According to CHRF, extradition to 1.03 million joined the China" procession procession. Police counted (「守護香港反送 that there were 240 000 中」大遊行) participants at peak. Around midnight, hundreds of violent protesters charged on the police cordon line at the LegCo Complex. They threw iron rods, metal barriers and other hard objects at the Police. The police officers used batons, OC Foam and PAVA solution to hold back the violent protesters. 236 Volume 1 CHAPTER 4 • AN OVERVIEW OF THE PUBLIC ORDER EVENTS ARISING FROM THE FUGITIVE OFFENDERS BILL SINCE JUNE 2019 12 Jun 2019 Protests outside Admiralty The day scheduled for the (Wed) CGC and LegCo Second Reading of the Fugitive Complex Offenders Bill. In the morning, tens of thousands of protesters gathered in CGC area paralysing the traffic network. LegCo Secretariat later announced that the meeting for the Second Reading would be postponed. Clashes broke out between protesters and Police near the LegCo Complex in the afternoon. Some protesters threw bricks and other hard objects at the Police. The Police fired tear gas and less lethal projectiles, and declared the situation a riot. 14 Jun 2019 Hong Kong Central A rally at Chater Garden urging (Fri) Mothers' Anti- for withdrawing the Fugitive Extradition Rally Offenders Bill and expressing (「香港媽媽反送 concern on Police use of force 中集氣大會」) on 12 June. 6 000 joined the rally according to the organiser. The Police counted that there were 980 participants at peak. 16 Jun 2019 "Condemn Causeway Bay - A procession organised by (Sun) Suppression, Admiralty CHRF. According to CHRF, Withdraw the Evil two million people joined the Law" procession procession. The Police (「譴責鎮壓·撤回 counted that there were 338 000 惡法」大遊行) at peak. The procession concluded peacefully at CGC without any clashes. 237 Volume 1 CHAPTER 4 • AN OVERVIEW OF THE PUBLIC ORDER EVENTS ARISING FROM THE FUGITIVE OFFENDERS BILL SINCE JUNE 2019 21 Jun 2019 Rally at the Admiralty - Wan A rally organised by the (Fri) LegCo Complex Chai Federation of Students and five university student unions. More than a thousand people gathered at the LegCo Complex in the morning. They later escalated their action by blocking the eastbound and westbound lanes of Harcourt Road. First Siege of Wan Chai After the rally at the LegCo PHQ Complex, protesters proceeded to PHQ and laid siege to it, with thousands of people at its peak. The Police stood guard inside PHQ and allowed the protesters to disperse in their own time. 26 Jun 2019 "G20 Free Hong Central - Admiralty A rally launched by CHRF. (Wed) Kong" rally at About 10 000 joined the rally Edinburgh Place according to the organiser. Second siege of Wan Chai After the CHRF rally, over a PHQ thousand people walked to PHQ and once again laid siege to it. Most of the people left around midnight. In the small hours of the following day, the Police dispersed around 200 protesters remaining at PHQ in the direction of Wan Chai. 30 Jun 2019 Rally in support of Admiralty A rally organised by Dr Hon (Sun) the police and rule Junius Ho and Politihk Social of law Strategic at Tamar Park to (「撐警隊,護法 support the Police. According 治,保安寧」集會) to the organiser, 165 000 joined the rally. The Police figure was 53 000 at peak. 238 Volume 1 CHAPTER 4 • AN OVERVIEW OF THE PUBLIC ORDER EVENTS ARISING FROM THE FUGITIVE OFFENDERS BILL SINCE JUNE 2019 July 2019 1 Jul 2019 July 1 Procession Causeway Bay - The procession was organised (Mon) Admiralty by CHRF, about 530 000 joined according to organiser; 190 000 at peak according to police. Violent protesters later vandalised LegCo with a subsequent cost of $40 million for repairs. 6 Jul 2019 Procession Tuen Mun A few thousand protesters (Sat) "Reclaim Tuen marched against the nuisance Mun Park" caused by some people at Tuen (「光復屯門公 Mun Park. A few hundred 園」遊行) protesters surrounded Tuen Mun Police Station and occupied the roads outside. 7 Jul 2019 Grand procession Tsim Sha Tsui, West Tens of thousands of protesters (Sun) in Kowloon Kowloon Station, marched from Tsim Sha Tsui to (「九龍區大遊 Mong Kok West Kowloon Station to 行」) promote their cause to Mainland visitors. After procession, thousands of protesters went “shopping” in Mong Kok where clashes broke out when the Police took dispersal action. 