF) model, which was introduced by the government in 2008. The transition will include five changes from October 1, 2016, onwards. The changes include the transfer of ownership of operating assets such as trains and signalling systems from SMRT Trains and SMRT Light Rail to LTA at a cost of SGD991 million to be paid over three years; O&M of the rail Operations network by SMRT and capacity expansion as well as asset replacement or upgradation to be undertaken by the LTA; reduction of the term of SMRT’s current 30 to 40-year operating licences to 15 years to allow re-tendering of rail lines; development of new maintenance performance standards (MPS) to improve reliability as well as risk and profit sharing between the SMRT and LTA based on NRFF guidelines to promote financial sustainability of the rail system.
