MONGOLIAN RED CROSS SOCIETY REPORT 2014-2016 CONTENTS 01 The law on legal status of MRCS was revised. 02 5400 dzud affected herders received humanitarian assistance. 03 Sixty thousand people reached with disaster prevention and preparedness training and promotion. 04 Socail welfare services were provided to 368000 people. 05 Fist aid training was provided to 67100 people. 06 Youth Movement has been expanded. Tel: 32-33-34, Fax: 32-33-34 14210 Ulaanbaatar, Е-mail: [email protected] Sukhbaatar District, http://www.redcross.mn Peace Street www.facebook.com/redcrossmn 2 REPORT 2014-2016 MONGOLIAN RED CROSS SOCIETY Within the framework of MRCS Strategy 2020, our goals are set forth to increase disaster preparedness and prevention, to improve livelihood for vulnerable people, to promote active involvement of volunteers, members, supporters, children, youth, community and the public in building healthy and non-violent society and to ensure the sustainable development of the National Society. 01 THE LAW ON LEGAL STATUS OF MRCS WAS REVISED 4 The Parliament of Mongolia (State Great Khural) approved the revised law on legal status of the Mongolian Red Cross Society on 7th of January 2016. Article 5.1 of the law on REPORT legal status of MRCS states: “Mongolian Red Cross Society is a non-profit and tax- 2014-2016 exempted national humanitarian organization that carries out its activities based on principles of volunteerism and self-governance with aim to implement the Statutes of the Movement, the MONGOLIAN RED CROSS SOCIETY Fundamental Principles, Geneva Conventions and the Additional Protocols and to promote and assist in the state humanitarian activities”. Following the approval of the revised law on legal status of the Mongolian Red Cross Society, contract with the government of Mongolia was made to delegate some functions and responsibilities of the Government with respect to humanitarian activities to the MRCS. The contract was signed on the 9th of May 2016, by the Deputy Minister of Mongolia TS. Oyunbaatar and the president of MRCS, N. Enkhbold. Deputy Prime Minister of Mongolia issued a decree No 46 on 4th of May 2016, to approve “The members and the procedures of the National Council for State – Red Cross Cooperation” which is responsible for administering and coordinating the cooperation between the Government of Mongolia and MRCS. 5 02 5400 DZUD AFFECTED HERDERS RECEIVED HUMANITARIAN ASSISTANCE 6 By the order of Deputy Prime Minister, emergency assessment team conducted assessment in 21 provinces in 2015-2016 winters and according to the assessment report 17 provinces were identified as in dzud situation. Out of nearly 56 million livestock in Mongolia, over 1.1 million animals have perished. About 90 per cent of the country’s land was covered in snow, which threatened the livelihood of over 225,800 Mongolians who live as nomadic herdsmen and are losing their livestock. MRCS and IFRC jointly called for international emergency appeal. Through Emergency Appeal, MRCS have organized two phases of humanitarian assistance by providing REPORT food parcels and unconditional cash grants for 5400 herder households. 2014-2016 17 provinces were identified as in dzud situation About 90 per cent of the country’s land was covered in snow MONGOLIAN RED CROSS SOCIETY over 1.1 million animals have perished of over 225,800 Mongolian herdsmen lost their livestock cash grants equivalent to 1.6 billion tugrik and food parcels were provided to 5400 herder households. 7 UNCONDITIONAL CASH GRANTS 3500 herder households from 17 provinces received 192,000 tugrugs as unconditional cash grants which is equivalent of government minimum wage rate. Using the cash assistance herder families were able to buy their essential basic needs and provided hays and fodder for their livestock. FOOD AND CASH ASSISTANCE During the second phase of the humanitarian assistance MRCS provided food parcels and un- conditional cash grants (64,000 tugrugs) to 1,600 most vulnerable herders. OVER 300 VOLUNTEERS HAD WORKED TO DELIVER HUMANITARIAN ASSISTANCE During Emergency Appeal operation, MRCS collaborated with Khan Bank to deliver cash to the herders and over 300 volunteers deployed to assist the mid-level branches with monitoring during cash distribution. All the volunteers were insured through IFRC’s insurance system. 8 BENEFICIARY COMMUNICATION With support from IFRC, the MRCS has established a feedback and two-way communication mechanism using the Trilogy Emergency Relief Application (TERA) to enhance community en- gagement and accountability. A Cash Transfer Programming hotline number was combined with TERA set up in collaboration with G-mobile, a mobile-phone operator. This hotline is to serve as a medium through which affected people can seek information on the response, make inquiries and submit complaints confidentially. Up-to-date over 60 calls was received. REPORT PSYCHOLOGICAL FIRST-AID TRAINING ORGANIZED Herders who have lost their livestock also suffer from psychological problems. Therefore pro- 2014-2016 viding psychological first-aid to herder families’ children is one of the most important activities. Psychological first-aid training of trainers was organized with support from Save the Children and as of June 2016, total of 1725 school children has been part of the training and become peer educator. One peer educator reached 2-3 children with psychological support and reached 5,000 herder children. MONGOLIAN RED CROSS SOCIETY HELPING TO IMPROVE THE INCOME GENERATION OF THE HERDER FAMILIES In order to support livelihood of the herder families and diversifying income resources MRCS collaborated with World Vision Mongolia and conducted “Market assessment” training and conducted assessment in the most affected 9 soums of Bulgan, Uvurkhangai and Dundgobi provinces. Based on the market assessment, most vulnerable hundred herder households will be receiving grants for small businesses. Also MRCS will provide vocational trainings to the herder households by collaborating with relevant ministries. As part of disaster preparedness activity in the target communities, herders are provided with portable grass harvesters to prepare their hays and fodders for the winter and winter warm clothes. Regional workshops among the mid-level branch members, volunteers and staffs were organized to strengthen the capacity of the branches in disaster prevention and preparedness, and more than 270 people have been part of the regional workshops. REPORT During these period total of 585 disaster affected households who were affected by floods, steppe and forest fires and strong wind storms were received humanitarian aid. 2014-2016 A total of 735 volunteers have been trained on Disaster preparedness and first-aid and volunteer management. MONGOLIAN RED CROSS SOCIETY In 2015, the fire-fighting station of Jinst soum, Bayankhon- gor province was established and a total of 15 community mem- bers were recruited and trained as fire-fighters. Following up the training, simulation exercise was organized twice to give practical know-how to the volunteers. After the volunteer team was set up, there was a fire incident at the roof of the hospital’s heating room. The volunteers acted promptly and successfully put down the fire.
