Karnataka major contributor of Hazardous waste generating states in India to overall hazardous waste generation. In view of the same, it had taken steps to encourage private entrepreneurs to install Common hazardous waste incineration facility (CHWIF) and preparation of alternate fuel and raw material (AFR) for co processing for treatment & disposal of hazardous chemical Waste (liquid, solid and semi-solid). The proposed facility is located strategically at Plot no 19 D KIADB industrial area, 2nd Phase, Bidadi Industrial Area, Bidadi Taluk, Ramnagar District which is a major industrialized zone and it will help in the disposal of hazardous waste generated from various industrial premises in and around. Proposed facility will cater to environmentally and economically sound disposal of waste generated in the region, minimizing long distance haulage of waste. As per EIA notification, it is necessary to get Environmental Clearance (EC) prior to commissioning of the proposed project. For this purpose, the application is made for obtaining the Environmental Clearance. Clearance (EC) for the proposed project at, Bidadi Taluk. The pre-feasibility report includes a brief introduction of the company, need and justification of the project, required and available resources, proposed Environment Management Systems, land-use and proposed infrastructure, project schedule and cost estimate, for conducting the EIA studies. Fuel Construction phase: HSD Operation phase: CNG 13,350 SCM/day for incinerator will be sourced from GAIL Pipeline 1.0 INTRODUCTION 1.1 INTRODUCTION Karnataka has seen a steady growth of industries in the recent years. Government of Karnataka, while encouraging industrial growth, is also conscious about the Environmental impacts of the industries. Thus, the Governments efforts have been targeted to ensure better compliance to environmental laws and encouraging industries which are low polluting in nature. While the problem of effluent and air pollution can be controlled through readily available & comparatively low cost in-plant treatment technologies, Hazardous waste generated needs treatment and disposal which cannot be undertaken at individual industry level, as this will result in creating pollution hot spots at multiple locations. Thus, highly industrialized area like Bidadi Industrial area can have dedicated hazardous chemical waste and Disposal Facility. Presently there is very less Common Hazardous Waste incineration Facility within Bidadi industrial area, also industries on Mysore Bangalore high way state, Mandy and Mysore district. Industries here are required to dispose their hazardous waste in other nearby sites which poses following problems: Objections are raised Uneconomical due to high transport cost Hazards during long distance transportation In view of the same, we have proposed to establish Common facility for treatment and disposal of Hazardous chemical of solid, liquid Waste and semi- solid state. In order to support the government initiative, V TESCH WASTE MANAGEMENT took active interest and approached Government to locate a Hazardous waste incinerator waste facility (CHWIF) and preparation of alternate Page | 1 fuel and raw material (AFR) for co-processing at their site. The proposed facility shall cater the need of entire Bidadi industrial area, Mandya, Mysore and Ramanagara industries As per EIA Notification S.O.No 1533 dated 14th Sep 2006 and its subsequent amendments the proposed project is falling under Project / Activity 7 (d) Common Hazardous Waste Treatment, Storage and Disposal Facility (CHWTSDFs), Category “A” . 1.2 Name of the Project Promoters and background: N V Vijaya Kumara and Mrs. Vani 30 years of experiences industrial Vijaya Kumar waste management and also the manages the facilities under hazardous waste management like contaminated drums and barrels reconditioning facility. Integrated industrial solid waste management and has E waste management facility 1.3 Project Details Proposed Common Hazardous Waste Incinerator facility will be located at Plot no 19 D KIADB industrial area, 2ndphase, Bidadi Industrial Area, Bidadi Taluk, Ramnagar District.Industries located in the same industrial area, Ramanagara, Mandy, Mysore District collect the hazardous wastes from them, transport the same to the facility, treat and dispose of these wastes at the facility as per the legal requirement and in an environmentally suitable manner. The Proposed Facility will have the Incineration Facility. Page | 2 Background Information Introduction The primary objective of this project is to provide a common integrated facility for the collection, transportation, treatment and disposal of hazardous chemical waste generated. M/s. V TECH WASTE MANAGEMENTS has proposed to set up an incinerator facility (CHWIF) and preparation of alternate fuel and raw material (AFR) for co-processing for handling the non-easily biodegradable/ toxic/ incinerable/ combustible hazardous wastes. The Incineration Facility is proposed to be located at Plot no 19 D KIADB industrial area, 2nd Phase, Bidadi Industrial Area, Bidadi Taluk, Ramnagar District, Karnataka. The incineration project is coming up in 2 Acre (8,080 SQM) of industrial plot in an industrially notified area where in all industrial infrastructure facilities like water, power etc required for industrial development are available. The Incinerator proposed is of 1,000 kg/hr incineration capacity and is designed to handle 10 MT/Day (Assuming 8 hrs of working/day and 25 working days/month) of hazardous incinerable wastes. The prime objective of M/s. V Tech Waste Managements is management of chemical incinerable wastes is to initially concentrate the wastes, convert and separate pollutants from its media and finally eliminate/reduce its impact on the environment by incineration. The industry intends to obtain Environmental Clearance from Ministry of Environment and Forests MoEF Govt. of India for the plant. The above requirement has necessitated the industry to evolve strategies for the safe operation of the plant from the environmental angle. Page | 3 Brief of project Hazardous Waste disposal is generally done by Incineration (for combustible and highly toxic wastes). Incineration has benefit of reducing volume and toxicity of wastes. The proposed facility will have facility for Incineration designed to meet CPCB standards and will cater to environmentally and economically sound disposal of waste generated in Bidadi industrial area. The proposed facility is located strategically at Bidadi, near Bangalore-Mysore Road. Hazardous wastes generated from various industries in and around Bangalore, need to be disposed in an environmentally safe manner. Day by day, waste generation from industries is increasing due to rapid industrialization. As a matter of consequence, a need is arising to develop a common environmental infrastructure to treat and dispose the hazardous waste. The hazardous waste generated by industries may not be accommodated adequately at TSDF sites operated in Bangalore. The proposed project is well justified in meeting the current and increasing waste management demand. The existing incinerator statistics reveals a huge gap in incinerable waste generation and available incineration capacity in Karnataka. The proposed facility shall serve to bridge the gap to a certain extent. Aspect
