The site lies alongside land currently developed as a static caravan site known as Castle View Caravan Park. This site shares an access from Borwick Road which splits to serve The Glade Caravan Park to the north and Castle View Caravan Park to the west. Both sites are in the ownership of the applicant, Mr McCarthy. 1.2 The site is part of an extensive area of land owned by the applicant including an equine centre to the north of the application site and extensive areas of woodland to the east and south of the site. The approach to the site is relatively level with o pen pasture to either side of the main entrance road. Open pasture lies to the north of the site but this is outside the ownership of the applicant. Land to the south of the site rises steeply and until recently was clad in maturing deciduous woodland. Large areas of this woodland have now been felled leading down to the southern boundary of application site. Blocks of tree planting lie to the north of the site on the other side of the main access road into Castle View Caravan Park. 1.3 The main application site itself is bounded to the east and south by a narrow belt of tree planting with strips of tree planting running across the site. The land was used for the commercial growing of Christmas trees, this has now ceased and some trees remain within the plot. To the north of the site lays a block of woodland close to the access road and rising ground to the south. 2.0 The Proposal 2.1 The application seeks consent for three separate elements all of which are inter-related: a. Change of use of land for the extension of the existing static caravan site; b. Erection of an office building; and, c. Provision of a new packaged treatment plant and associated reed bed pond. Page 2 2.2 The change of use of the land relates mainly to a rectangular area of land to the south of the access road. Following discussion with the agent the site is proposing the siting of a total of 31 static caravans, associated car parking, landscaping and amenity area. The caravan site extension also includes a narrow strip of land to the north of the access road which will accommodate five of the 31 units and the new office building. 2.3 The office building is located at the junction of the access road serving The Glade and Castle View, the proposal is to replace a small office in the centre of the Castle View site and develop a new larger office building to act as reception, office and security in connection with the two sites but also provide for additional upper floor office accommodation in connection with the management of the other caravan sites owned by the applicant (four others in the Carnforth area). The office is a single storey building with additional accommodation in the roof space. The materials are to be local stone plinth with rendered walls under a natural slate roof. 2.4 The new sewage treatment plant and associated reed bed pond is to be located at the northern end of the complex close to The Glade Caravan Park. Currently there is no mains drainage to either The Glade and Castle View and are currently treated by a series of septic tanks. The treatment plant will take flows form Castle View park and the adjacent equine centre at Blackholme Farm. Flows from The Glade septic tank will be directed into the reed bed for further cleansing and a wild life pond. 3.0 Site History 3.1 The site has a long planning history dated back over 30 years. The most recent and pertinent applications are listed below.
