2018 Car Free Earth Day INTERVENTIONS Request for Proposals INTRODUCTION CAR FREE EARTH DAY BACKGROUND The New York City Department of Transportation’s (NYCDOT) mission is to provide for the safe, efficient, environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents. Car Free Earth Day (CFED) is an annual car-free event held on the Saturday in advance or immediately following Earth Day, April 22nd (the “Event”). The Event opens thirty blocks of Broadway from Times Square to Union Square for people to explore on foot during event hours, 9:00 AM to 3:00 PM (Appendix A: Car Free Earth Day Route Map). Programming is presented at five rest stops along Broadway: Times Square (42nd Street), Herald Square (34th Street), Garment (39th Street), Flatiron (23rd Street), and Union Square (17th Street). Environmental programming is offered by City agencies and nonprofit organizations along the route to promote activism and education surrounding climate change, sustainability and other relevant topics. DOT ART + EVENT PROGRAMMING BACKGROUND Since the launch of the DOT Art Program in October 2008, DOT Art has installed over 250 engaging temporary art installations throughout New York City. The Program partners with community-based organizations and artists to present murals, sculptures, projections, performances and programming on DOT property. Dance, music, theatre, workshops and public art installations contribute to the DOT Art event programming roster each year as part of Summer Streets and Car Free Earth Day. EVENT MISSION AND OVERVIEW Car Free Earth Day transforms NYC streets into active and attractive public spaces with the addition of public art, performances, workshops and demonstrations. Environmental programming encourages the use of sustainable forms of transportation including walking, cycling, bus and subway, while reducing traffic congestion, air pollution and greenhouse gas emissions. Opportunities for outdoor recreation promote active and healthy lifestyles, while engaging the public in a dialogue about current transportation issues. Family-friendly, interactive programming showcases the rich and varied resources of NYC. ELIGIBILITY All programming is free of charge and designed for people of all ages and ability levels. All nonprofit organizations and visual and performance artists, regardless of residence, are eligible to apply to participate in the event. CFED Interventions 2018 | Request for Proposals 2 of 10 PROGRAMMING TYPOLOGY All emerging and/or established visual artists, designers, architects, musicians or performers (the “Proposers”) are eligible to apply to this open call. By submitting a proposal, all Proposers confirm their availability to collaborate with DOT during the design, fabrication and installation phases from March 2018 to April 2018. Each Proposer is permitted to submit only one (1) proposal. PUBLIC ART • Professional artists are invited to submit proposals to produce interactive public art installations along the Event route. • Proposals should engage CFED participates mentally and potentially physically, reimagine the route, become a destination for Event participants and enhance and draw attention to CFED’s mission. • Artists are eligible to receive funding to cover all expenses to design, fabricate or present the artwork. Funding is determined based on the complexity of the project and the overall proposed budget. • Engineering review by a NYS licensed engineer for all sculptural work is required. • Public art installations must be easily installed and removed and may not remain installed following the Event. • Artists must be available to collaborate with the CFED team during all project phases. • The majority of the available sites for art installations are concrete sidewalks or asphalt street spaces. PERFORMANCE • Musicians, dancers, comedians, actors, poets (the “Performers”) are invited to submit proposals for performances along the Event route. • Performers are eligible to receive funding dependent on the duration and number of performances provided. • A PA system and sound tech are provided to Performers at no cost. • Eligible performers must have experience performing within the public realm or in front of large audiences and, if necessary, have the capacity to secure additional funding to cover their total budget. • All performances must be at least 30 minutes in length and adaptable to an outdoor environment. Reference Appendix C: Performance Examples. ACTIVITIES • Nonprofit organizations are invited to submit proposals to host activities, demonstrations, workshops, classes, historical tours, etc. (the “Activities”). • Nonprofit partners are eligible to receive funding dependent on the complexity of the proposed Activities and the number of committed event dates. • Tents, tables, chairs, linens (the “Equipment”) and support from Event staff is provided to programming partners at no cost. • Eligible nonprofits must have experience planning and leading public programs, share the values and mission of CFED, and if necessary, have the capacity to secure additional funding to cover their total budget. • Nonprofit partners must be available to provide services on the Event date between the hours of 9 AM and 3 PM. Setup is required in advance of 8:30 AM and breakdown after 3 PM as vehicles are not permitted on the route during the Event. • Nonprofit partners must staff their table and bring all of the necessary materials to host their Activities. CFED Interventions 2018 | Request for Proposals 3 of 10 PROCESS AND REQUIREMENTS FEE STRUCTURE Selected public art or large-scale pop-up performances shall receive up to $5,000 to cover all expenses to design, fabricate, present the artwork or performance including, but not limited to, costs associated with the following: labor, materials, fabrication, installation, equipment rental and transportation. Selected Proposers shall receive $300 for one thirty minute performance and $300 to present a workshop, demonstration or other activity as part of CFED. By submitting an application, all selected Proposers agree to enter into a contract with DOT in advance of CFED and shall receive funding following participation at the Event. SCHEDULE Selected Proposers shall be responsible for completing a final design, fabricating or organizing public art installations, performances or Activites and installing or presenting the installations, performances or Activities during CFED 2018. Selected Proposers must be available to meet and coordinate with DOT throughout all project phases. SELECTION PROCESS The DOT Art + Event Programming Advisory Committee, CFED Advisory Committee and Event consultant shall review and rank all submissions based on the following criteria: Public Safety, Organizational Capacity, Proposal Merit and Event Suitability. Below are specific criteria related to each programming typology: • Past artwork demonstrates proficiency in design, fabrication and implementation; • Past performances and workshops demonstrate proficiency in execution; • Previous experience demonstrates connection to CFED’s mission; and • Previous experience demonstrates ability to collaborate on a team-based project. SUBMISSION GUIDELINES Submissions should consist of the following materials: 1. Respective CFED Application (Public Art, Performance or Activities); 2. Artist Curriculum Vitae; 3. If proposing an artwork, no more than three (3) examples of past work in jpeg format (resolution of 72 to 150 dpi) and associated image list that includes: title, date of completion, medium, dimensions, location, sale price or commission budget, description of artwork and list of partners. 4. If proposing an artwork, no more than three (3) project renderings that represent the artwork to be presented at the proposed site (include: sketches, site plan and Photoshop renderings); and 5. If proposing a performance-based work, include three (3) clips of past performances (3-5 minute segments are acceptable). CFED Interventions 2018 | Request for Proposals 4 of 10 SUBMISSION RECOMMENDATIONS When developing a proposal, consider the following guidelines: Interactive: Engage CFED participants mentally and potentially, physically. Activate: Reimagine the route and become a destination for Event participants. Event Enrichment: Enhance and draw attention to CFED’s mission. A strong public art proposal considers the site conditions and typical uses of a given site, responds to the goals of CFED, is interactive and participatory in nature, is moveable and/or easily installed and removed after the Event date and does not introduce any safety hazards for pedestrians and cyclists along the route.
