SUNIL KUMAR KALWANI DRAFT EIA REPORT EIA/EMP REPORT FOR MANGANESE ORE MINING AT ARJUNI VILLAGE, TEHSIL KATANGI, BALAGHAT DISTRICT OF MADHYA PRADESH EXECUTIVE SUMMARY 1 EXECUTIVE SUMMARY 1.1 Introduction and Background The Manganese Ore Mine of Sh. Sunil Kumar Kalwani, having M.L Area 3.238 ha is situated near village Arjuni, Tehsil Katangi, District Balaghat, Madhya Pradesh state. It is proposed to excavate approximately 2658 TPA of Manganese Ore by Open-cast mechanized method. The lease area is 3.238 Ha which is govt. land & Private land and total mineable reserves are 12490 MT. The expected life of the mine will be 5 years. As per EIA Notification dated 14th September 2006 & subsequent amendments on 1st December 2009 and 4th April 2011; the proposed mining project falls under Activity (1a), namely Mining of Minerals. Such activities are further divided into category “A” and “B”. The said project is for mining Manganese ore in an area of 3.238 Ha such projects are listed as category “B” under the said notification, as per O.M No. J- 13012/12/2013-IA-II dated 24th December 2013 & as per latest amendment in EIA notification S.O 141 (E) dated 15th January 2016, this project is categorized as ‘B’ category project as the total lease area is 3.238. This project comes in to B1 Category due to Major Mineral. Thus this project requiring prior environmental clearance from SEIAA Madhya Pradesh In this Case. The studies were undertaken by The Consultant namely, Overseas Min-Tech Consultants (‘OMTC’). OMTC is a National Accreditation Board for Education and Training (NABET) Accredited Consultant Organization (ACO) and is qualified to prepare EIA reports for Project / Activity 1(a) (Mining of Minerals), a mandatory requirement for agencies submitting such studies to regulators for the purpose of seeking EC. The EIA study report has been based upon the following :- Field data collection on different aspects of environment including air, water, land, meteorology, noise, flora, fauna, agriculture and socio-economy in the study area of 10 km radius with mine as its center. Study of opencast mining methodology, water requirement, source of pollutants and pollution control strategy. Ecological Prospective and Green Belt Development. The EIA study evaluates the impact on the present environmental scenario and check out the environmental management plan incorporating further step 1 SH. The lease area is connected to tar village road of ~ 0.50 Km, which is further connected to Katangi –Waraseoni Road of~3.0 Km NNW and the Katangi – Waraseoni connected to State Highway 54. SH 54 is ~9.50 km west from the lease area. The area is also connected by road to District headquarter Balaghat having an aerial distance of 31.0Km in NEE direction from mining lease. The nearest railway station is Katangi at a distance of 9.0 km towards NW from the mine site. Nearest Airport is Nagpur at a distance of 115.0 km in SW direction from mine site. 1.3 Project Chronology till Date 1. Sh. Sunil Kumar Kalwani submitted relevant documents, namely Form-1 (as per the EIA Notification 2006, as amended till date) along with a Pre-feasibility Report and proposed Terms of References (ToR) for carrying environmental studies, to the State Level Expert Appraisal Committee. 2. A presentation to the SEAC Madhya Pradesh, to finalize the ToR for the EIA study before EAC (M) was held on 49 meeting. The SEAC, prescribed ToR in the 49 meeting Dated 19.9.2016. 3. OMTC undertook the study during the Post Monsoon season (October, November, December) 2016, and presented the preliminary study findings in its draft EIA report. 1.4 Project Description 1.4.1 Study Area at a Glance The study area includes the village of Katangi Tehsil within 10 km. radius from the mine as center. Latitude : 21°45’09.6”N to 21°45’07.3”N Longitude : 79°53’08.8”E to 79°53’07.0”E Study area (10 Km. radius) : 32936.79 Hect. Population : 105939 Tehsil : Katangi District H.Q. : Balaghat Mining will be developed by opencast mechanized method which will include excavation, loading, transport and dispatch of minerals. 2 SH. The Manganese Ore mine will be developed by open cast mechanized mining which includes drilling, blasting, loading, transport and dispatch of mineral to end users 2658 TPA production is proposed from Manganese Ore mine. Total project cost is Rs. 0.50 Crore. Mining will commence after obtaining environmental clearance and other statutory clearance such as Consent to Establish (CTE) and Consent to Operate (CTO). 1.4.2 Utilities Water Requirement : Around 0.30 KLD water will be used for domestic purpose, 2.3 KLD water will be used for green belt development and about 1.9 KLD for dust suppression. Thus, total requirement is 4.5 KLD. Man Power : At the time of full-fledged mining operation, the total employment will be around 31 persons. 1.5 Topography, Drainage and Regional Geology Topographically the lease area is part of small mound, the northern part has 325m elevation while the southern part 321m thus total elevation difference is of 4m.The majority of the area has been developed with pit and dump management only the southern part have few huts. .Eastern side pit has been developed with 311mrl.The drainage of the area is towards the southern to eastern side. The lease area is connected from northern direction 1.5.1 Regional Geology The geological sequence worked out by G.S.I. is given as under in Table 1-1. It is proposed to work the deposit by open - cast semi - mechanized method of mining by forming benches of 3.0 m height and width of more than 3.0 meter. The ultimate depth of the mine workings is estimated to reach up to 15 m from surface level. 4 SH. May is generally the hottest month with a mean daily maximum temperature of about 40.4°C and mean daily minimum of about 25.9°C. The weather is intensely hot in summer and on some days the day temperature may reach up to 45.2°C. The highest temperature recorded at Seoni is 45.2°C on 29th May 1988. From November, both day and night temperatures begin to decrease rapidly. January is generally the coldest month with the mean daily maximum temperature at about 26.4°C and mean daily minimum at about 12.4°C. Minimum temperature sometimes drops down to subzero temperatures and the lowest temperature recorded at Seoni is -2.8°C on 07th January 1937. Wind Winds were observed to be flowing from North at daytime and during evenings in summer season; during winter the predominant winds were found to be North during day and North and North East during night time. Rainfall As per IMD station at Seoni the rainfall in region is observed to be 1253.1 mm, bulk of rainfall is received in monsoon months from June to September. Maximum cloud cover is observed in the months of June to September.
