Many parts activity of asphalt pavement are totally dilapidated and longitudinal / transverse cracks are observed. Construction of new culverts is required because existing culverts are dysfunctional and damaged. Existing artificial structures such as pipes and a bridge shall be cleaned, repaired and in some of them replaced. The traffic facilities such as road signs, pencing, bus station, and etc. will be replaced and additional signs will be installed. Also, the junctions and yard entrances are to be repaired. This road starts in Tsalenjikha village and ends at Sachino village. The total length of project road section is 7.22 km. Tsalenjikha Municipality and the State Forest Fund territories (2043 m2 in total ) under the National Forest Who owns the land? Agency of the Ministry of Environment and Natural Resources Protection(LEPL). Description of Location: Road selected for rehabilitation is located in Samegrelo Region and passes through the territory geographic, physical, of Tsalenjikha municipality. It starts in city Tsalenjikha and passes villages Etseri and Paluri. Tsalenjikha- biological, geological, Jvarzeni road after section km1-km7 is lately rehabilitated through 2 kilometers before junction to the km28 hydrographic and socio- of Zugdidi-Jvari-Mestia-Lesdili secondery road. economic context Air - Air quality in the project area is good due to low traffic levels and the absence of industrial facilities. Water and Soil - No pollution is reported. Flora - In the above mentioned territory, the following tree-species are under direct impact of the project: Carpinus - 20 specimens; Cerasus silvestris - 4 specimens; Quercus - 20 specimens; Alnus - 3 specimens; Fagus - 3 specimens; Ficus carica - 1 specimen. In addition, there are 32 specimens of Castanea sativa within the project area. These trees are located within the territory of the State Forest Fund Fauna – The project road pass through the degraded territory and accordingly the fauna is not prevailed. Mostly fauna is presented by the species which does not need any special protecting measures. Due to the small area of the project, the impact on the fauna will be minimal. Noise - The current noise level is low due to low traffic levels and a lack of industrial facilities. Social - Tsalenjikha Municipality consists of 13 administrative-territorial units: 2 towns - Jvari, Tsalenjikha; 10 village unions: Obuji, Nakipu, Mikava, Jgali, Sachino, Chkvaleri, Muzhava, Pakhulani, Lia, Medani, Chale and 1 separate village - Etseri. The present EMP has been prepared to &permits that apply to meet requirements of OP/BP 4.01. project activity Georgian legislation does not require any type of environmental review, approval, or permitting for the project. Though according to the national regulatory system, (i) Contractor company must be licensed, (ii) Construction materials must be obtained from licensed providers, (iii) Once contractor wishes to open quarries, then the contractor must obtain respective license. (iv) If, in time of rehabilitation, contractor wishes to operate own asphalt or concrete (Or both) plants, he should have permission regarding specified limited level of pollutant substances in exhaust. (v) Disposal of the construction waste and excess ground generated in the course of earth works shall be placed in a selected locations agreed and approved by local governing bodies in written. (vi) Land plots along the road required for undertaking of planned works are subject to de-listing from the Territory of the State Forest Fund and transfer to the Road Department. The process is ongoing. (vii) Removal of every specimen of species entered to the Red List of Georgia is subject to formal permission from the Biodiversity Service of the Ministry of Environment and natural Resources of Georgia and in case of permission, shall be compensated at the ratio of 1:10. PUBLIC CONSULTATION Identify when / where Environmental Management Framework for the Secondary and Local Roads Project III was disclosed the public consultation through the RDMRDI web page and a stakeholder consultation meeting was held on 11/04/2014. The process shall take place present site-specific EMP was disclosed through the same media and also delivered in hard copies to the Talenjikha municipality.
