ISF GYMNASIADE 2013 Bulletin 2 27th November - 4th December 2013 Brasília – Brazil INTERNATIONAL SCHOOL SPORT FEDERATION (ISF) & BRASILIA GYMNASIADE 2013 ORGANISING COMMITTEE ISF GYMNASIADE 2013 27 NOVEMBER – 04 DECEMBER 2013 BRASILIA, BRAZIL BULLETIN 2 The Executive Committee (EC) of the International School Sport Federation (ISF) entrusted the organisation of the 15th ISF Gymnasiade to Brasília, Brazil. 1. INVITATION All Official School Sport Organisations, which are full or associate members of ISF and the members of the ISF Technical Commissions concerned are invited to participate in the Brasília Gymnasiade 2013. The members of the ISF EC and the International Sports Federations concerned will be invited to attend the Brasília Gymnasiade 2013. We are proud to announce the 33 ISF members that have already confirmed their commitment to participate in the 15th Gymnasiade. DEMONSTRATION SPORTS The Organising Committee decided to organise the announced demonstration sports in this Gymnasiade, even if there will be less than 10 countries registered. 3. COMPOSITION OF TEAMS AND RULES FOR PARTICIPATION 3.1. TOTAL NUMBER OF PARTICIPANTS The quota of participants for the Gymnasiade has been set by the ISF. 3.2. ENTRIES Each country may enter boys and/or girls in the following sports: Athletics, Artistic Gymnastics, Rhythmic Gymnastics, Aerobic Gymnastics (demonstration sport), Swimming and the demonstration sports Chess, Judo and Karate. It is not compulsory to take part in all sports. All participants must be nominated by the country’s Official Organisation responsible for School Sport affiliated to ISF. 3.3. SELECTION OF ATHLETES All competitors must have been enrolled at a school since the beginning of the school year 2013/2014. Students must be attending schools providing a general education (General Rules of Competition - GCR §7.3). Page 2 The following are not entitled to participate (GCR §7.7): a. Pupils of a vocational school - i.e. young people attending a vocational school in addition to their vocational training; b. School teams in schools giving sports training without any general education; c. Part time sports schools (schools taking pupils from different schools part time for instruction in sports); d. Teams set up in companies, universities or other institutions. 3.4. AGE CATEGORIES ATHLETICS Only athletes born in 1996, 1997 or 1998 may compete. Older or younger competitors will not be accepted. GYMNASTICS For Girls Artistic and Rhythmic Gymnastics (WAG and RG) competitors must be born in 1997, 1998 and 1999. For Boys Artistic Gymnastics (MAG) competitors must be born in 1996, 1997 and 1998. For Aerobic Gymnastics (demonstration sport) competitors must be born in 1996, 1997 and 1998. Older or younger competitors will not be accepted. SWIMMING Only swimmers born in 1996, 1997, 1998 or 1999 may compete. Older or younger competitors will not be accepted. CHESS, JUDO and KARATE (demonstration sports) Only students born in 1996, 1997 and 1998 may compete. Older or younger competitors will not be accepted. 3.5. DATE OF BIRTH VERIFICATION The verification of the athletes’ dates of birth will be the responsibility of the ISF and the Organising Committee that will appoint a Control Commission which will verify each participant’s age upon accreditation. Page 3 3.6. DELEGATION SIZE Maximum delegation size is 210 persons, (including demonstration sports) comprising: Each country must appoint one Head of Delegation. The Head of Delegation should be the sole representative of his delegation in communication with the Organising Committee, Technical Commissions and ISF. He/she may not combine the function of Head of Delegation with any other function in the delegation. 1 assistant to the Head of Delegation if the delegation consists of “athletes and swimmers” or “athletes and gymnasts” or ‘gymnasts and swimmers’. 2nd assistant to the Head of Delegation if the delegation consist of ‘athletes and gymnasts and swimmers’. 1 doctor if the delegation comprises at least 60 persons. One (1) physiotherapist if the delegation comprises at least 60 persons. 