Archival Description: As the “Archival Description” in Series X indicates, Bill Wilson served in many capacities in his term with OCO’88: 1984 December to mid 1986 as Manager, Transportation; then to 1987 September as Manager, Media Villages, and 1987 September to the end of the Games, as General Manager of Villages and Transportation. As General Manager, he reported to the Vice President of Operations, Bruce Cleveley. Scope and Content: These are the only records received by the Archives representing Bill Wilson’s term as General Manager, Villages and Transportation. They are in alphabetical order. Archival Description: The Food Services Department (also referred to as Food and Beverage Services) of the Operations Group was mandated to provide Athlete Feeding, Spectator Feeding, VIP Hospitality, Media Services and Team'88 Services. Novelty and souvenir sales at Olympic venues were also included within the scope of this Department. Like many other functions carried out by OCO'88, Food Services went through many organizational changes while trying to fulfill its designated functions. Initially, the (Volunteer) Food Services Committee was established in 1982, and a Steering Committee of food service professionals handled these responsibilities at least up to 1986. This committee structure was venue oriented and was used for the Preview'88 test events in 1986 and 1987, and eventually served as the basis of the food services function under the Venue Management structure. The food services function was originally part of the Services Division of the Operations Group under Vice President John Pickett (see Series I), and its first appearance in an organizational chart was from 1986 February. By July of that year, Food Services had been combined with the accommodation function under Manager Ron Sandrin-Litt, and by September, the Department was referred to as Hotel/Motel and Food. Manager Sandrin-Litt reported to the General Manager of the Accommodation Division, Jean Filion. By 1986 December, the responsibilities for Accommodation and Food Services were split and Lloyd Wheating became Manager of Food Services, although the reporting structure--to the General Manager of the Accommodation Division--remained unchanged. This organizational structure remained in place until at least 1987 April after which OCO'88 contracted with ARA Services of Delaware and Maryland to be the Official Supplier of Food Services Manager. Although the contract between OCO'88 and ARA Services was not signed until 1988 January, a number of ARA's staff were integrated into OCO'88 well before that time. By 1987 September, John Scanlon, the Vice President of Special Projects for ARA Services, became Manager of OCO's Food Services Department and Lloyd Wheating was reassigned to the position of Supervisor under Scanlon. Scanlon reported to Jean Filion, by now the General Manager of the Operations Services Division. This organizational structure remained in place until the end of the Games. Scope and Content: Records of the Food Services Committee may be found in the Marketing Group records, Series I. Other records of the Food Services Department can be located in the records of the Executive Group, Series VII, XI and XIV; in the records of the Communications Group, Series II; in the records of the Marketing Group, 168 Series X; and in the records of the Operations Group, Series II, IV, and V. The Marketing Group also includes records on the Suppliers Program in Series III, V, and VIII. Records in this series are from Manager John Scanlon and, therefore, represent the administration of the Food Services Department after ARA became associated with OCO'88. These records date from 1987, several months before the agreement between OCO'88 and ARA Services was completed. Also included with Scanlon's records were a few binders, mainly regarding agreements, from the office of John Mackasey, Supervisor, Food Services. It is unknown how these records became included with Scanlon's records. Mackasey's records may be found in Box 7.
