ANNEXES …………………………………………………………… 78 3 Section I Invitation to Bid 4 INVITATION TO BID Appraisal Services for CY 2014 - 2015 (PMO-MDI 06-2014) 1. The Privatization and Management Office (PMO), through its Bids and Awards Committee (BAC), intends to apply the sum of Seven Hundred Eighty Eight Thousand Two Hundred Eight Pesos (P788,208.00), being the Approved Budget for the Contract (ABC), to payments under the contract for Appraisal Services (PMO-MDI 06-2014). Bids received in excess of the ABC shall be automatically rejected. 2. PMO-BAC now invites bids from appraisal services companies for the following PMO assets/properties, which are subject for appraisals: PMO Assets/Properties Description 1. Al-Amanah Islamic Investment Bank of Various parcels of land in Davao the Phils. City and Provinces, Gen. Santo City and Zamboanga Peninsula 2. VMC Rural Electronic Service Machineries and equipment in Cooperative, Inc. (VRESCO) Negros Occidental 3. Luzon Aggregates, Inc. Parcels of Land in Sucat Paranaque City 4. Radio Philippine Network - nationwide Unserviceable properties nationwide Bidders should be in compliance with all of its ongoing government and private contracts, and should have completed in the Philippines, within the last two (2) years from the date of submission and receipt of bids, at least one (1) single contract or accumulated purchase orders or contracts of similar nature amounting to at least fifty percent (50%) of the ABC, to the satisfaction of the end-user/s. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II - Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to qualified Filipino citizens/sole proprietorships, or organizations with one hundred percent (100%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders should be enrolled in the Electronic Filing and Payment System (eFPS) program of the Bureau of Internal Revenue (BIR), pursuant to Executive Order No. 398 and RR 3-2005, and must be registered under the Philippine Government Electronic Procurement System (PhilGEPS). 4. Interested bidders may obtain further information from the PMO-BAC Secretariat at the 3rd Floor, Privatization and Management Office, 104 Gamboa Street, Legaspi Village, Makati City, from 8:00 A.M. to 4:00 P.M. , Monday to Friday starting September 10, 2014, or at Telephone No. 818-8305. However, queries relative to the contents of the Bidding Documents can only be made by bidders who have purchased the Bidding Documents, not later than ten (10) calendar days prior to the Submission and Opening of Bids. 5 Bidding Documents will be available starting September 10, 2014 from 8:00 A.M. to 5:00 P.M., at the PMO-BAC Secretariat, 3rd Floor, Privatization and Management Office, 104 Gamboa Street, Legaspi Village, Makati City, upon payment of the non-refundable fee for the Bidding Documents in the Amount of One Thousand Pesos only (P 1,000.00) to the PMO Cashier located at the 6th Floor, Privatization and Management Office, 104 Gamboa Street, Legaspi Village, Makati City: Bidding Documents may also be downloaded from the Philippine Government Electronic Procurement System (PhilGEPS) and PMO websites, provided that bidders shall pay the non-refundable fee for the Bidding Documents downloaded not later than the Submission and Opening of Bids. 5. PMO-BAC will hold a Pre-Bid Conference on Thursday, September 18, 2014 at 10:00 A.M, at the 4th Floor, Privatization and Management Office, 104 Gamboa Street, Legaspi Village, Makati City, which shall be open only to parties who have purchased the Bidding Documents. 6. Bid opening shall be on Tuesday, September 30, 2014 at 10:00 A.M, to be held at the 4th Floor, Privatization and Management Office, 104 Gamboa Street, Legaspi Village, Makati City. Bids will be opened on the date, time and place cited above in the presence of the Bidders or their duly authorized representatives. Late bids shall not be accepted. 7. PMO-BAC shall not compensate or indemnify Bidders or any other person for any expenses incurred in the preparation of bids. 8. PMO-BAC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to the contract of award, without thereby incurring any liability to the affected Bidder or Bidders. Bidders with unsettled issues or unconcluded projects in the past (i.e. unaccepted reports/undertaking rejected by the agency) with the PMO are not allowed to participate in this undertaking.
