The Framework Agreement has been extended beyond 4 years due to the continuing unforeseen events related to Covid-19. A 6-month extension has been put in place to ensure that the market is in a better position to respond to the tender for the next reiteration of this Framework Agreement and potentially allow a longer response period, if that is deemed to be required. Framework Agreements – Introduction Notes Routes to Market Within the information for each Framework Agreement the available routes to market will be described. Most will provide an option to undertake a Mini Competition or a Ranked approach for supplier selection. They are defined below: → A Mini Competition means issuing the Institutions tender documentation to ALL suppliers who have been awarded a place on the Framework Agreement. → Ranked selection means going directly to the Supplier who is ranked number One. If this supplier is unable to undertake the work, then going to supplier number two and so on. → Desktop Selection means selecting suppliers based on the original tender submission scores. There are two methods – “Desktop Evaluation” and “Desktop Award”. These are quick routes to market, details of each method used are contained within the relevant Buyers Guides. All Estates Maintenance Service Framework Agreements that have a reactive service element are ranked to enable call-off within the required timescale. Preventative services elements are more complex and are therefore called off by mini competition.
