This covers the plan period 2016-2030. Paragraph 8 of Schedule 4B of the Town and Country Planning Act 1990 requires that Neighbourhood Development Plans (NDP) must meet the following basic conditions: (i) the NDP must have appropriate regard to national policies and advice contained in the National Planning Policy Framework (NPPF); (ii) the NDP must contribute to the achievement of sustainable development; (iii) the NDP must be in general conformity with the strategic policies contained in the development plan for the area of the local planning authority, in this case Wiltshire Council Core Strategy; and (iv) the NDP must meet the relevant EU obligations. This Basic Conditions Statement addresses these requirements in four sections: Section 1 demonstrates the conformity of the Bremhill Parish Neighbourhood Plan with the NPPF; Section 2 shows how the Bremhill Parish Neighbourhood Plan will contribute to sustainable development; Section 3 demonstrates the conformity of the Bremhill Parish Neighbourhood Plan with the Wiltshire Core Strategy and Policies and; Section 4 demonstrates compliance with the appropriate EU obligations. Conformity is shown against the five Bremhill Parish Neighbourhood Plan Policies – BPNPP1-5. In addition the Neighbourhood Plan contains the following, that are not separate policies: 1) The five Bremhill Parish Design Statement Policies – DSP1-5 – these are a part of Bremhill Parish Neighbourhood Plan Policy 1 on “Local Homes and Businesses”. 2) Bremhill Parish Neighbourhood Plan Community Priority Actions (CPA) in the areas of local economy, transport or wellbeing and leisure. These are actions that the Parish Council will focus on in the plan period, that are outside the remit of Neighbourhood Plan policies. To show parishioners that all areas of the NPPF, sustainable development and Wiltshire Core Strategy and Policies are considered in developing this Neighbourhood Plan, we show the alignment of these areas with DSP’s and CPA’s. Submitting Body The Bremhill Parish Neighbourhood Plan is submitted by Bremhill Parish Council, which is a qualifying body as defined by the Localism Act 2011. 4 Bremhill Neighbourhood Plan – Basic Conditions Statement Neighbourhood Area The Plan applies to the Parish of Bremhill Parish in Wiltshire. The area of the Neighbourhood Plan matches the Parish boundary as in 2016, is shown in Figure 1 above and was approved by Wiltshire Council in April 2014. Bremhill Parish Council confirms that this Bremhill Parish Neighbourhood Development Plan relates only to the Parish of Bremhill Parish and to no other Neighbourhood Areas; and Bremhill Parish Neighbourhood Plan: Basic Conditions Statement. The map in Figure 1 shows the general location of the Parish and Neighbourhood Plan area. 5 Bremhill Neighbourhood Plan – Basic Conditions Statement Section 1 – Conformity with the National Planning Policy Framework The National Planning Policy Framework (NPPF) must be taken into account in the preparation of local and neighbourhood plans, and is a material consideration in planning decisions. Planning policies and decisions must reflect and, where appropriate, promote relevant EU obligations and statutory requirements and contribute to the achievement of sustainable development Sustainable development is about positive economic, environmental and social growth for existing and future generations, so that the NPPF has a presumption in favour of sustainable development. The Bremhill Parish Neighbourhood Plan contributes to the achievement of sustainable development by: Planning positively for housing growth to meet the needs of existing and future generations Planning for good, high quality design Protecting and enhancing the natural built and historic environment of Bremhill Parish Promoting healthy communities Promoting sustainable transport Building a strong and competitive local economy The NPPF sets out a number of planning principles which should underpin plan making and decision taking as follows: 1. Building a strong, competitive economy 2. Ensuring the vitality of town centres 3. Supporting a prosperous rural economy 4. Promoting sustainable transport 5. Supporting high quality communications infrastructure 6. Delivering a wide choice of high quality homes 7. Requiring a good design 8. Promoting healthy communities 9. Protecting green belt land 6 Bremhill Neighbourhood Plan – Basic Conditions Statement 10. Meeting the challenge of climate change, flooding and coastal change 11. Conserving and enhancing the natural environment 12. Conserving and enhancing the historic environment 13. Facilitating the sustainable use of minerals 1.1 Building a strong, competitive economy The NPPF (paragraph 21) requires positive planning for local inward investment and support should be given to existing businesses together with identifying priority areas for infrastructure provision and environmental enhancement. Bremhill Parish Neighbourhood Plan aims to strengthen and support local economic activity whilst preserving the landscape, character, visual amenity and biodiversity of Bremhill Parish and sets out the following specific policies intended to support and strengthen the local economy: BPNPP 1: Local Homes and Businesses DSP5: Small scale business developments, workshops and bed and breakfast facilities CPA: Local Economy 1.2 Ensuring the vitality of town centres The NPPF (paragraph 23) recognises that planning policies should be positive and promote competitive town centre environments. This does not apply to Bremhill Parish which contains one small village and open countryside. However, the Neighbourhood Plan has been written considering the interaction of the Parish with the neighbouring towns of Calne and Chippenham, which provide many of the services for Parish residents. 1.3 Supporting a prosperous rural economy The NPPF (paragraph 28) recognises that economic growth in rural areas should be supported in order to create jobs and prosperity by taking a positive approach to sustainable new development. The Bremhill Parish Neighbourhood Plan sets out the following specific policies intended to support a prosperous rural economy: DSP5: Small scale business developments, workshops and bed and breakfast facilities CPA: Local Economy 1.4 Promoting sustainable transport The NPPF (paragraph 35) states that planning policies should promote sustainable transport, prioritise pedestrians and cyclists,
