This project has examined the likely impacts of global climate change at regional level in the countries around the Baltic Sea, and also developed land use planning measures designed to facilitate adaptation to climate change. Issues related to the possible impacts of climate change are today a major topi- cal focus for land use planners at all planning levels. Adapting to the impacts of climate change is becoming a great challenge alongside efforts to reduce greenhouse gas emissions. But to facilitate adaptation more information is needed about these impacts and the steps that can be taken at various planning levels. This fl ood risk assessment has been carried out as part of the ASTRA Project. The assessment has included the production of a general fl ood map of coastal areas of Uusimaa, which can be used to evaluate the need for more detailed fl ood risk analyses. This report has been written by planner Jarkko Hintsala. The fl ood maps have been drawn by regional council engineer Jukka Hynninen. Illustrations have been produced by regional council architect Tuula Palaste-Eerola. The EU Floods Directive, which forms the backbone of EU fl ood policies, obliges all member states to assess evident and fl ood risks in catchment areas and coastal areas where people, property and the environment may be signifi cantly affected by fl oods now or in the future. The fl ood risk assessment of coastal Uusimaa commenced with a general survey of fl ood risks. Data on heights above sea level was obtained from numerical altitude model 25 of the Land Survey of Finland. Areas at risk were classifi ed by altitude in categories with intervals of 50 cm, from sea level to 300 cm above sea level. The numbers of buildings that would be fl ooded at different fl ood levels were also determined, using data from a map CD produced by the Helsinki Metropolitan Area Council (YTV) in 2000 for buildings in Helsinki and Espoo, and data from the offi cial building register of the Population Register Centre (2000) for other municipalities. This general fl ood risk survey of coastal areas of Uusimaa has greatly facilitated the identifi cation of the areas most at risk in the event of rising sea levels. Although the maps are small-scale, they can still be used to select areas where fl ood risks should be surveyed in more detail. The maps show that the surveys currently being conducted in Espoo and Helsinki are clearly needed, and that there is also an urgent need to initiate similar detailed surveys in other areas, notably Tammisaari, Hanko, Inkoo and Kirkkonummi. When using these maps, however, it is vital to bear in mind their general scope and possible defi ciencies and inaccuracies. The information shown on the maps should be seen as only providing a rough picture; and specifi c conclusions concerning actions at a regional or local scale should only be drawn after more detailed fl ood risk surveys. Such detailed surveys will also require more precise information on local relief and heights above sea level. Owing to the scale of this task it could be worth collecting such data using techniques such as laser scanning. Uudenmaan rannikolla selvitystyö aloitettiin yleispiirteisellä tulvavaarakartoituksella. Kartoituksessa käytettiin korkeusaineistona Maanmittauslaitoksen numeerista korkeusmallia 25. Tulvavaara-alueet määritettiin puolen metrin välein 50-300 cm korkeustasolle meren pinnasta. Lisäksi tutkittavalta alueelta määritettiin veden alle jäävien rakennusten määrä eri vedenkorkeuksilla. Määrittämisessä käytettiin hyväksi Espoon ja Helsingin osalta vuoden 2000 YTV:n Seu- tuCD:n rakennustietoja, sekä muiden rannikkokuntien osalta vuonna 2000 väestörekisterikeskukselta hankittua raken- nus- ja huoneistorekisteriaineistoa. Uudenmaan rannikon yleispiirteisellä tulvavaarakartoituksella saatiin kohtalaisen helposti ja nopeasti selvitettyä alueita, jotka ovat kaikkein alttiimpia meriveden nousulle. Vaikka karttojen mittakaava on pieni, on niiden avulla mahdollista osoittaa sellaisia riskialueita, joilla kannattaa tehdä tarkempia tulvavaarakartoituksia. Kartat osoittavat, että Espoossa ja Helsingissä käynnissä olevaa tulvavaarakartoitusta ei tehdä turhan takia ja että muillakin alueilla, ja etenkin Tammisaa- ressa, Hangossa, Inkoossa ja Kirkkonummella, kannattaisi riskialueiden tarkempi tulvavaarakartoitus käynnistää mitä pikimmin. Karttoja tutkittaessa on kuitenkin erittäin tärkeää huomioida niiden yleispiirteisyys ja niihin sisältyvät puutteet ja epä- tarkkuudet. Karttojen antamaan tietoon kannattaakin suhtautua suuntaa antavasti, ja tarkempia alueellisia ja paikallisia johtopäätöksiä kannattaa tehdä vasta tarkempien tulvavaarakartoitusten jälkeen. Tarkempi kartoitus edellyttää kuitenkin myös tarkempaa tietoa maaston korkeussuhteista. Tiedon kerääminen voisi olla laajuutensa takia tehokkainta toteuttaa esim. laserkeilauksella.