2nd physiotherapist if the delegation is complete (maximum size). Each participating country has the right to include a maximum of 3 additional adults whose function must be specified: interpreter, security personnel, ministerial representative, journalist..... Any other additional persons will not be considered part of the official delegation and will not be accredited by the OC. The maximum numbers for each sport and the number of accompanying staff, excluding the above mentioned persons, is as follows: ATHLETICS: maximum number of athletes : 68 maximum number of coaches : 8 as follows: from 1 to 9 athletes = 1 coach from 10 to 18 athletes = 2 coaches from 19 to 27 athletes = 3 coaches from 28 to 36 athletes = 4 coaches from 37 to 45 athletes = 5 coaches from 46 to 54 athletes = 6 coaches from 55 to 64 athletes = 7 coaches from 65 to 68 coaches = 8 coaches But from 2 athletes of different sexes up to 18 athletes = 2 coaches. Page 4 GYMNASTICS ARTISTIC GYMNASTICS: maximum number of gymnasts : 10 maximum number of coaches : 4 maximum number of judges : 4 as follows: 5 boys – 2 coaches – 2 judges 5 girls – 2 coaches – 2 judges All Technical officials need to be FIG brevet holders. The Judges must be approved by the ISF Technical Delegate. In accordance with ISF rules, failure to provide a minimum of one judge for each category (boys/girls) will lead to a fine of 907 EUR per judge payable to the organiser prior to the competitions. The ratio is as follows: a) if participating with a team (3, 4 or 5 gymnasts) in boys and/or girls artistic gymnastics, the country must send per category (boys/girls) one judge of high standing and holder of a FIG brevet and can send 2 judges. b) if participating with individual (1 or 2) gymnasts in boys and/or girls artistic gymnastics, the country must send per category (boys/girls) one judge of high standing, holder of a FIG brevet. RHYTHMIC GYMNASTICS: maximum number of gymnasts: 10 maximum number of coaches : 2 maximum number of judges : 1 as follows: Group competition: 5 gymnasts (+ 1 reserve) – 1 coach Individual Competition: 4 individual gymnasts – 1 coach + 1 judge All Technical officials need to be FIG brevet holders. The judges must be approved by the ISF Technical Delegate. In accordance with ISF rules, failure to provide a judge will lead to a fine of 907 EUR payable to the organiser prior to the competitons. The ratio is as follows: countries participating in the individual and/or group competition must send 1 judge. Page 5 AEROBIC GYMNASTICS (demonstration sport introduced by the ISF): maximum number of gymnasts : 10 maximum number of coaches : 2 maximum number of judges : 2 as follows: - 1 Individual Man - 1 Individual Woman - 1 Mixed Pair : one man and one women - 1 Trio : three (3) gymnasts in any combination of males and females - 1 Group : 5 gymnasts in any combination of males and females All Technical officials need to be FIG brevet holders. The judges must be approved by the ISF Technical Delegate. In accordance with ISF rules, failure to provide the required number of judges will lead to a fine of 907 EUR per judge payable to the organiser prior to the competitions. The ratio is as follows: a) if participating with 1 to 4 competitors the country must send one (1) international FIG judge with valid FIG brevet (level 3 minimum). b) if participating with five (5) or more competitors the country must send two (2) international FIG judges with valid FIG brevet (one (1) judge must hold category I, II or III). The participating countries must communicate the names the international judges to the Organising Committee three (3) months before the start of the Gymnasiade. SWIMMING: maximum number of swimmers : 24 maximum number of coaches : 3 as follows: from 1 to 8 swimmers = 1 coach from 9 to 16 swimmers = 2 coaches from 17 to 24 swimmers = 3 coaches But from 2 swimmers of different sexes up to 16 athletes = 2 coaches. General remark about National Referees, Judges and other Technical Officials Gymnasiade 2013 Organising Committee through the relevant Brazilian Sport Federations is responsible for the appointment of (additional) National Referees, Judges and other Technical Officials, whose competence must be guaranteed and confirmed by the Competition Manager. Page 6 4. TECHNICAL RULES 4.1. The competition will be run according to current ISF and International Sports Federations rules under the direction of the ISF Technical Commissions (TC). 4.2. EVENTS ATHLETICS Programme: Girls: 100 m, 200 m, 400 m, 800m, 1500m, 3000 m, 100 m Hurdles (76.2cm), 400 m Hurdles (76.2cm), 2000 m Steeplechase, High Jump, Long Jump, Triple Jump, Pole Vault Shot Put (3kg), Discus (1kg), Javelin (500g), Hammer (3kg) Medley Relay (100 x 200 x 300 x 400 m) with first 2 exchanges in lanes Boys: 100 m, 200 m, 400 m, 800m, 1500m, 3000 m, 110 m Hurdles (91,4cm), 400 m Hurdles (83.8cm), 2000 m Steeplechase, High Jump, Long Jump, Triple Jump, Pole Vault Shot Put (5kg), Discus (1.5 kg), Javelin Throw (700g), Hammer (5kg) Medley Relay (100 x 200 x 300 x 400 m) with first 2 exchanges in lanes Each country may enter 2 competitors in each event and 1 team in each relay. Each athlete may compete in 2 events plus 1 relay, except when he/she is competing in a track event 400 m and longer.
