However, the entire site is at significant risk of groundwater flooding. Landscape, nature and heritage The site is located within 5km Special Protection Area zone of influence and therefore mitigation measures will be required. There are no Scheduled Ancient Monuments, Historic Parks and Gardens, Sites of Special Scientific Interest, National Nature Reserves, Local Nature Reserves, ancient woodland or Public Rights of Way in the vicinity of the site or close enough to be affected by development of the site. Parts of the site (to the East) are covered by the Hartley Wintney Conservation Area and the western boundary of the site adjoins the West Green conservation area. There are a number of listed buildings located in close proximity to the site. The eastern boundary of the site adjoins a SINC and the western boundary of the site is located approximately 200m away from a SINC. In addition, there are areas of common land adjacent to the site boundary. Environmental/amenity impacts n/a Other The site contains a mix of grade 3 and 4 agricultural land and therefore there is potentially some high grade agricultural land (best and most versatile land) within the site. 282 Recommendations The design of any proposed development should not adversely for overcoming impact on the character and setting of the Conservation Areas constraints and nearby listed buildings. Adverse impacts on the nearby SINCs and Ancient Woodlands should also be avoided. A contribution towards SPA mitigation would be required. It mat not be possible to avoid impacts on high grade agricultural land if the site is developed. Availability Land Ownership: It has been confirmed that the land is available for development (May 2016). Achievability There are no significant market, cost or delivery factors have been identified, development at this site is considered to be economically viable, therefore site considered to be achievable. The site is entirely within flood zone 1 (lowest risk of fluvial flooding) and has limited potential for groundwater flooding. The road adjoining the site to the north where it is anticipated access would be secured is identified as being at risk of surface water flooding (1 in 30 year). Landscape, nature and heritage There are no Scheduled Ancient Monuments, Historic Parks and Gardens, Sites of Special Scientific Interest, Local Nature Reserves, National Nature Reserves, ancient woodland or Public Rights of Way in the vicinity of the site or close enough to be affected by development of the site. The site is entirely within the Harley Wintney Conservation Area with several listed buildings nearby. There is a Site of Importance for Nature Conservation approximately 75m to the north east of the site. There are two groups of trees on the site (northern and eastern boundaries) that are protected by a group TPOs. The site is located within 5km Special Protection Area zone of influence and therefore mitigation measures will be required. Environmental/amenity impacts n/a Recommendations The design of any proposed development should avoid any for overcoming adverse impacts on the character and setting of the Conservation 286 constraints Area and nearby listed buildings. The topography of the site is appropriate for residential development. The site is within flood zone 1 (lowest risk of fluvial flooding) but has a high potential likelihood of groundwater flooding and partly medium potential likelihood of surface water flooding. Landscape, nature and heritage There are no Scheduled Ancient Monuments, National Nature Reserves, Local Nature Reserves, Common Land, Tree Preservation Orders or Public Rights of Way in the vicinity of the site or close enough to be affected by development at this site. The entire site lies within the Hartley Wintney Conservation Area and there are several listed buildings within relatively close proximity to the site. Adjacent to a historic park and garden on north and eastern boundaries of the site; The site is located within 5km Special Protection Area zone of influence and therefore mitigation measures will be required. Environmental/amenity impacts n/a Other There is potentially some high grade agricultural land on the site. 290 Recommendations The design of any new development may need to incorporate for overcoming mitigation relating to groundwater flooding and should not constraints adversely affect the setting of the nearby listed buildings. The design will also need to be in character with the Conservation Area within which the site is situated and should not adversely affect the adjacent historic park and garden, or nearby SINC. A contribution towards SPA mitigation will be required. Availability Land Ownership: It has been confirmed that the land is available for development (June 2016). Achievability No significant market, cost or delivery factors have been identified, development at this site is considered to be economically viable, therefore site considered to be achievable. The topography of the site is appropriate for residential development. The site is located within Flood Zone 1 and has a high potential likelihood of groundwater flooding and low/medium potential likelihood of surface water flooding. Landscape, nature and heritage There are no Scheduled Ancient Monuments, National Nature Reserves, Local Nature Reserves, Common Land, Tree Preservation Orders or Public Rights of Way in the vicinity of the site or close enough to be affected by development at this site. The site is within a Conservation Area and there are several listed buildings nearby. The eastern half of the site is within the Historic Park and Garden of Elvetham Hall. There is a Site of Importance for Nature Conservation (SINC) nearby to west of the site. The site is located within 5km of the Special Protection Area and therefore mitigation measures will be required. Environmental/amenity impacts n/a Other There is potentially some high grade agricultural land on the site. 294 Recommendations The design of any new development may need to incorporate for overcoming mitigation relating to groundwater flooding and should not constraints adversely affect the setting of the nearby listed buildings, nor the biodiversity at the nearby SSSI and SINC. The development would need to avoid significant impacts on the Conservation Area within which it is situated, and the area of the site within the historic park and garden should not be built upon. A contribution towards SPA mitigation would be required. Availability Land Ownership: It has been confirmed that the land is available for development (June 2016). Achievability No significant market, cost or delivery factors have been identified, development at this site is considered to be economically viable, therefore site considered to be achievable.
