It is the Texas Department of Transportation’s (TxDOT’s) mission to – though collaboration and leadership – deliver a safe, reliable, and integrated transportation system that enables the movement of people and goods. As population growth continues to outpace transportation capacity, the continuing challenge faced by TxDOT is one of making difficult investment decisions that balance the needs of transportation system users with the limited funding available to meet those needs. Performance-based transportation plans and programs developed by TxDOT, Metropolitan Planning Organizations (MPOs), and the Texas Commission on Environmental Quality’s (TCEQ) Statewide Implementation Plan (SIP) guide the state and local planning and programming activities to ensure that the department develops results-oriented programs of projects that best address state, regional, and local transportation needs (Table 1). On June 21st, 2018 the South East Texas Regional Planning Commission Metropolitan Planning Organization (SETRPC-MPO) and Jefferson-Orange-Hardin Regional Transportation Study (JOHRTS) Transportation Planning Committee approved the continuation of the JOHRTS 2017-2020 Transportation Improvement Program (TIP) for fiscal years 2019 and 2020 to be included into the 2019-2022 Statewide Transportation Improvement Program (STIP). The JOHRTS 2017 – 2020 TIP with its amendments will be effective until December 19th, 2019 or as such time as SESTRPC - MPO demonstrates conformity of the 2019-2022 TIP.
