It is anticipated there will be 12 guests as well as 10 crew members, 1 Ice Navigator (Captain Alexander Golubev) and 1 Expedition Guide (Tim Soper). Expedition Management is provided by EYOS Expeditions Ltd. (www.eyos- expeditions.com) Contact person: Victoria Wheatley, email: [email protected] Project duration is anticipated to be for 32 days, from 28 July 2017 to 27 August 2017. Yacht itineraries are always variable, subject to change based on ice, weather and other conditions so the duration could vary somewhat. Equipment includes the following: MY ARCHIMEDES – motor yacht Quantity: 1 Proposed use: Vessel providing transportation and accommodations Fuel: Diesel 7 main tanks / 2 day/service tanks Storage Methods of Fuel: Built-in fuel tanks of the vessel Tenders and Jet Skis (1 Mark V Zodiac, 1 Nouvarania RIB, 1 Chase Nouvarania, 1 Chris Craft, 1 SOLAS MOB Boat and 2 Jet Skis Quantity: As noted above Proposed use: Tenders used for transport between yacht and shore, for sightseeing in remote areas and for recreation (in areas away from wildlife); jet skis used for recreation (in areas away from wildlife) Fuel: 40 X 20 litre gasoline containers Storage Methods of fuel: Containers stored on deck. Kayaks Quantity: 8 (for 11 kayakers) Proposed use: Recreational use (in areas away from wildlife) The yacht will be arriving into Pond Inlet, south of Bylot Island Migratory Bird Sanctuary – but there is no intention to visit this site. She will then sail to North Baffin fjords then towards Milne Inlet. She will then reposition north towards Ellesmere Island near the settlement of Grise Fjord and Nirjutiqavvik National Wildlife Area (permit application made through CWS). The yacht will then turn south and sail along the coast of South Devon Island towards Resolute. As it sails south it may visit Prince Leopold Island Migratory Bird Sanctuary (permit application made with CWS) If ice conditions allow the vessel may transit Bellot Strait and aim to visit Gjoa Haven and possibly Cambridge Bay, passing by Queen Maud Gulf Migratory Bird Sanctuary -- but there is no intention to visit this site. The following were contacted by letter on 12 April 2017 to provide an introduction and overview on the planned activity: Economic Development Officers and Hunters and Trappers Organizations of Pond Inlet, Resolute, Gjoa Haven, Cambridge Bay and the Qikitani and Kitikmeot Inuit Associations. Where applicable, permit and license applications have or will be submitted to the appropriate authorities and will be carried on board. Applications include: - Prince Leopold Island Migratory Bird Sanctuary Entry Permit with Canadian Wildlife Service - Nirjutiqavvik National Wildlife Area (Coburg Island) Entry Permit with Canadian Wildlife Service - Class 1 Archaeology Permit with the Department of Culture and Heritage - Wildlife Observation License with the Department of Environment - Qikiqtani Land Use License with the Qikiqtani Inuit Association - Kitikmeot Land Use License with the Kitikmeot Inuit Association (*pending advice from the KIA) Transportation to and from the yacht will be arranged using Nunavut-based air services wherever possible, and local services and guides will be employed when visiting communities. No structures will be erected (permanent/temporary), including camps and associated structures, docks, piers and/or airstrips to support the proposed tourism activity. The vessel’s Zodiac will be used for making shore landings in wilderness areas. The Captain or Ice Navigator will make appropriate arrangements in areas where docks or piers are available for use. Landings in wilderness areas will be of short duration and remain in coastal areas, managed by the Expedition Guide. Guests and any crew landing will be informed in advance of the importance of sites to be visited and that archaeological and historical sites are not to be disturbed in any way. Site and community visits will follow the Association of Arctic Expedition Cruise Operators (AECO) "Guidelines for Visitors to the Arctic," which cover points dealing with environmental, safety and cultural and social interaction to conduct respectful, environmentally friendly and safe tourism. The voyage will also adhere to the AECO "Biosecurity Guidelines for Visitors." Both guidelines are available at www.aeco.no. The voyages will also follow the Government of Nunavut "Welcoming Visitors to Nunavut" Guidelines and the "Code of Conduct for Operators in Nunavut" as provided by Cruise Nunavut. A detailed operations plan has been compiled to evaluate environmental aspects of the planned activity and to ensure compliance with requirements under Canadian legislation. Operations have been planned to be fully self-sufficient, with activities managed by experienced personnel and to be within the search and rescue capability of the yacht, including for medical evacuation. It is anticipated that the environmental impact resulting from the planned activity will be less than minor or transitory in nature. Additional information of an environmental nature may be found in the Project Description & Environmental Impact Statement, which has been included as a Project Document to the NPC (file #148568) and the NIRB (file #17TN057).