13 Jul 2019 Procession with a Sheung Shui The organiser estimated a (Sat) theme “To turnout of 30 000 while the Liberate Sheung Police counted 4 000 at the peak. Shui” After the march, clashes broke (「光復上水」行 out between the protesters and 動) the Police. 239 Volume 1 CHAPTER 4 • AN OVERVIEW OF THE PUBLIC ORDER EVENTS ARISING FROM THE FUGITIVE OFFENDERS BILL SINCE JUNE 2019 14 Jul 2019 Sha Tin Sha Tin The organiser of the march (Sun) Procession estimated 115 000 participated (「沙田區大遊 while Police counted 28 000 at 行」) the peak. Clashes broke out descending into when the Police took dispersal violent clashes in action. Chaotic scenes were New Town Plaza seen at New Town Plaza. 17 Jul 2019 Silent procession Central About 9 000 participated (Wed) by "silver hair" according to organiser, 1 500 at group peak according to police. (「銀髮族靜默」 遊行) 20 Jul 2019 "Safeguard Hong Admiralty About 310 000 joined according (Sat) Kong" rally to organiser, 100 000 at peak (「守護香港」大 according to police. 集會) 21 Jul 2019 Hong Kong Causeway Bay - About 430 000 joined the (Sun) Island Procession Admiralty - Sheung procession according to Wan organiser, 138 000 at peak according to police. Some protesters marched to the LOCPG and defaced the national emblem. About 15 000 participated according to organiser, 4 000 at peak according to police. 27 Jul 2019 Rally and Yuen Long Protesters protested against the (Sat) recession for an Yuen Long Incident on 21 July. event "Reclaim About 288 000 attended Yuen Long" according to organiser. (「光復元朗」) 28 Jul 2019 Hong Kong Central - Sheung Participants of an authorised sit- (Sun) Island Procession Wan in at Chater Garden diverted to Causeway Bay and Western District in the late afternoon. Some violent protesters had violent clashes in Sheung Wan with police officers. August 2019 1 Aug 2019 "Flash" protest Central To demonstrate against the (Thu) organsied by Fugitive Offenders Bill. members from the financial sectors 2 Aug 2019 Rallies held by Central Around ten thousand (Fri) medical participants joined the rally professionals and organised by medical Civil Servants professionals. Members from Civil Service sector gathered to demand an independent inquiry into recent incidents. 241 Volume 1 CHAPTER 4 • AN OVERVIEW OF THE PUBLIC ORDER EVENTS ARISING FROM THE FUGITIVE OFFENDERS BILL SINCE JUNE 2019 3 Aug 2019 Procession in Mong Kok - Tsim The procession descended into (Sat) Mong Kok Sha Tsui, Hung protests in different directions to (「旺角再遊 Hom, Wong Tai Sin Yau Ma Tei, Tsim Sha Tsui, 行」) along with blocking of Cross- Harbour Tunnel, siege of police stations in Tsim Sha Tsui, Mong Kok. 4 Aug 2019 Procession in Hong Kong Island Procession in Tseung Kwan O (Sun) Tseung Kwan O (Kennedy Town, turned into conflicts between and rally in Sheung Wan, protesters and police. Kennedy Town Causeway Bay) Rally in Western District Kowloon (Tseung spilling over to Causeway Bay. At night, hundreds of violent protesters staged another stand- off outside Wong Tai Sin Police Station, occasionally attacking with bricks and miscellaneous objects. 242 Volume 1 CHAPTER 4 • AN OVERVIEW OF THE PUBLIC ORDER EVENTS ARISING FROM THE FUGITIVE OFFENDERS BILL SINCE JUNE 2019 5 Aug 2019 General strike in 7 Hong Kong Island Rallies at Tamar Park in (Mon) districts Admiralty, MacPherson (「全港三罷、七 Kowloon Playground in Mong Kok, Wong 區開花」) Tai Sin Square, Fung Shui New Territories Square in Tai Po, Sha Tin Town Hall, Tsuen Wan Park and Tuen Mun Park. Protesters resorted to urban guerrilla tactics in multiple districts in Hong Kong Island, Kowloon and the New Territories. Flash mob protests in various locations including Admiralty, Mong Kok, Tsim Sha Tsui, Wan Chai, Causeway Bay, Cross- Harbour Tunnel etc. Protesters barricaded and placed various objects at the toll booths, paralysing the tunnel traffic. 6 Aug 2019 Siege of Sham Sham Shui Po A student union leader was (Tue) Shui Po Police arrested for possession of Station offensive weapons.
